FORCE – IS IT HEADED IN THE RIGHT DIRECTION? by Nisser Dias

Last week the frustration over inaction by the members of the FORCE to compel the government to commit - including English as medium of instruction spilled over with villagers from the coastal belt of Salcete organising themselves as a parallel outfit. At their very first meeting they fired salvos at Benaulim MLA Mickky Pacheco and PWD minister Churchill Alemao, something which members of FORCE were avoiding so far.
From the beginning the movement to demand inclusion of English as medium of instruction alongside Konkani and Marathi was ‘fear based’, simply because the insistence would given communal colour to the issue. However I am of the opinion that this concept is mis-founded as a language cannot have colour or religion. However if some thought that Christians were demanding English, then the percentage of the majority community studying in convents and schools run by Archdiocese Board of Education or the Diocese Society of Goa is more than 50 percent, thereby putting to rest the sentiment. However those appointed on these boards cannot digest this simple fact even when they themselves have the statistics. This is our irony of fate.
Two decade ago church had solidly supported the movement against the government’s lop-sided policy of refusing to extend grant-in-aid to schools instructing in English, but at the eleventh hour backed out. One cannot deny the fact that the church has the influence to draw people for public meetings to take a movement forward at the same time it also has the knack to crush the movement and 20 years back it had happened.
This time round the parents have come together again to demand that English be made as medium of instruction but the movement seems to be controlled by a handful of parents who are in turn controlled by handlers in-charge of Archdiocese Board of Education and the Diocese Society of Goa. In fact these handlers are holding the gun on the parents’ shoulders with the trigger in their hand. The chosen members of the adhoc committee of FORCE are all ‘Yes Sir’ type, who carry out the dictum of the blindly.
The strategies if at all are planned are made known to select few in the adhoc committee while thousands of parents attending the public meetings are treated as cattle. They are fed only with speeches repeated at other venues but future plan of action is not disclosed till date. Just saying that MLAs and ministers are going to be ghearoed if their demand is not met by 6th May 2011 is not sufficient because atleast the ruling MLAs from Salcete will simply pacify the parents by saying they are supporting the cause. Congress ministers and MLAs made their presence felt at Azad Maidan on 21st March 2011 and showed solidarity with the parents and that too when assembly was in session. However these same bunch of self centred politicians refused to support the Education minister Babush Monserrate when he wanted to introduce the Bill extending grant-in-aid to English during the Assembly session. However when the assembly session ended, PWD minister Churchill Alemao was the first politician to sing the chorus that he was with the parents. This is hypocrisy because he too had refused to support the Education minister during assembly session. Secondly Alemao had threatened to overthrow the government on two occasions (induction of Mickky Pacheco and likely dropping of Babush Monseratte for his alleged involvement in smuggling of Foreign currency) but in the case of parent’s demand he is only giving lip service.
The parents have seen through the designs of these politicians – that they just want to drag the issue till next assembly elections and they just cannot win without the votes of the parents. The frustration of the parents over inaction came to the fore at the Varca meeting of the FORCE on 4th April 2011, wherein some parents demanded to know the future course of action. Without mincing words some parents questioned members of FORCE about the 25th March deadline set for the government’s to include English as medium of instruction. Nobody from the FORCE could spell out further course of action as either there was no action plan or they too were kept in the dark about it by the very people who are using parents shoulders to carry forward the movement.
These same personalities went a step ahead to rub the salt into the wounds of the parents. Margao meeting was called at Lohia Maidan. None of the speakers were parents of schools based in the commercial capital of Goa. Even national awardee and social activist Dinar Barros who first planted the seeds for this movement and is a parent of Margao school was not requested to address the gathering by FORCE. This has not gone down very well with a large section of the parents.
For the select few that are allowed speak at meetings it seems that even their speeches are screened and some of the select few among the repeated speakers have developed a notion to contest the forth coming elections as parent’s candidate. Furthermore the movement began with a self imposed restriction and a wrong concept of keeping politicians at bay but all the time members of FORCE and their handlers rub shoulders with politicians. The same people who are leading the movement have failed to realize that some politicos are also parents and also want English as medium of instruction. The people who are using the parents as their shield and also using their shoulders to fire the gun have nothing to lose but the parents and students do, and therefore the handlers of the movement and members of the FORCE have to mend their ways to carry forward the movement, which is already losing steam.
All the parents of school going children have a right to know the future course of action being chalked out. The demand of the parents is genuine and there is nothing to hide. If at all the handlers of the movement want to remain anonymous then they have to step down as 20 years back this same movement was aborted in a similar manner. We cannot let history repeat itself. Otherwise before more splinter groups are formed and the movement goes awry, future course of action should be spelt out with an aim to make the government give in to the demand immediately.

  1. Your article has exposed the double talk of Chorchill Alemao. He only gives a lip service to people at the time of elections to fetch votes. His behaviour in the Assembly is just the opposite. Can Goans trust him any longer ? Over the years after cheating Goans he has become like an elephant. Time to keep him in the Zoo at Bondla. Not fit to be in society any longer.

  2. I appreciate this article by Mr.Nisser as the true refelction of FORCE. I was the first one who rushed on stage and demanded publicly from FORCE what is their plan as only speeches and clappings are not going to fetch what we have set out. They were speechless. I refrained myself at Margao rally only on the assurance that action is going to come after the rally. My personal opininion is Parents do not believe this FORCE looks like they are only for publicity and not for demands. Savio likes to talk and does not like others to talk. Margao rally was devoid of any Salcete speakers a taxi driver dishing jokes about taxi drivers ignorance of English.
    My repeated comments here highlighted FORCE's impotence and KLPD for the people of Goa. I have repeatedly confronted them on stage, in person, therough my letter columns i n Herald. But till date nothing has happened.
    Can we afford to wait till Kingdom comes and our Will be done. Looks like FORCE is turning out to be Judas backbiting the parents in this season. I can assure I will confront them publicly again if they try to organise yet another musical show because I still maintain though some might not agree with my comment that theatrics and musical shows are not going to get towards our destination. Blood will have to be spilled and self-immolations might be required and indefinite hunger strikes are required and strikes and bandhs. I think the Govt. will only open its ears to this language.
    MY ONLY FEAR IS FORCE MIGHT FALL TO THE EVIL DESIGNS OF THE DEVIL AS MANY HEROES HAVE BEEN VICTIMS TO ITS ENCHANTMENT.

    Hi Alwyn,

    I feel you are being rather impatient.You give me the impression that you want instant results.If not you choose to underwrite and downright criticise an organisation.
    If I may, FORCE is a "subject specific" organisation.It is only dealing with the Medium of Education.It has come into existence only just recently. I do not believe this Organisation has any structure or Constitution.Regardless of this, they are bringing to attention of the Public, their view on MOI.This awareness must be applauded.
    If 15000 people attended this 1st Meeting,then you must understand that by word of mouth alone a further 150000 people would have been made aware of it.
    I am sure you discussed you attentance with at the least 10 people by work of mouth.That is how I arrive at the figure of 150000 ( conservative estimate).
    This is also a subject that Parents will discuss openly, with other parents, and with their children listening.

    GRA too is a newly formed organisation.They have not existed for years and established themselves.Surely like any start-up organisation they will have "teething " problems.The are Finiancially supported by Voluntary means As far as I am aware.The are not funded by "Looted " money like some other organisations ,notably Congress BJP & NCP.

    I personally cannot PREDICT" (& I am sure,neither can you) if they will be successful, or still exist in a few months or years time.
    Regardless, we must give them a chance.Being made-up of different NGO`s, they need to firstly come up, with an agreed MANIFESTO.
    In my personal opinion,..even if they fail to be an organisation...they will have made Goans aware of various issues confronting them.....as FORCE & as NGO`s
    If GRA or FORCE, did not exist, then Goans would not be aware of issues so they can debate them.
    Goan Newspapers seem to have their hands tied-up on major issues.When the Politicians sneeze, Herald catches a cold.Navhind Times is permanently asleep.
    However I must congratulate Goa Chronicle for being bold in their journalism.I am impressed with their delivery of information.

  5. Hi over there...15000 Goans are like bulls standing at the Margao holy spirit Junction..what a pity of these Goans..WHY?
    NO UNITY..FOR EVERY ISSUE IN GOA THERE IS ONE NGO THE MOVEMENT IS GOA IS ISSUE BASED and not GOAN MOVEMETN based . once One particulare issue catering to certain effected section is resolved GOANS will go home and sleep..

    There are so many Groups like wise..GBA/SAVE GOA/GXA/ FORCE/ etc WHY we have so many GROUP and GROUPS..WHY CANT WE COME UNDER ONE ORGANIZATION WITH A PERFECT CLEAR AGENDA... GOANS HAVE CREATED A BEDROCK FOR THIER POLITICIANS.. AND Goans have become TIME SERVERS and BIGGOTS... THAT ATTITUDE MUST CHANGE OTHER WISE GET GOING WITH GOA AS IT TI TODAY AND WILL REMAIN THE SAME FOREVER AND WORSE and a condemed place after BIHAR.

    I shall support GRA and For LOYALTY is important to the cause of freedom from corruption and SPECIAL STATUS FOR GOA.

  7. I appreciate your comment but I really wonder whether we have time in our hands as the next academic year will start soon with no education policy being spelt out. Can we afford to leave this issue till next year as it is an election year. Politicians require this issue hot for fooling the people next elections. This issue has to be settled now before the academic year starts. Most of the parents I know suspect the capability of FORCE in getting the govt to accept the demand as the issue has become more complicated by politicians and inaction by FORCE.
    We have seen NGO's surface overnight instigate the people and disappear also after satisfying their designs. GBA's memory is fresh in people's mind where one of their leading personalities is dancing to the tune of the Education minister who they had publicly castrated.
    NGO's cannot expect people to come and fill up Lohia and Azad Maidan without any objective.
    If any NGO we truly should respect is KPA who stood ground till their demands were fulfilled. I salute Mr. Floriano Vaz the lone martyr for the Konkani movement.
    If it is necessary to shed my blood or risk my life for the sake of issues pertaining to Goa esp the Medium of Instruction where the future of our children is at stake, I will not hesitate one second come what may be. Remember Egyptian people stayed at Tahiri Square for 15 days and nights abd how many died in that effort to free Egypt. Sacrifices are required we require good leaders we can trust and follow for that and not leaders who prefer to betray our aspirations.
    Corruption and Greed is a disease and it does not necessarily affect the politicians or bureaucrats. The office bearers of NGO's are also human beings and very well can be seduced by promises of money, power and fame.

    Thanks for replying to me.
    Firstly you must understand that NGO`s deal with specific issues,where, they feel they are best suited and have some expertise in.A trained ecologist cannot deal with Politics or education or Religion.He will only have his "views" or "concepts" on it
    NGO`s cannot deal with all issues. if that is what you require and what the core of your comment refers to.
    The Goa Government too has specific Ministries to deal with specific issues. Sadly the Ministries are run by uneducated and looting & corrupt Ministers.
    If you take the Goa Government...they too, have a lot of debate and infighting.This phenomenon exists all around the world where democracy exists.
    I personally do not know, what would unite each and every Goan, as per you wish & desire.
    I also do not think anyone else knows this, either.
    Regardless of unity, we have to make our displeasure known whenever we feel there is an issue of concern to us, in some way.
    when we see a 2Boil"...we have to try and lance it.!

  10. This issue needs to be dealt with a war footing. I understand an overnight remedy cannot be found for this but again we cannot let the students suffer due to the arrogant , illiterate, desiccion makers who sit high up there giving empty promises.The faster a solution is arrived at, the better will it be for the welfare of the students.
    The politicians who claim to support English as MOI should resign from their post in dignity if they mean what they say , as time and again history has proved to us that most of the ministers raise an issue only to gain political mileage and with no other intention. The parents should in the given situation take matters in their own hands as the Government has failed to give a ear to their call, yet claiming to be an Aam Admi Government.
    On a second note I would call upon the church which has so many educational institutions under its arm to raise this issue in their individual parishes.This is nothing political but rather for the welfare of our children .The church can defintely make a big difference here by making just one call and bring the system to its knees.

    Don: I pray every Goan WILL think like you, we have many organization and splinter groups but none are truly united. The groups alone cannot do the job they need support from all Goans. We cannot plant a seed and see the plant grow without Nurturing it. Our younger generation are better suited to take active part for the better of Goa.
    DR Jack Sequeira was a leader with charisma, I doubt there will be another like him. Seeing the weakness of our corrupt politicians non-Goans have made us dance to their tunes. Let us all unite and see the vision for GOANS future "Independant Goa A Better Goa".

  12. FORCE is controlled by the Clergy of Archdiocese of Goa. The members of FORCE are a bit divided but the motive remains the same but weak. The Core members like Dinar Barros and others are left aside due to the differences based on the influence of the Clergy. On the other hand, FORCE failed to call a spade a spade but at the same time kept the politicians away. That is one good thing but on the other hand, the influence of the Bishop's Palace is diluting the movement. Why is the Bishop only discouraging and not supporting the movement? FORCE should be led by the interests of the parents and not anyone else. The Diocesan schools of Goa are not interested in anything else as they enjoy the Government grants on one side and make money on the other side by running private institutions with English as MoI. Just double standards and if FORCE is not applied now, it will never as the academic year is close to begin and elections are round the corner.
    Mickey and Churchill are out to grab the opportunity to fool the people of Goa once again and hence people should be careful to involve these corrupt opportunists.

    No one is negatively or insultingly criticising your comments.They are just putting it into the correct perspective.
    Correct me if I am wrong.But as far as I know or am aware, the MOI became an issue during the recent meeting at the Goa Legislature in March.Until then there was no mention of it at all anywhere , including the media (Newspapers,News etc,). I never heard or read about protests,meetings etc until Mid-March.
    However if you have any info on the existence of FORCE prior to March,please take the liberty to correct me.
    FORCE too, was hastily put together,"within a month", to countermand the BBSM and other organisations supporting Marathi /Konkani as a mainstream MOI & funded by the Govt..The issue discussed was FUNDING.
    The new school year begins in June.Whether the funding of MOI in English will be implemented is anyones guess.
    I am sure "where there is a will there is a way".If the Goa Government decides to implement Funding for MOI in English, it can be done anytime.
    However knowing the Corrupt Goa Government,they will come up with the excuse of not having the "BUDGETS", to finance this parental request.
    I doubt anyone knows or can predict how purposeful FORCE will be before June and after June.

  14. It is only in Goa with every issue new organisations are Born although they may be for separate causes. It is a complex issue for a common man to understand. With so many fronts to fight for, why don't we have one base with various organisations keeping politicians OUT. The organisations must not be used as piggy back to launch political ambitions. .

  16. I fully agree with you as intentions of the Church seems to be not clear as they also seems to be divided. If they want they can rally their entire flock for a cause which affects the future of our children. This dilly dallying on the part of FORCE is suspicious. Whether they are united and theri goals clear. Margao rally was suspicious as there was no leader from Margao ofr Salcete. Is there a divide? I think I can clearly see the writing on the wall. Nothing is going to happen. People will forget that FORCE had ever existed and there is only one more month for seeing our cause accepted. When I talked to office bearers of FORCE I was suspicious like a cat of what they are upto. The movement will fissle out and the end result will be the poor parents children will be damned in Konkani medium while the elite will lodge their schools in English medium. Majority of Goans are not bothered as the money for funding their children in expensive English medium schools comes from the Gulf, Merchant Shipping, UK, US and the likes of other destinations where fathers sweat it out.
