GOA CM VIOLATED RULES TO HOST LUNCH IN HONOUR OF PRESIDENT PRATIBHA PATIL

PANJIM: Goa’s Chief Minister Mr. Digambar Kamat violated the government rules to host a lunch at a five star resort in honour of President of India Mrs. Pratibha Patil during her controversial visit to Goa in January this year.  This has been revealed in the information obtained by Adv. Aires Rodrigues under the Right to Information Act from Goa Government’s protocol department.
The Chief Minister had hosted the lunch in honour of President Pratibha Patil at Cidade de Goa on 6th January which was attended by 80 guests. Though as per Goa government’s own notification only an amount of Rs 80000 could have been spent on that lunch, however a total expenditure of Rs 1, 19, 999 was incurred.
The government notification clearly stipulates that prior approval of the Finance department has to be obtained if any excess expenditure beyond the permissible limit has to be incurred.
A copy of the file notings obtained by Adv. Aires Rodrigues however reveals that the approval for the excess expenditure of Rs 39,999 incurred was sanctioned by the State Finance Secretary only on 23rd March 2011, over two months after the lunch was hosted.
Though the Goa government notification also mandates that the Chief Minister’s prior official approval for hosting the lunch is required, the file notings show that the approval of the Chief Minister was obtained by the Protocol department over a month later only on 25th February 2011.
Reacting to the information furnished to him, Adv. Aires Rodrigues has stated that it was a clear case of the Goa government violating its own rules and regulations.
Adv. Rodrigues has also stated that this expenditure incurred was yet another case of government squandering public funds and later trying to legalise the illegality. Adv. Rodrigues has further stated that it was time every paisa from the State exchequer is judiciously spent and properly accounted for.

Now this has been exposed, it is only fair that Mr Kamat, the Toilet builder, should pay the difference from his own pocket.
he does not have to go very far to collect his kickbacks / commissions from corrupt deals. He just has to walk across the road from his house in Malbhat to the Government Guest House, where his commission agents do deals.

  5. Oh yes without any doubt there are favours to be asked. No one is pampered for nothing, there is always a evil intention behind it and especially when it comes to our politicians. The more these rogues are exposed they seem to get more immune towards it, yet they will have a way to justify every act of omission they commit. Oh how I wish some people could be served with instant justice. They is no other way to rid this system in which are our Democracy operates.
