POLICE INSPECTOR ANTHONY MONSERRATE, A GENEROUS AND KIND PERSON by Menino Fernandes

No matter what! Goa Police have been tainted badly and a bad picture is painted of the Police force of Goa. But it does not mean that the entire police department is bad and corrupt. Some readers may not like, But the truth of some Police Officers of Goa has to be brought out to the public.  Why should the few good police officers from lowest to the highest grade also suffer defamation for the sake of the bad ones? The truth of how with a smile these officers suffer at the hands of the politicians if they do not bend before their whims.
Police Inspector ANTHONY F. MONSERRATE
There is a saying in Konkani “Ekech Tagdden sogleank Zokche Nhoi” yes do not weigh everybody in the same scale. There are police officers who are selfless and sacrificing type and who use their conscience to run their day to day affairs. There are officers who go out of their way to help others.
There are officers who are generous to the extent of spending from their own pockets to provide food for the accused. Yet there are some lower grade police personnel who go out to make money in the names of these types of officers. Yes indeed this too goes on in the police department.
One of such officers is Mr. ANTHONY FRANCISCO MONSERATE, Police Inspector. He is presently posted at the Siolim Coastal Security Police Station. Anthony is a very generous and soft hearted person. He is a very helpful person irrespective of the grade or quality of the person he is helping. This is the very same police inspector who almost lost his life during the Saleli Satari issue. This incident occurred about two to three years back.
Mr. Anthony Monserrate has been a target of the Politicians for quite some time. He was transferred from Valpoi to Panjim traffic cell within two years of his posting there and it is widely rumoured at the instance of Home Minister Ravi Naik. From Panjim Traffic Cell, where he was very strict in maintaining traffic order in the city, came into the eyes of the politicians and was transferred to a far off place Siolim Coastal Security Police Station, where there is no involvement with the chamchas of the politicians.
In search of the real truth of the incident I had visited the Saleli village at Onda, of Satari Taluka and got quite a lot of information from the villagers who do not wish to identify themselves for security reasons. They told me how bravely Mr. Anthony defended himself and his staff against the physical assault by the villagers almost losing his own life. He tried to save the staff as well as little children of the village.
Towards the end of the incident a 7 year old child flung some powder in to the eyes of this brave man and another one came forward and hit a stone from a distance of 1 foot on his temple and one on the eyes. Though seriously wounded Anthony saved the boy who had flung powder or ashes in his eyes. One of the villagers at a distance of 10 meters hit stone on his temple almost killing him. A brave man that he is, he stood the assault trying to save his staff. This incident caused loss in sight of this brave and generous man.
The Mamlatdar Mr. Ajit Panchwadkar, who was also present on the scene ran away into the mountains, even the SP D. K. Sawant, DySPs, Waman Tari and Mohan Naik who were present there made good their escape into the hills leaving Anthony and a few policemen including a lady Police constable Jayanti to defend themselves. Later he and Jayanti were shifted to the GMC PI Anthony in serious condition. The lady Constable Jayanti was saved by Mr. Anthony without even caring for his own safety and his own life. Later on when the situation cooled the people of the village realised their mistake and apologised but harm had already been caused. Luckily Anthony survived though later on he had to undergo operations of the eye etc.
The villagers later told me that they attacked him thinking he is Pandari L. Mapari who was the preceding incharge of the Valpoi Police Station. They said it was Mapari who made their lives a mess. They said also told me that Mapari who is now promoted as DySP was the cause of their lives being made miserable.
There was another indication from the villagers that they repented what they did to Mr. Anthony, a righteous, social and charitable person. A secret word from the villagers on condition of not naming them is, “was it Mapari, he would have been done away with”.
Back to the topic I myself have seen his charities. He even goes to the extent of giving food to the accused in the lock up if they are not provided by the government. He many a times have paid fines of those defaulters specially Motor Vehicle defaulters if they were very poor with stern warning not to repeat the offences. Which police officer in the Goa Police would do this? There are another few more like him but according to me he is above all. A kind hearted man and a fun loving and jolly person.
He leads a very simple life with his wonderful and simple wife Maria Monserrate who is also a Police Inspector and presently attached to the CID Foreigners Branch in Goa. He has two daughters whom he loves very much. Given his love even for his enemies one need not think what it would be to his own.
I have even heard the words from a person's mouth cannot name the person as requested “Asking Jesus for help and asking Anthony is same”.
But quite a few corrupt police constables have definitely put him on the bad list. I know that some of these constables go shamelessly about and take money from people saying that “Saiban maglea” even a meagre sum of Rs. 200/- to Rs 400/-. Poor Mr. Anthony is/was not even aware of such a thing going on when I found out through one person (anonymity requested) in Pissurlem that two constables (names not told) had approached him and asked him for money in the name of Mr. Anthony. I told this friend of mine that next time they approach to tell them that you will give it personally to him. He agreed. Later I verified the fact and go to see Mr. Anthony had no knowledge of this transaction. I felt very angry for unnecessary spoiling of a good person’s reputation. But Anthony himself was cool saying that God is there above and he will take care. Indeed God does take care of these things which I learnt later. Such is his character! Forgiving even those who try to defame him! Forgiving even those who have malice towards him! even though he is not extraordinarily religious but does believe in God.
In his personal life, he is a man, very simple and of very simple tastes. Very nice to talk to and can be a very good friend. He goes out of his way to help people. In his own Native Naroa, he is highly spoken of. I have seen that most of the times any poor person whose relative died and did not have enough to perform the last rites, Anthony would be the one to handle and arrange from coffin to the last burial. Not only the Catholics, but he has lots and lots of friends who are Hindus and Muslims. These friends love him very much, not because he is a Police Officer or that they should get some favours but because he is a loving person, simply a genuine and simple person do does not break up friendships.
I could have written a lot of his good deeds here but the pages won’t be sufficient to write. I wish him all the best in his life and may his overdue PROMOTION as Deputy Superintendent of Police be given to him at the earliest. I also pray to God to protect this man against all the evils especially from the evil politicians who play with GOOD government servants, who do not bend before them.

GOA POLICE STONED AND STUNNED
VALPOI, Dec 28: Prithviraj Rane, 32, a resident of Saleli, Satari, son of veteran freedom fighter and landlord Krishnarao Rane, was killed, while at least 40 police personnel were injured, one of them seriously when they were attacked by irate villagers at Saleli, Onda, this morning. The mob also damaged four police vehicles when a strong police force had gone to arrest the assailants. The trouble started ar around 10.30 am when Prithviraj was proceeding on a two-wheeler to the site of the stone crusher owned by him at Saleli. He was stopped by the irate villagers and attacked with iron rods, killing him instantly. Clouds of tension were hovering over the village for the last three day over the issue of "Mokaso". The local residents on December 27pelted stones at the residence of Rane. It may be noted that incidents of clashes in the past have frequently taken place between the residents and the Rane family
VIOLENCE AT SATARI OVER STONE CRUSHING UNITS
VALPOI, Dec 28: Ongoing tension over units at Saleli-Satari erupted into unprecedented violence, leading to the murder of a 35-year-old crushing unit owner and subsequent stone pelting incident that left around 30 police officers injured. The deceased, Prithviraj Rane, is the son of former MGP leader and former ZP member Krishnarao Rane. Police officials injured in the stone-pelting incident included North Goa SP DK Sawant, ponda DySP Mohan Naik, Bicholim DySP Waman Tari, Valpoi PI Anthony Monserrate, and about 25 police officers. Satari Mamlatdar Ajeet Panchwadkar was also injured in the incident. (Herald)
Mob lynches landlord's son in Satari
PANAJI, Dec 28: A 32-year-old youth from Saleli in Satari taluka, Prithviraj Rane, was allegedly killed by angry people of Saleli this morning. However, the police attempt to arrest those behind the crime later resulted in fierce clashes between them and the villagers in which at least 30 police personnel were injured besides scores of villagers. The killing of the youth was apparently a result of a long-running dispute over property between his family (who are the landlords) and the local villagers, who are the tenants. (Navhind Times)

  1. Good article, I know this man Mr. Monserrate very well. I always saw him full of zest and full of fun and jokes. My friends two of them who know him talk highly of him. I know him when I had gone down to Goa and he was in the traffice police of Goa. I know his nature is very very good and helpful. Good job Mr. Menino, some of these good man who suffer under the crooked and corrupt ministers like Ravi Naik should be made known out to the Goans throughout the world.

    Yes, what the author said in the article about Anthony Saib is very much correct. Shyam you are also very correct about him. I know him very vell. He is one fun loving man that I have ever seen. His nature is simple and carefree. He never runs after money or is a greedy for money person. It is the smaller police that have to some extent spoiled his name. "Saib hope you become DSP very soon"

  6. Good officers are never in limelight. Anthony is a sincere officer, jovial, loving nd caring. He is one real Niz Goenkar Police officer without any accusation until today. He is overdue for promotion but does he have a godfather? Surely, he does not know how to polish shoes of his higher-ups.

  7. I know Anthony and his family very well. Anthony is a very upright police officer. Even in his village Naroa people talk highly about him. He is ever helpful to people and never lets his friends down.
    Some time ago, I was making enquiries about Anthony's frequent transfers and one SP from the police department told me that Anthony is indeed a victim of politicians.
    He also told me that the Cumbarjua MLA Pandurang Madkaikar, the chor and looter of Vanxim and Old Goa Church properties, does not like Anthony and at one time used his influence to cut down Anthony to size.
    Anthony you are doing a very good job. You are talented and virtous. God will reward you for all the good work.
    Keep it up Anthony and may God guide you and bless you.
    As for these chor and illiterate politicians, they are there today and gone tomorrow. Niz Goenkars are digging their grave and soon we will also write their obituaries.

    Well I too have heard that this good officer, was long due for promotion, but bribery in the police department and the filthy politicians kept his promotion away only for some juniors to get the same. One thing for sure, if you have not godfather in Goa you are totally out to far end of Goa doing your work. Likewise Mr. Monserrate is dumped to the far end where no officers like to go and they get their transfer reverted back by using godfathers within and the scum bags politicians.

  9. Thank you Menino – It is indeed an inspiring and thought-provoking reading. It is a blessing to Goa to have such dedicated and peace loving Police Officer doing yeomen service to the humanity in the State. Had we such few more Officers, we could have wiped out all the corrupt politicians ruling our State and dump them in a dry well in a remote desert so that we never return back. But this will never happen if we do not bring changes to elect Niz Goenkar candidates in the next election.

    Reading all the comments here today, I feel that this guy is a truly good Policemen and deservind of an accolade.
    This is the sort of Policeman Goa needs.
    The general image of Goa Police in Goa and abroad is of a very corrupt organisation.
    The corruption starts and is embedded & entrenched at the very top.
    The very lower rank Policemen are usually good and honest.However they are forced to do the dirty bidding of their masters.
    The Politicians all have a hand in the functioning of the Goa Police.
    They are not able to operate independently.
    Politicians use Police to cover-up all their mis-deeds.
    A phone call from a Politician and the Police run shit scared and begin to apply "jungle laws".
    So I salute this cop.
    Even the Sattari boys have now acknowledged their mistake and apoligised.That is very noble.
    I am sure all Niz-Goenkars send their best wishes to PI Anthony F. Monseratte.

    Everything that is written in the article is 100% correct about Saib. He is a man exactly portrayed in the article. It seems the author of the article is aware of his entire life. Only a person who is very close to Monserrate Saib can write this much accurately about him. I remember he helped me in an emergency and never even took the money back. When I asked him I got badwords and was told your concerned person is alright I am happy. This is one officer we the constables can never forget. I still agree with Mr. Menino about some of our constables and head constables and ASI's going out and asking money in his name, though he did not even know about it. The author has done a thorough research about him based on the few facts in the article that are put up and really if one goes to write about this good man fully pages won't be enough.

He took over Panaji Traffic cell from his Wife Madam Maria Monserrate who was and is equally good person and loving lady. And when he came here we really enjoyed working with him. I salute MENINO whom I know very well for coming up with this article and the true facts there in. Our Sir has been the victim of the malicious politicians in all his transfers in short periods till now that he has been put where nobody wants to go and is full of risks for life.   18. It is really bringing feelings in my heart to read the article about this man Mr. Monserrate. Though I do not know him, but have definitely heard of him. This is a touching tale of reality if you do not polish the shoes of the IPS or the DP's (Donkey Politician's) you are driven out here and there. Mr. Anthony Monserrate we the real Goans are all with you. I can feel that you are righteous person. An article like this cannot just come up with rough ideas. It needs thorough knowledge when writing about a living and genuine person as PI Monserrate.

  19. Go to Naroa, go to Divar, go to St. Estevao, his name is heard in the praises by the people. The people love Anthony very much. He is pulled and dragged by the people into their houses whenever he visits the places. I have seen in Ferry Boats, the staff of the Ferry will treat him like a king. This treatment is out of love and not pressure and Anthony does not demand any special treatment for himself unlike the dirty garbage politicians. Gonvddo Madkaikar does not like Anthony because he had blocked his illegal act in the village more than once not as a Police Officer but as an ordinary citizen of Goa.

Especially his parents for imbibing in him the spirit of moral Renaissance and good education. If he has not been promoted or honoured by the Goa Government for his good deeds, here we all Niz Goenkar on this blog, honour this brave soldier for keeping the name of Goan identity on a very high tone in spite of all the odd difficulties and sufferings he had to undergo on account of this incident.   22. I am sure that the other officers will surely get jealous of these heaps of praises pouring down from the Niz Goenkars from every direction. Deshpande will have a hard time trying to pacify them. Some of them who are Politician's chamchas will run to the politicians. To those jealous I have this to say: You to be honest like Mr. Monserrate, You too be good like Mr. Monserrate and you too be like him sincere then only your names will come up. Based on this I am sure that there will still be some more of the officers who are good. Never before such comments of people had been seen about Goa Police. This really proves that PI Monserrate is really earnest and good man now that everybody loves him so much. He is one hidden diamond in the coal.

  23. I have seen this man in action at Panjim when he was in the traffic cell. He personally used to clear road blocks and make sure the flow of traffic was smooth. I have seen him walking up and down in the heat and sun working to get the busy times traffic on flow smoothly. Good Work PI Anthony keep it up

  27. @Benjamin... it is true that Anthony is well respected in all the villages that you have named. Anthony's mother is from Santo Estevam.
    Believe me, he is a decent police officer, but in Goa everyone has to pay a bribe to get a good posting and promotion.
    Partly,we should blame our Goans for this sorry state of affairs in Goa. We vote for the illiterate-goonda politicians who then try to make money hand-over-fist during their term.
    For the illiterate-goonda-politicians politics is business. They spend money during elections and once elected recover 1000 times of their 'investment'.
    In Goa we don't have democracy, we have kleptocracy (rule of the thieves).
    Just like Anthony, Police Inspector Sucheta Naik is also sidelined. Sucheta was a bright student and an athlete during her younger days (Sucheta, remember Dhempe's and the volleyball team!). She too is honest and dedicated, but she does not have a god-father in the police department.
    Sucheta I hope God will answer your prayers and Niz Goenkar will always support you.
    Remember TRUTH ALWAYS TRIUMPH. AND A DIAMOND IS A DIAMOND, IT WILL ALWAYS SHINE.

  28. I have met MR Monseratte this afternoon in Panjim and belive me he is well mannnered person. There are= many police personal that are true to their jobs. But there are a handfull of corrupt that tarnish the name ao the whole department. God Bless them to protect us all.

  30. This article about PI Anthony Monseratte has created quite a sensation in the police headquarters. Many of the top cops have read it and are enjoying the comments. One SP also commented that Maria's picture should also have been published (guys not your Dubai Maria... this Maria is Anthony's wife... PI Maria..)
    Others are wondering why was Anthony featured by Niz Goenkar and not Allen de Sa, Atmaram Deshpande, and Nilu Raut Desai.
    One of the SPs even suggested that Niz Goenkar should write about SHIRISH THORAT, who was the Dy SP and resigned after he was humiliated by the BJP. Thorat is now working in Dubai.
    Even PI Sucheta was surprised to see her name on Niz Goenkar blog, so was her husband who is also a PI.

    To Bebdo:Thanks for this info.It is good to know that Goan Police are aware of the praises heaped on PI Anthony Monseratte.
    I too have heard about Allen D`sa, who is fair anf firm.
    Perhaps in due course the Good and honest Policemen and women of Goa will be given their due credit.
    As for the rogues...many have have heard about the chief corrupt rogues Chandrakant Salgaonkar&PI Dalvi.I haven not forgotten ashish shirodkar & his Police goons to.
    Their drug cases and associations with drug Lords like Ravi and Roy have appeared on all International newspapers.
    These guys like Chandrakant,Dalvi, Ashish are the killers and murderers of decent society.
    The pretend to pray to God...but in truth they are the "DEVILS ADVOCATES".

    Perhaps their time, to be put into the dustbin or litter basket of shame will arrive.The sooner the better.
    IT IS VERY SAD THAT THEIR CHILDREN , WILL SOMEDAY,BE PAYING FOR THEIR FATHERS SINS.

  32. @N.Fernandes... I do agree with you about Allen de Sa. Some of you may say that I am taking sides. But no. Allen commands respect from almost all Goans. He has been there for the poor and the downtrodden. I am not bragging here about my close proximity to him but I know this man. I had used Allen's goodwill to help many poor people who had come to me for help. Allen never said no and went out of his way to help them.
    The other cop who helped me in dealing with people's cases was Alex Rasquinha. I have utmost respect for these two officers. Rasquinha retired long ago.
    Thank you Allen and Rasquinha for being just and fair.

  33. When the child is in mother womb and when he comes out of it he is not corrupt, but the system in Goa makes them corrupt. After education they are forced to pay so much money to get the job in the police department due to the system created by the politicians. They fear for their jobs and listen to the politicians. They also have a family and their family is same like us who lives with bread and water.They are forced to listen to the politicians and cover their money paid for the job. There are lot of Police force which are quiet good and will help nizgoenkars to achive their goals. They will come out when we are in power

    We have always been criticising the Goa Police, but there are handfull of niz goenkar police officers, men and women, who are genuine. The image of these genuine police get tarnished because of the corrupt ones whose noses are always deep in the pockets of the politicians smelling money. I salute Anthony, not only because he is my Ganv Bhau, but also because he is leading by example. The other arseholes who do not follow in his, and others like him, footsteps are already digging their graves. The shovels of Niz Goenkar are ready to throw the mud on their coffins, or the logs on their pyre, or whatever.

Being held in high esteem by most of the goans, even those who assaulted him, is a glowing tribute to his character, humbleness & simplicity. A very brave Niz Goenkar. The other crooks of the police department including that deshpande or fande whoever he is and allen dsa must by now be very jealous and burning with anger by seing the name of Mr Monserrate on the Internet and on Niz Goenkar and the good comments about him. I doubt the same comments can be attracted like that by the other crooks of the department. Shirish thorat was a clean person but allen no way, he knows how to get his bribery money.

  42. I am so happy that Sir Menino, has put up this article. My father tells me that Mr. Monserrate is as described in the article and talks highly of him. It is also wonderful that his daughters have commented here and thanked Sir Menino. Goa needs Police Officers like Mr. Anthony Monserrate kind and loving.
