HAS CIPRIANO'S MURDER BEEN PUT IN THE CUPPBOARD? TWO OUT OF EIGHT POLICEMEN REPLY BEFORE SPCA

PANJIM: Two of the eight police personnel, Shyam Amonkar and Ramesh Desai, both head constables, have filed their reply before the State Police Complaints Authority (SPCA), in the Cipriano custodial death case.
The other six police personnel, Sandeep Shirvoikar (head constable), Vishram Gaonkar (police constable), Sandesh Chodankar (police inspector), Vijay Kumar Chodankar (police sub-inspector), Sanjeev Salunke (head constable) and Radhesh Ramnathkar (head constable), have been asked to reply to the notices issued by the SPCA, by 10.30 a.m on April 18.
All the eight respondents were present on April 8, however only the two have filed their reply, while the other six respondents have filed individual application, requesting to furnish the relevant document, on the basis of which, the present complaint has been lodged, so as to enable them to file their reply. They further prayed time to file their reply and the request has been considered by the authority. The authority directed to adjourn the matter on April 18, for filing reply of the respondents.
The notice had directed the police personnel to file written reply together with all copies of documents, duly authenticated, which may be relevant to the matter. The complaint was fixed on March 28, at 10.30 a.m. for filing the reply.
The suo motu inquiry proceedings order dated March 8, says that the basis of the available material on record, somehow suggests direct involvement of officers of Panjim police station who were on duty on January 7 and 8, in the death of Cipriano Fernandes in police custody, purportedly as a result of acts of commission and omission practiced by them. The secretary was directed to file and register a formal complaint on the grounds of gross/serious misconduct and or abuse of authority.  The SPCA secretary has lodged the complaint against the police personnel

  1. If the law of the land not convict the 8 policemen involved in Cipriano's death than the GOANS should use the law of jungle and tortured all the 8 policemen to death. It's a tit for tat.

    During the late 60s burglaries and other crime were new to Goa and was frightening, mainly during the night. In our village in Margao we organised a vigilante group and patrolled the perimeters of our village. The police were not productive but one night we caught a burglar and gave him the taste of Goan justice. The following day we were summoned to the police station and asked to disband our vigilante group. Latter we learnt that the Ghanti thief was working for a freedom fighter as a labourer. Criminal be it Police or Politician should be dealt with the wrath of Goan mob law.

  3. They are surely trying to hide and throw away the case of Cipriano. The crooks involved in trying to save the murderers Policemen is none other than Arvind Gauns who is now become an SP. This Crook has bribed about 30 lakhs to become a direct DySP and is about to recover from the erring cops and their godfathers. The other silent crook is Atmaram Deshpande. The open crook and chor is Chandrakant Salgaonkar who is suffering from a disease thank God. Hope this disease give him a very horrible death.

  4. This is the law of the land in Goa. Any other country uncivilised though, the law whould have been different and by now punish those guilty policemen.

  5. Well said Justin, you have taken the exact words from my mouth. Our Judiciary has let us down. I was in court the other day with a friend and was looking at the statue of lady Justice ( blinded folded with a scale in her hand beside the judge). What a mockery of the judicial system. How many times has the law been arrogant/partial and unjustified.It would be better that the statue of Lady Justice ( The blind folded lady with a scale) no longer be blind folded as the current judiciary while making its judgment sees who you are and what you are in society. The rich affluent get away with heinous crimes. People should take law in their hands in such situations and give justice to all these men in Khaki who are nothing less then criminals as the arm of law which is to protect the innocent has failed utterly.

    Don't forget this is the law of filthy, uncultured, crook minded lawless bloody Indians. I feel shame of myself to tell that I am Indian wherever I go any part of world to tell the people when they ask where you from. I never ever hesitate to tell them I am from Goa, a one time Portuguese Colony. Shame to be Indians who boast themselves as worlds largest Democracy. What kind of Democracy is this?. Where common person never get any justice. Suck with bloody ruscal India.

    India is preceived as a very corrupt country.Indians too are not trusted anywhere in the world.
    Even Idi Amin did nit like them...and so decided to chuck them out.The Goans who are far more decent and honest had to pay a price for this too.
    In Melboure (Australia)...Indians quite often get a hammering from the locals.The Indians claim it is due to racism.However on closer inspection of the problem, it is due to the mis-behaviour of Indians,their inability to intergrate with the indigenous people and their constant greed to make money by whatever means and by steallth and their inability to display hygiene.Indians as per many of my nn-indian friends are quite happy to live in filth.
    There are many good Indians...but theses are few.
    I was advised in the Gulf Countries too they display their filthiness and are treated like animals and sub-humans.
    It is not because the authorities want it,it is because the behaviour demands such action.
    I remember on a trip to Goa in the 1990`s, I had a stop over at Doha Airport.At the airport, the Keralites and others were herded around the airport and plane like cattle.The had to be marched to the plane in single file,instead of their usual method of rushing around.
    In the plane itself, they had to be constantly advised not to sit on the seats with their dirty ,sandal covered feet.
    I also noticed they blew their noses and wiped the phlegm to their clothes or plane seats.
    I understand these guys are poor uncivilised labourers. But that is the image that sticks in ones mind of Indians being dirty in every aspect.

  11. the other day on Saturday and Friday 15 and 16 of April 2011 the united KAP showed the mpt ghantis who they are and what they can do for their birth place and the goa government , what the goans will do when we are taken for extreme rides.the chor cm said that we showed the mpt that goans are united.........
    does he mean to say that goans are not united when it is the case of police murdering cipriano? or is it true that goans are not united in presenting the
    1.medium of instrction case
    2.mining pollution case 3.police politician drug mafia nexus case 4. the government rampant land acquiring policy.5.the method in which government jobs are alloted to the highest bidder.the list is very long.
    then remember the ravi goonda naik has appointed his sons as advisors to streamline his drug trade in the home ministry as he could not find anyone more trustworthy candidates. also remember that another drug dealer serafin dias is appointed as SDPO of ponda to guard him.remember also that this serafin worked with chandraknt salgoankat in crime branch and this serafin dias along with arvind gawas was found hiding in a closet when press were there to question them of their presence on that casino.
    if this policemen are there to guard us be sure that justice will be buried deep and will be achieved only when all people wake and give these policemen flesh to pigs .
