'MONVACHO GOONNO' PEDR DE MEL AN UPCOMING TOURIST DESTINATION IN SATARI by Abdulla Khan, Valpoi

VALPOI: Tourists interested in getting a first hand experience of the village life in Goa, can perhaps journey off the beaten track where they will find Satari a perfect place where nature and adventure come together. Even though Satari is located away from the capital city of Goa, it has become a hot spot for hinterland tourism. The place has beautiful temples, a historic fort, seasonal waterfalls, springs and gushing rivers.
Satari offers promising tranquil environs and peaceful areas for those who love peace. There are several beautiful streams and rivers in Satari. Among them is ‘Monvancho Goonno’ (Honey stone) which was famous in Portugues as “Pedr de Mel”.
The panoramic view of the mountain adds on to the beauty of the place. The place is just 10 kms away from Valpoi town. On Sundays, the number of people coming to bathe is a lot more than other days. Locals opine that if the place is aesthetically developed, they can benefit from eco tourism.
Mr Sayyad Sarfaraz a regular visitor said, ‘government must think over on upgrading of this spot which will turn this place as hinterland tourist destination in years to come’. He also added that water sports activity will be an added attraction and boost tourism in Satari.

CAN THE GOAN TRIBALS BLOW UP THE BRIDGES OF GOA? by C. Dias

It is 5.00PM in Goa and I am sitting in the waiting lounge at Dabolim airport, as my flight spice jet 804 to Mumbai has been delayed by 60 minutes.  As I don’t have anything to do, and I had researched on the above topic to write at a later date. I took out my lap top and started to write on the topic which is hot for all the Goans in Goa and across.
The kunbis as they are popularly called by all others, are scattered all along the paddy planes mostly along the river banks, planes, and the mountains. Mostly they grow rice, red chilies, vegetables, seasonal fruits etc.  Before the arrival of Portuguese some 500 years back they were living on the planes and the mountains. And most of them write their names as Velips or Gaonkars and call themselves as the real Gaonkars of Goa.
During the old conquest the kunbis of the planes viz Salcete were forcibly converted to Christianity and a different race called gaudhis came into existance. They used to be a regular workforce of the landlords of Salcete and beyond.
The tribe which used to stay on high mountains and hinterland were untouched.  Till 1985 these tribal people were very conservative not willing to give up their tradition.  If any other community had to have a meal at their place it was served in a jackfruit leaves thatched plate or a banana leaf slightly warmed over wood fire.
After the meal the eater had to clean the place and apply a coat of cow dung paste. They used to bring their farm and forest produce to the market, as they were illiterate they were cheated not once but all the times by the businessmen/traders mostly Brahmins.  They used to have a vegetarian diet; sometime a wild animal was hunted and shared by the entire village.  This tribe used to come in herds to downstream to catch shell fish the shell of which was burnt in fire and lime paste was made to be used for making a delicious chewing Beatle nut pan.  There is no proper medical facility on this mountainous region, some time a pregnant lady has to be brought down on shoulders up to five kilometers to be able to be transported to hospital.
They drink less water so ailments are common with younger as well as older generation.  Most of the time this tribe used to be neighbors of the Desai community which had run away to avoid conversion by the Portuguese. There were constant fights and the kunbis were always at the receiving end beaten up sometime fatally. The fight was for better or total control of the resources of the area or for the control of the religious institution which had huge land holdings. Ultimately the kunbis were called and treated as second class citizens
Slowly after 1985 a wind of change started blowing over the mountains. The produce from the mountains started fetching good price; the kunbis started hiring motorcycle pilots to move to towns. They left the traditional dress and opted for western dresses, girls started wearing churidhar, children started going to schools and then to colleges.
Lipstick started to find its way to their dressing table. The Konkani newspaper started changing hands and their accent became to pure devnagri accent . It’s now near impossible to identify these tribals if you look or hear them.
Some leaders took advantage to become MLAs and things started looking brighter for all of them. Almost all of them started taking advantage of being the kunbis the scheduled cast and the tribes.Every month they started getting one Govt cheques on one pretext or the other in connivance with the Zonal Agricultural Officer. Every house hold has an agricultural pump fitted with irrigation facility financed by almost 100% subsidy
when the stomach is full one starts thinking beyond the stomach.  The scares of the generations came to the fore, they started feeling important.  The other side of the mirror was not so shiny. For generations these kunbis household had a gun single barrel some time double barrel, dangling on the wall of the hall. Some time without license this is used to kill wild animals regularly.
Chlorine from the water treatment plants and ammonia together with detonators from stone quarries started finding its way to the hands of village boys to kill fish and tortoises.
The fish cleaners from the Margao fish market are the regular suppliers for bombs which are widely used, the blasting sound is frequently heard echoing in the valleys when wild boars or some other animal chew the batatwada laced with this bomb kept at select places, the meat of which find its place on the dining tables of top politicians and select bars at Salcete.
With active support of the politicians (MLAs) and hand greasing of Govt officials lot of illegal distilleries mushroomed in the jungles to supply liquor to the bordering villages of Karnataka.  With development came the mobile menace the girls have stopped going in the fields and have opted for jobs in shops at the towns. Every girl and the boy of the community have a mobile.
The ear phones of the mobile never leaves the ears; mostly the caller on the other side is the opposite sex. As opposite poles attract each other, It ends up with uncovered sex in the jungle. The persons who are happy in this triangle are the boy, the girl and the doctor who does the abortion with some spoons.
Ultimately the parents head ache never ends with single spoon insertion. Follow the leader style of these kunbis have done a lot of good to this kunbis. The tribal leaders like Mr. Prakash and Ramesh has done quite some work to their community , in fact they defend them in most of the illegal activities including the felling and robbing the Govt forest trees like teak and seasam. The out look of these people has changed they have started making lots of money mostly with un fair means the bombs, ammonia powder ,detonators, guns etc are just like toys to them, arranging material and make a crude bomb is a Childs play for them and then finding its way under a bridge is as easy as water passing under the bridge.
Most of the tribals whom I interviewed say this is the beginning and what all saw at Balli was a trailer and full film will be released soon in which a few more bodies will get charred or gunned down and this time the mourners could be from the other community at Balli and the Goa police . the Goa police will have no time to protect the bridges, the ballikars and their own colleagues as they are full time in collecting the haftas from drug dealers, matkabookies, smugglers, looters, robbers, organised escort agencies who supply girls, the list is endless.
From the corner of my ear I can hear a voice calling me;”Mr. C. Dias we are waiting for you this is the final call for you kindly board the flight spice jet 804 to Mumbai”. As I make my way a joy of some sort has taken a grip over me. My body shivered for the first time when I was proofreading and it will not be for the last time.

JMFC URGED TO VISIT RIBANDAR CHURCH PREMISES

PANJIM: Panjim Judicial Magistrate First Class Ms Sarika Phaldesai has been urged to visit the Ribandar Church where the alleged incident had taken place for which Adv. Aires Rodrigues and 14 other Ribandar residents have been charge sheeted.
Adv Rodrigues today moved an application under Section 310 of the Criminal Procedure Code seeking that the JMFC visit and inspect the site of the alleged incident to enable the Court to judge the evidence and circumstances of the case better.
Adv. Rodrigues in his application has further stated that the inspection of the site by the Judge was necessary as the Crime Branch which had investigated the case has not submitted any sketch, plan or diagram of the incident site. The JMFC will on 2nd June hear arguments on this application filed by Adv. Rodrigues.
The court today examined a prosecution witness Mrs. Connie Rosario, a teacher at Red Rosary School at Miramar who was a member of the church committee headed by then Ribandar Parish Priest Fr. Newton Rodrigues.
Mrs. Rosario in her deposition today stated that she was in a very confused state of mind on the day of the incident in 2004 and remains confused even today after almost seven years of that incident.  On being cross-examined by Adv. Aires Rodrigues for over two hours Mrs. Rosario agreed that the church bells were rung that night following which hundreds of Ribandar residents assembled at the Church.
Mrs. Rosario further agreed that all the people later proceeded to Old Goa Police Station as the then Parish Priest Fr. Newton Rodrigues was taken to the police station. She also agreed that Fr. Newton Rodrigues was accused of having allegedly molested a 13 year old Ribandar girl.
Panjim Judicial Magistrate First Class Ms Sarika Phaldesai today adjourned hearing of the case to 2nd June at 10 am for examination of other witnesses.
This is the second charge sheet filed by the police against Adv. Aires Rodrigues in connection with the Ribandar Church incident. While the current trial is on the complaint filed by Fr. Newton Rodrigues the earlier charge sheet was on the complaint by the Superior of Ajuda Convent at Ribandar Sister Celia Fernandes
Acquitting Adv. Aires Rodrigues on 9th April 2009 in that case the then Panjim Judicial Magistrate First Class Mrs. Sharmila Patil had in her judgment stated that the allegations against Adv. Rodrigues seem to have been manipulated and that he was falsely implicated in the case. Judge Patil had also held that the possibility of the complaint against Adv. Rodrigues having been lodged due to political interference could not be ruled out.
In 2004 Adv. Aires Rodrigues was leading an agitation demanding action against Fr. Newton Rodrigues for having allegedly molested a 13 year old Ribandar girl. While Adv. Rodrigues and others were charge sheeted for confronting Fr. Newton Rodrigues, the case filed against Fr.Newton Rodrigues by the mother of the 13 year old girl who was allegedly molested by Fr. Newton has been closed.

ONDA BUS STAND FACILITIES NOT PUT TO USE FULLY

VALPOI: The magnificent state of the art architectural work of government--the Kadamba Transport Corporation (KTC) Ltd's bus stand built at Onda Sattari is yet to become fully operational, with shops still lying closed and hardly any traffic movement seen at the bus stand.
This KTC bus stand which was inaugurated on October 24, 2009 lies unused as hardly any buses enter as no passengers board buses from the place. Bus stand includes 21 shops, a waiting lounge, drinking water and toilet facilities. It also has ample space for parking buses and auto rickshaws but sadly it is well used by children to play here. The only busy part is at the entrance where buses are seen paying the toll of the bus stand.
The foundation stone for the project was laid by the then chief minister Pratapsingh Rane on December 4, 2006 and it took almost 2 yrs to complete it. This bus stand, costing crores of rupees built by Goa State Infrastructure Development Corporation on the Sanquelim-Valpoi road was inaugurated at the hands of chief minister, Mr Digamber Kamat with much fanfare.
The bus stand was handed over to the KTC for maintenance and running of the day to day operation. A visit to the place revealed that nearly 2 years after inauguration existing facilities except KTC ticket counter nothing was put to use giving the whole area a deserted look. In absence of security guard the greenery which is put for creating eco-friendly environment is becoming food hub for stay cattle’s. A local said that if KTC take initiative to make the shops operational it would have brought some revenue for them.
People prefer the old bus stand as it is centrally located and buses wait on the road to collect their passengers thus creating traffic congestion at Onda. Despite of the bus stand project the traffic chaos continues here which indicates that the bus stand serves no purpose. Besides, buses going to Ponda and Margao have to travel an extra 1km which is again a major drawback and a hurdle in operation of this bus stand. Meanwhile, sources informed that taking cognizance of this, state government is planning to take out a new diversion road from the bus stand to Ponda which will make the bus stand fully operational.

CHILDREN’S RIGHTS GROUPS OF GOA ARE IRKED OF THE PATHETIC LIVING CONDITIONS OF THE JUVENILES

PANJIM: Child Right groups in Goa are irked over the living conditions of juveniles in the state-run remand home, where they are allegedly deprived of enough food and clothing.  According to sources, NGO Children Rights in Goa (CRG) has written to the Juvenile Justice Board (JJB) stating that the children had complained about the scarcity of food and clothes during an interaction. 
There are 10 juveniles in this remand home, which exposed the happenings inside when the NGO, was holding a recreational activity for these children.
Sources claimed that juvenile Justice Board has pulled up Superintendent of the remand home, which is run by the State Women and Child Development department.  The children have claimed that they are surviving on a single pair of clothes for several weeks now.
Moreover, they are said to be spending their nights wrapped in towels sans proper clothes. They told the NGO that while they take bath, the clothes are hung for drying.
As per the guidelines, each child should be given two sets of clothing and other daily needs during their admission in the remand home. Goa State Women and Child development Director Sanjiv Gadkar was not available for comment on the issue. – PTI

IPS OFFICER POSTED IN CRIME BRANCH AND WITHDRAWN WITHIN THIRTY MINUTES

PANJIM: The government at noon on Monday issued an order posting IPS officer Vijay Singh as the superintendent of police (SP), crime branch, but within 30 minutes, issued another order withdrawing the same.  Sources said the chief minister and home minister, who found themselves in an embarrassing position after the May 25 violence at Balli, first agreed to the posting of Singh-a 2005 batch officer and an SP by rank-to the crime branch, but, within minutes, changed their minds.
Chief minister Digambar Kamat, when contacted, said, "I am told that an order was issued appointing SP Vijay Singh as SP (crime). But I was not told when the order was issued. They can't issue an order just like that. I have asked the chief secretary to immediately look into the matter."
Sources said home minister Ravi Naik agreed to the posting on Monday morning, but sometime later changed his mind. "But by then the order posting Singh as SP (crime) had been issued and dispatched from the personnel department. So they had to issue another order withdrawing the first order," said sources.  They added that the home minister said "a decision on this will be taken at a later date".
Said a highly placed official in the home department, "An order was issued by the personnel department posting Singh as SP (crime) and present SP (crime) Mangaldas Dessai was asked to report immediately to police headquarters. But within half an hour, the order was withdrawn and it's as good as the order appointing Singh as SP (crime) had not been issued at all. The government will take a fresh decision regarding the appointment later."
Sources said DGP Aditya Arya had moved a file to the government suggesting that Singh be appointed as SP (crime) as Dessai has completed three years in the crime branch.
The police top brass felt that in the wake of the Balli incident in which two tribal youth were allegedly set on fire by miscreants, and amidst allegations by tribal leaders that the police along with some anti-social elements from the area were involved in the murder of the two youth, it would be ideal for an IPS officer to take over as SP (crime).
All cases related to the Balli violence were transferred to the crime branch immediately after the incident for "speedy investigations". The crime branch is presently investigating seven cases related to the Balli violence. Singh's appointment, it was felt, would bring in a sense of neutrality and trust in the police investigations, said sources.  The United Tribal Association Alliance (UTAA) has demanded that the cases be handed over to the CBI from the crime branch.

PROTESTS BY CHORAO LOCALS AGAINST SALE OF LAND TO OUTSIDERS

PANJIM: The issue of a bridge across Chorao island, illegal development of tenanted land and ongoing sale of plots in Deogim dominated the gram sabha of Chorao-Maddel panchayat on Sunday.  The villagers grilled sarpanch Salvador D Cruz about the illegal development of two parcels of land. A member, Machindra Kauthankar alleged that the developers had advertised the plots and are selling them to outsiders.
A senior citizen, Jose Noronha alleged that development activities had spread to cultivable areas of the island and the panchayat had adopted a passive role. Romualdo Fernandes and others alleged that roads have been laid on the plot admeasuring more than 30,000 sq m and around 90 plots have been made.
The villagers debated the effect of the large-scale sale on the demography of the small island. Increase in population and constructions will also add to the pressure on existing infrastructure in terms of water and power supply and will also increase garbage problems.
They demanded that the panchayat inspect the area and initiate legal action against the promoter/s and also submit a report at the next gram sabha.  The sarpanch said he was not aware of it and also nobody had complained about the sale of plots, but agreed to look into the matter.
The lack of a bridge for a closer link with Panjim continued to irk the islanders. After some discussion, they formed a seven-member committee headed by the sarpanch and comprising of deputy sarpanch Requeta Colaco, Salvador Fernandes, Romualdo Fernandes, Xavier Parras and former sarpanchas Rama Kubal and Srikrishna Haldankar to pursue the matter with the government. "This committee will follow up with the government and the local MLA the issue of construction of a bridge across the island," a villager said.
A private agency had carried out a survey during the tenure of then Cumbarjua MLA and EDC chairman, Krishna Kuttikar at a cost of Rs 20 lakh and identified five routes. Two were to link the island to Salvador do Mundo from the Salim Ali bird sanctuary while others were further north of the island between Ecoxim and Carabhat.
Villagers had given the green signal especially to the Salvador do Mundo-Chorao link as it connected the thickly populated areas of the island.
Regarding the ferry service, the villagers asked the sarpanch to take up the matter of deployment of four ferry vessels on Chorao-Ribandar route with the Captain of Ports.  Though the ports administration department had deployed four vessels after the villagers had launched a stir, the fourth one had been withdrawn from the route some time back.

GOA AND SRI LANKA SHARED A SPECIAL RELATIONSHIP DURING PORTUGUESE ERA

PANJIM: While India and Sri Lanka share a special relationship, Goa and Galle saw their paths meet with the conquest by the Portuguese, high commissioner of Sri Lanka in India Prasad Kariyawasam said.  "Portuguese had their first introduction to Sri Lanka in Galle, a southern port city in 1505 and 'Goa, God's own paradise' and 'Sri Lanka, a land like no other' have common threads."
Comparing Goa to a smaller version of Sri Lanka in certain ways, Kariyawasam traced the island's history over aeons. While the island's history dates back to 2,500 years, he said Emperor Asoka's son, Mahinda, arrived in Sri Lanka in the 3{+r}{+d} century with the message of Buddhism.
The island like Goa was also a trading post for Arabian, Persian, Greek and Chinese traders, and inscriptions, coins and other antiques tell the stories of the past. And while the Portuguese introduced Christianity in Sri Lanka, Goan priest Fr Joseph Vaz revived it single-handedly toiling for a decade, Kariyawasam said.
Goa and Sri Lanka enjoyed ties during the Portuguese era. "It is said that oar-vessels left Goa for Ceylon every September." They took away elephants, coconuts and cinnamon from the island.

PROTESTS IN MARCAIM AGAINST SETTING UP OF MARINE INDUSTRIAL PARK

MARCAIM: Villagers of Marcaim gheraoed town and country planning officials at Panjim protesting against the proposal of setting up of marine industrial park (MIP) in a 2 lakh square metre area in Marcaim.  The villagers surrounded TCP senior town planner and another official Vinod Kumar on Monday, grilling them about the proposed park as shown in the regional plan 2021 for Ponda taluka.
The area shown for the park is an eco sensitive zone comprising mangroves and riverine area, they pointed out. The marine industrial park was not shown in the draft RP plan sent to the village during the planning process, they said. More than 250 villagers had gathered outside the TCP office at Patto.
MLA Sudin Dhavlikar has also opposed MIP in Marcaim, stating that such projects which require huge land are not required for the village. He had urged the panchayat to initiate action and inform TCP to scrap the proposal as it would prove detrimental to the environment in the area.
The government had proposed three such parks to organize marine industry in the state. The proposal envisages ship building, ship repair, building of boats, barges and other various activities related to marine industry.  Marcaim sarpanch Rajendra Fatde said that the panchayat is not aware about the project.

DGP ASSURES ACTION IN FORMER IGP K.D.SINGH SON’S ACCIDENT CASE

PANJIM: Goa’s newly appointed Director General of Police Dr. Aditya Arya today assured Adv. Aires Rodrigues of prompt action in the former IGP Mr. K.D.Singh son’s accident case.  Adv. Rodrigues today met DGP Dr. Arya and submitted a memorandum demanding his intervention and action in the matter.
On 4th December 2009, the son of Goa’s former IGP Mr. K.D.Singh while unauthorisedly driving his father’s official Toyota Innova GA-07-G-0063 crashed it at Chicalim.
Siddharth Singh, the IGP’s son was driving his father’s official vehicle along with his friends to a night club at Vasco when he crashed the vehicle while also damaging two electricity poles. The repair of the former IGP’s official vehicle has cost the State exchequer a whopping Rs 4, 33, 200.
The Chief Secretary of Goa Mr. Sanjay Srivastava on 14th December last year had categorically stated that the expenses incurred on the repairs of that police vehicle would be recovered from the former IGP.
Adv. Rodrigues today told the DGP that documents obtained under the Right to Information Act shockingly reveals that the DGP has failed to respond to eight reminders sent by the Home Department on the former IGP son’s accident case.
Adv. Rodrigues has called upon the DGP that in public interest the expenditure of Rs 4, 33, 200 incurred on the repair of the vehicle be immediately recovered from former IGP Mr. K.D.Singh.
Adv. Rodrigues has also demanded that the Vasco police be directed to charge sheet Mr. Siddharth Singh in accordance with law.
Adv. Rodrigues has also sought action against officers responsible for not yet recovering the amount of Rs 4, 33, 200 from former IGP Mr. K.D Singh and for also not charge sheeting his son Mr. Siddharth Singh for the alleged offences in accordance with law.

HOME GUARD ON TRAFFIC DUTY ASSAULTS IAC ACTIVIST FOR VIDEO RECORDING HIM ACCEPTING BRIBE

MAPUCA: India Against Corruption (IAC) activist Deepak Gadekar, 32, was allegedly beaten up by home guard Shiva Gawde on Saturday for video recording the latter accepting bribes from private bus drivers at Mapusa bus stand.
In his complaint to Mapusa police, Gadekar alleged that Gawde, attached to Mapusa traffic cell, wrongfully restrained him, abused him using filthy words, assaulted him causing injuries and threatened him with dire consequences. Gadekar said he was at Mapusa bus stand on Saturday at 4.45pm clicking photographs and recording police personnel from Mapusa traffic cell accepting money from bus drivers and conductors on private buses.
According to the complaint, the home guard seeing him recording this, caught hold of the activist's neck and started abusing him with filthy words, pushed him to the ground and slapped him as a result of which he sustained injuries. Gadekar, as per Asilo hospital medical records, sustained minor injuries. DGP Aditya Arya visited the activist at Asilo hospital on Sunday. Gawde was arrested by the police and later released on surety of rs 10,000.
Police have registered a case against Gawde under Sections 341 (wrongful restraint), 504 (abuse with filthy language), 323 (assault), 506 (threat to kill) of IPC Gawde also filed a complaint, acting on which police have registered a case against Gadekar under Sections 504, 323 and 427 (mischief) of IPC. Speaking on behalf of IAC, Satish Sonak has demanded that Gawde be immediately suspended as a case of assault has been registered against him.
He also stated that bribery at Mapusa bus stand by traffic police is rampant and several policemen need to be investigated in this connection. He demanded that pending investigation traffic police personnel posted at Mapusa bus stand be transferred so that they don't pressurize potential witnesses.

TRIBAL COMMUNITY AGREES TO TAKE CUSTODY OF DEAD BODIES

PANJIM: Five days after two tribals were killed in violence in Balli village over the demand for implementation of reservation in government jobs, the community members on Monday agreed to take custody of the dead bodies.  Prakash Velip, president of United Tribals Associations Alliance (UTAA), which is spearheading the agitation in the state, told reporters that the funeral of the bodies will be held in the evening.
Earlier, the postmortem on both the bodies was conducted at Goa Medical College and hospital here.  Two protesters Manguesh Gaonkar and Dilip Velip were burnt alive allegedly by a mob at a cashew factory in Balli village on May 25 following the violence over tribals' demand for implementing reservation in government jobs in the state among others.
The tribals refused to take possession of the bodies demanding immediate arrest of the accused.  Hundreds of tribals, who had gathered at Azad Maidan in Panjim today, demanded suspension of Superintendent of Police Atmaram Deshpande, who had claimed that tribals went berserk after consuming alcohol on the day of agitation.
Deshpande had said in a press note that 'many of the people in the crowd were drunk while some were about to get drunk'.
Meanwhile, the tribals also expressed anguish over Chief Minister Digambar Kamat not obliging his commitments of suspending South Goa collector Gokuldas Naik, launching a judicial probe into the violence and that of arresting the culprits behind the killings.
"Nothing has happened (since the CM's assurance on Saturday). Police enquiry is going at such a slow pace that they have not arrested anyone," Velip told reporters adding that UTAA will decide its future course of action only after conducting funeral of the bodies. – PTI

TELAULIM: A FIRM NO TO CONVERSION OF AGRICULTURAL LAND

MARGAO: Concern over the loss of agricultural cover in the village dominated the proceedings of Telaulim gram sabha on Sunday with the gram sabha adopting a resolution that agricultural land should not be allowed to be converted into other land use zones.
Gram sabha members voiced their disapproval over the fact that many paddy fields in the area were being converted into orchard lands which later end up converted into settlement zones. Gram sabha members urged the panchayat not to allow such acts in view of the dwindling agricultural land in the village.
Villagers further brought to the notice of the panchayat that many kiosks and stalls have come up on roadsides causing obstruction to traffic. They urged the panchayat to act tough against such illegal encroachers and to take immediate steps to clear the roadsides of these obstacles.
The issue concerning inclusion of households in the BPL category also came up at the meeting with the panchayat informing the gramsabha that in the absence of clear guidelines pertaining to eligibility criteria for the BPL scheme, most of the applications received by the panchayat could not be considered. Sarpanch Rosy Barreto chaired the meeting.

GARBAGE TREATMENT PLANT AT TALEIGAO DECIDES CCP

PANJIM: The city is slowly limping back to normal after a six-day long garbage crisis, though remains of uncollected garbage could be seen in some nooks and the tell-tale stink still haunted the residents on Sunday.  After the crisis blew over on Saturday, Corporation of the City of Panjim (CCP) is planning its strategy for setting up of a state-of-the-art garbage treatment facility on Taleigao plateau.
"We have already submitted documents to Goa state infrastructure development corporation (GSIDC) and asked it to prepare estimates for setting up the plant,"CCP mayor Yatin Parekh said.
The CCP will forward the estimates to the government for approval. Urban development minister Joaquim Alemao had blamed the corporation for not submitting the estimates during the past year after it began using the Taleigao site. "Once the estimates are approved, the CCP is likely to entrust the work of construction of the garbage treatment plant to GSIDC," Parekh said. The urban development ministry has assured financial assistance to the CCP to set up the facility.

A FRESH PANCHANAMA DEMANDED BY RELATIVES OF THE TWO BALLI VICTIMS

PANJIM: Relatives of the two youths, whose charred bodies were recovered from Adarsh Krishi cooperative society, Balli, Quepem, that was set on fire by miscreants on Wednesday, have demanded that a fresh panchnama of the bodiesshould be conducted in- camera in the presence of the sub-divisional magistrate (SDM).
In a letter to home minister Ravi Naik on Saturday, the relatives of the deceased tribal youths have said that they don't believe in police investigations or the panchnama conducted by the police and would like a fresh panchanama to be conducted in-camera by the SDM.
They have again reiterated their demand that a criminal investigation should be conducted by the CBI.  Confirming this, United Tribals Associations Alliance (UTAA) convenor Govind Gawde said, "We want the panchnama and post-mortem to be conducted in-camera by the SDM as we don't trust the police."
Gawde said that the police have been constantly lying. "Police are lying when they claim that no family member has come forward to identify the bodies. Both the family members have intimated in writing to the Cuncolim and Canacona police stations, a day after the charred bodies were found, that they belong to their relative. They had also intimated the chief secretary and the IGP about this. But the police have so far not bothered to contact any of the family members. Instead they are only trying to play mischief," added Gawde.
Police had said that people are being hostile and despite efforts made to reach out to the relatives, they have not been willing to cooperate. "People are being hostile to the police. We have made every effort to contact the family members of the deceased but they are not coming forward," said police spokesperson SP A V Deshpande.
UTAA had earlier requested the GMC authorities not to conduct the post mortem till the government orders a judicial inquiry into the incident as they suspected that the police and anti-social elements in Balli area are involved in the murder.
The government has ordered a magisterial inquiry to look into the Balli disturbances that resulted in the murder of Dilip Velip of Morpirla, whose charred body was found on Thursday and Mangesh Gaonkar, a resident of Canacona, whose body was recovered on Wednesday night from the same building.

JUST 60 IRP PERSONELL WERE PRESENT AT BALLI ON TH E VIOLENCE DAY

PANJIM: Only 60-odd policemen from the "striking force" of the Goa police's -- Indian Reserve Battalion (IRB) -- were present at Balli when violence broke out on May 25. Rest of the 500 -plus trained and armed IRB personnel were busy guarding ministers houses, doing odd clerical jobs at the police headquarters or manning the traffic.
And all these "unsanctioned" duties fall outside the purview for which they were recruited and posted in the IRB in 2006. "When the local police failed to maintain law and order, it is the IRB's job as the striking force to maintain law and order. But today the IRB is dismantled and there are hardly few men to perform the functions for which it was established," admitted a senior officer.
Though on paper there are 600 plus armed men in the IRB in Goa, in reality, as of today, only 60-odd IRB police constables are engaged in armed duty, of which 20 each are posted in reserve with the two district SPs.
Now, with the police inefficiency in controlling the crowd of 5,000-odd agitators exposed, and finding themselves without enough men to carry out the lathi charge thereby forcing the men in khakhi to flee when the agitators started pelting stones, the police top brass have now asked to regroup the IRB men who were disintegrated and asked to perform "unsanctioned" jobs.
"Many were posted for unsanctioned duties at police stations, security duty, traffic duty, jail duty and in the Police Control Room vehicles. Whenever there is deficiency of staff, the IRB staff is posted there to temporarily fill the requirement and show on paper that there is adequate strength," said sources.
For instance, one company of IRB, consisting of three platoons are posted at Raj Bhavan. This was done after a company of Central Industrial Security Force (CISF) withdrew from Raj Bhavan over payment issues. Recently, after the high court decided to enhance its security, the security wing of the police department, which is already short -staffed requested for the IRB personnel to be posted for high court security duty. Also several IRB constables are posted on guard duty outside the houses of ministers, MLAs and ex-MLAs. About 50-odd IRB staff is posted at the Goa secretariat for security duty.
The fact is that on paper, IRB is a reserved force, to be used only for emergency situations. "But amidst severe shortage of police personnel and increasing workload of the police and a general feeling in the government that Goa is peaceful and there is no law and order problem, the IRB was unofficially dismantled. No one then thought about a situation like in Balli and conveniently posted the trained and armed reserved policemen for regular policing duties," said police sources.
When contacted, police spokesperson SP A V Deshpande admitted, "It is correct that IRB strength is close to 600. But IRB is doing multifaceted jobs and are deployed wherever there is requirement. Majority are deployed for guard duties for VIPs and vital installations. Whatever balance remains is made available for law and order duty."

HUNDREDS OF VILLAGERS GATHER TO PAY TRIBUTE TO DILIP VELIP

MORPIRLA: The body of Dilip Velip, the United Tribal Associations Alliance (UTAA) activist who was killed in the fire set to the Adarsh Co-operative Society building by unknown assailants during the tribal stir at Balli on May 25, was on Monday consigned to flames near the Mahadev temple at Morpirla amidst tight security.
Almost 80 commandos of the Rapid Action Force kept guard to prevent any untoward incident as the last rites were performed.  The entire village had gathered near his residence to pay homage to Dilip even as men and women were crying, unable to bear the loss of Dilip who was very popular among the masses.
Senior Bharatiya Janata Party leaders including the party’s state president, Mr Laxmikant Parsekar, Mr Rajendra Arlekar, Mr Narendra Sawaikar, Mr Rupesh Mahatme, local MLA, Mr Dattaram Gaonkar, UTAA president, Mr Prakash Velip, ZP member, Mr Kushali Velip among others paid homage to Dilip.
Ms Ulasi Chari, who has known Dilip as a child, said he was a nice person and the only bread earner for the family. She further said that Dilip has a sick father and a two and a half-year-old daughter. He has also got his two sisters married while the third one was living with him.
She said he was talented and was particularly good with bhajans in the village and used to also play the tabla during weddings in the village. Ms Chari said Dilip, who worked at the government hospital at Chicalim, was a hardworking man and worked towards the upliftment of his family.
Meanwhile, RAF commandos were posted at various places in Cuncolim, Balli and surrounding areas to prevent backlash from the tribals as the bodies of the two deceased activists were brought back to their villages for the final rites. An uneasy clam prevailed over Balli as many shops kept their shutters down. No untoward incident was reported.

VISHNU WAGH ALLEGES THAT KAMAT AND CHURCHILL GAVE ENGLISH A BACKDOOR ENTRY

PONDA: Criticising Mr Churchill Alemao and Mr Digamber Kamat for giving "backdoor" entry to English at primary level in the state with its May 25 decision, Mr Vishnu Wagh, who holds various posts in the present administration, urged the 300-odd gathered people to come out in large numbers on June 6, to oppose the said decision in toto, "to save Goa and its culture through Konkani and Marathi."
Mr Wagh said, "With the decision, Mr Kamat is not only the enemy of Vishnu Wagh, but entire Goa. It is sad that Mr Kamat has succumbed to the pressure of Mr Churchill Alemao and a few other Salcete ministers and MLAs and has given a decision which is against the Goans. We will teach Mr Kamat a lesson through agitations," he said.
He further said that those ministers and MLAs who supported the English language should speak only in English, and if they used any other language then the people, under the banner of Antruz Mal Konkani - Marathi Bhasaha Mandal, would object to them at all levels.
Mr Wagh said that he is not against the English language, "but at primary level, education should be in mother tongue," and added, "I am going to resign from the Congress and all the positions and posts. So also all the awards presented to me, would be returned to the government." He however did not revealed the date as to when he would do this.
He further accused the local MLA and Home Minister, Mr Ravi Naik, for silently favouring English, claiming that it was a high command decision. He further criticised Mr Kamat saying that he would take any decision to stick to his chair.
Mr N Shivdas, a retired school teacher and the president of the Goa Konkani Academy, also criticised the Salcete ministers for favouring English. "It is a shame that Mr Kamat listened to Mr Alemao, Mr Atanasio Monseratte and Mr Ravi Naik, and gave his decision favouring English as medium of instruction," he said.
Mr Shivdas said that he begged Mr Kamat to maintain the status quo in the medium of instruction issue, but "Mr Kamat did not listen to me" he said.  A Konkani and Marathi writer, Mr Shivdas who was in the news for his controversial Konkani poem, also urged the gathered to support the June 6 Goa bandh, announced by the opposition.
Priol MLA, Mr Deepak Dhavlikar also spoke on the occasion and promised his support for the June 6 bandh. Others who spoke on the occasion were sarpanchas of opposition dominated constituencies and freedom fighters.

DOES ANYONE IN GOA DARE SUSPEND G. P. NAIK? by Rupert Coutinho, Dubai

I doubt whether any action will be taken against GP Naik who is reportedly under medical survellience for high BP, given that he is due to retire at the end of this month on 31st May 2011. After all, loyality and Obeisance always pays as was the case of a mass murderer and terrorist Bin Laden and its family where history proved once again blood is thicker than water even though he was publicly disowned by his family and his country.
The deaths of two innocent tribals perpetuate another set of deadly murderers and internal terrorist breeding in Goa’s sanctuary including the ones who owe responsibility of dereliction of duties. The ever assuring CM agreed to immediately order the suspension of South Goa Collector as reported in the newspapers. Goans need to come to terms whether we should accept and tolerate a CM who only gives assurances or a man who can keep his words.
Does Indian democracy really holds any meaning if the administration cannot initiate action even after orders herald from heads of state. This truly goes to reflect whether the elected authority and teethless opposition benches commands any respect from its administration or it is just another day in Indian democracy where everyone does what they like doing and don't not care even if it were orders from the First Citizen of the country. I do know many Goans will think that they were much better under Salazar for some transitional times and and would have prefered to be under the civilized Portuguese rules in the years to come.

THE GHOSTS OF FOOD PARK UP’S THE ANTE AT CANAGUINIM by Freddy Agnelo Fernandes, Dubai

We have learnt in schools that India is the world largest democracy and Goa being an integral part of it, by default becomes a part of that democracy. To a lay person the definition of democracy means “peoples rule for the people” and it is up to the people to decide their future. Democracy by law and definition gives us that right but sadly the rights of the people are hijacked and the rule of the jungle which is “might is right”, is forced on the people by our rich and the affluent helped by our political and security institutions for personal gains.
The history of this sordid saga and the nightmare called the Food Park, started with SEZ, when lakhs of square meters of land was acquired on the pretence of development to further their own agendas, but the total people’s opposition to SEZ delivered a telling blow to the personal agendas of our political and bureaucratic babus, so thus the reincarnation to IDZ, Industrial Development Zone. Purely a change of name but the game still remains the same.
With the plight of the villagers of Naqueri, Quitol, Betul and Canaguinim, where water is a scarcity, electricity pathetic and not enough land for the ever expanding families, moreover with agricultural land being acquired farmers forced out of farming, the people had no alternative but to revolt and for a brief period everyone thought, the local MLA Chandrakant Kavlekar would see the truth but now it looks like he has misplaced priorities.
Our Politicians are known to play their political cards well, some years ago the former Canacona MLA and Minister from Agonda Sanjay Bandekar had built a cross near his house to woe Catholics but Kavlekar has gone further and has built a new Temple with road access at the disputed site. Hope the people realize that God does not live in structures but in the hearts of the people and the welfare of the people should be their prime concern.
A total of 13 lakh sqmeters of land was acquired for the Food Park and the Auxiliary services where as 10.24 lakh sq mtrs land was acquired for ONGC. Now, how can the government just go on acquiring so much land in one revenue village, when land for the expanding families is scarce ?
Basically the people of that area depend on farming and fishing for their survival, with the acquisition of fields, farming has been affected and to make matters worse, the fishing activities in the area will be hit as a result of Marinas at Canaguinim. When people had objected the land acquisition for ONGC, they were promised prime jobs but over twenty years I haven’t seen any Goan, leave alone a local at ONGC. Despite numerous representations by the locals, no white collar jobs were given for the locals. With both the main occupations, farming and fishing being hit, what are the locals suppose to do?
It’s a real pity that the elected members of the Panchayat have been bought by Kavlekar to further his own agendas but the people are very much active and oppose the project in any and every “avtar”, SEZ or IDZ or Food Park. The people of Nuem fully support the cause of the Canaguinim, Naqueri, Quitol and Betul people. May the wishes and the will of the people prevail and democracy survive this murderous attempt by their very own elected representative. Long live democracy.

IS IT A CONSPIRACY OR A POLITICALLY MOTIVATED MOVEMENT IN BALLI

PANJIM: As fires still burn in the cashew godown of the Adarsh society building, a steady stream of inputs from battleground Balli, increasingly suggest that events leading to the fire in the building and the death of two tribals must have been preplanned.
The earlier theory that disgruntled locals of Balli, angry that their businesses were being affected because of the tribal agitation had retaliated, wears thin. The nerve centre of the agitation, the Balli junction is exactly a kilometer away from Adarsh Society. According to reports, shopkeepers, traditional businessmen, did down their shutters and were preparing to open their shops and commence business the next day.
What actually strengthens this theory is the presence of rods, sticks and other sharp weapons which are still lying near the Adarsh Society building. These weapons could have been used to assault or break open doors. If this was a spontaneous retaliatory attack, these weapons would not have been found.
The manner in which the two bodies were lying, one on the ground floor right at the entrance of the cashew godown, and other on the second floor terrace, indicate that the victims were simply not trapped in the fire. The first body, lying slumped on heaps of cashew was very near the entrance. There was no reason why he could not have escaped.
They second body was found at the toilet on the second floor of the cashew godown. This was a relatively safe spot but became unsafe because the fire which was raging on the floor below spread to the top after some windows below were broken with stone pelting from the outside. But there too, the second person trapped could have escaped. What is alarming is that a lot of blood was seen next to the spot where this body was found. While it is too early to say that it belonged to the victim in the absence of forensic tests, the possibility of the victim being assaulted before he ran to the second floor to take shelter, can’t be ruled out.
While there are doubts over the efficiency of the police in gathering and documenting crucial evidence by conducting a proper panchnama, top echelons in the Government are embarrassed about the genuine delay in forces reaching Balli on the morning of the agitation. The DGP Aditya Arya was not traceable even by the Chief Secretary. The next in command IGP Sundari Nanda was asked by the Chief Secretary to move to Margao or Cuncolim to control operations from there. But in the absence of a senior officer in Panjim, she had to stay put. It was only in the afternoon the DGP managed to take charge. The truth from Balli may well be bloody. For the police, it is a big story of shame. - HD

ENACTION OF A NEW DRAMA: SOUTH GOA COLLECTOR HOSPITALISED

MARGAO: Another drama by Digambar Kamat and his pet, G P Naik has just surfaced in Goa. Suspended prior to two days of his retirement, after serving for additional two years a special favour by the Chief Minister of Goa, G. P. Naik suddenly seems to have fallen seriously sick and is admitted in the ICU.
Goa has seen lot of such incidents, more recently, when sometime back Mickky Pacheco too had feigned sickness to avoid arrest. History is repeating itself in Goa quite often now a days.
The Chief Minister of Goa too seems to have a good hold on all the DRAMAS that are enacted with his blessings by the politicians or caught up government servants.
Others of the same brand who had visited Naik at his residence came to a conclusion that Naik was dejected and demoralised, that gave him a high blood pressure.
Meanwhile, the government’s decision to place the district Collector under suspension appears to have been questioned by Goa Civil Services officers. In fact, moments after the Chief Minister announced his decision to place Naik under suspension, Goa Civil Services officers sought to know the grounds and the rationale behind the decision to suspend the district collector.
The foolish chief minister of Goa does not even know how to cover up illegalities that are committed by his pets and then resorts to wrong procedures and ways. Can the chief minister justify his action against his pet Naik? Can the CM put a stop to all these dramas that they enact so foolishly?

2004 RIBANDAR CHURCH CASE TRIAL TO CONTINUE ON MAY 31st

PANJIM: The criminal trial of Adv. Aires Rodrigues and 14 other Ribandar residents in the 2004 Ribandar Church case will continue on May 31st at 10 am before the Panaji Judicial Magistrate First Class Ms Sarika Phaldesai. The court will examine prosecution witness Mrs. Connie Rosario, a teacher at Red Rosary School at Miramar who was a member of the church committee headed by then Ribandar Parish Priest Fr. Newton Rodrigues.
The Goa government has been vigorously pursuing the case against Adv. Aires Rodrigues. It may be recalled that Panaji Chief Judicial Magistrate Mr. P.M.Shinde had on 22nd December 2009 directed that proceedings against Adv. Rodrigues in this case be stopped. The government however after unsuccessfully challenging that order before the Sessions Court later moved the High Court for which even a Special Public Prosecutor was appointed. Then Bombay High Court Justice N.A Britto while ruling that the trial proceed conceded to Adv. Rodrigues’s request that the proceedings be expedited.
With the trial now on, the State finds itself in a dilemma with none of the prosecution witnesses so far having deposed against Adv. Aires Rodrigues. Infact with some of the witnesses going hostile the Assistant Public Prosecutor has had to cross examine her own witnesses. Fr. Newton Rodrigues on whose complaint Adv. Aires Rodrigues and 14 others were charge sheeted has been directed to remain present in Court on June 9th.
This is the second charge sheet filed by the police against Adv. Aires Rodrigues in connection with the Ribandar Church incident. While the current trial is on the complaint filed by Fr. Newton Rodrigues the earlier charge sheet was on the complaint by the Superior of Ajuda Convent at Ribandar Sister Celia Fernandes
Acquitting Adv. Aires Rodrigues on 9th April 2009 in that case the then Panaji Judicial Magistrate First Class Mrs. Sharmila Patil had in her judgment stated that the allegations against Adv. Rodrigues seem to have been manipulated and that he was falsely implicated in the case. Judge Patil had also held that the possibility of the complaint against Adv. Rodrigues having been lodged due to political interference could not be ruled out.
In 2004 Adv. Aires Rodrigues was leading an agitation demanding action against Fr. Newton Rodrigues for having allegedly molested a 13 year old Ribandar girl.
While Adv. Rodrigues and others were charge sheeted for confronting Fr. Newton Rodrigues, the case filed against Fr.Newton Rodrigues by the mother of the 13 year old girl who was allegedly molested by Fr. Newton has been closed.
A First Information Report (F.I.R) was registered at the Old Goa Police Station on 18th August 2004 against Fr. Newton Rodrigues for having allegedly molested the minor girl. The F.I.R was registered against Fr. Newton Rodrigues under Sec 354 of Indian Penal Code and Section 8(2) of the Goa Children’s Act. The mother in her complaint to the police had stated that Fr. Newton Rodrigues had taken the minor girl to his bedroom on the pretext of confession and had molested her.
The then Senior Superintendent of Police (Crime) on 30th August 2004 had opined that the Fr. Newton Rodrigues be charge sheeted. The Director of Prosecution had also opined that it was a fit case for charge sheeting Fr Newton Rodrigues.
However then Governor of Goa Mr. S.C Jamir reportedly intervened to save Fr. Newton Rodrigues from being charge sheeted. On 14th July 2005 the case file against Fr. Newton Rodrigues was sent to Governor S.C. Jamir and on 31st August 2005 the police submitted a report to the Children’s Court that the case against Fr. Newton Rodrigues be closed. Fr. Newton Rodrigues was later relieved from the Archdiocese of Goa and moved to Canada.

PARRIKAR DEMANDS THE WITHDRAWAL OF POLICE STATEMENT “DRUNK” AGAINST THE TRIBALS

MARGAO: An irresponsible statement by the Goa Police PRO Atmaram Deshpande that the tribals were all drunk has been urged to be withdrawn. The opposition leader Mr. Manhohar Parrikar burst out at the police for their insensitivity and irresponsibility in making such statements.
Mr. Parrikar said that the matter has been brought to the notice of the Chief Secretary and has urged the police to withdraw the irresponsible statement.
Mr. Parrikar said “On the one side, the government is trying to solve the burning issue. And, we find the police pouring kerosene in fire”.
He said the police force would have been forced to run for cover presuming the tribals were drunk and were carrying gelatins. “Have the police recovered the barrels which carried liquor to the tribals? And, where are the gelatine sticks?” he questioned, while condemning the police for their insensitivity.
Parrikar further said, “This further goes on to show and raises doubts about the seriousness of the police in probing the incident”.
UTAA president Prakash Velip also condemned the statement made Police PRO Atmaram Deshpande that the tribals were drunk.

SPECIAL INVITATION TO THE NEW DGP OF GOA FOR ALCOHOL DURING CEREMONIES

PANJIM: The newly appointed DGP of Goa has received a very sarcastic letter from a group known as Youth of Scheduled Tribes of Ponda Taluka. They have written to the DGP, inviting him for the 12th day mourning ceremonies of the two youth who were killed and dumped into a burning inferno at Balli.
In their letter they have promised the DGP that he would be served alcohol as the traditions of the tribe The letter said “We will be organizing (the) 12th Day mourning ceremony of deaths of late Mangesh Gaonkar and late Dilip Velip at every house of ST community in our taluka. As per our ST tradition, we serve alcohol to all those people who participate in the death rituals of a person.  Hence, we invite all three of you and all other police, (who felt that our leaders were drunk at the time of agitation), to participate in our mourning ceremony and share drinks with us”.
The letter has been submitted to the Ponda police station and the copies of the same have also been circulated to the press.

OVER-AGE COLLECTOR NAIK’S SUSPENSION A DRAMA BY THE CROOK DIGAMBAR KAMAT by Menino Fernandes

It has become so simple to fool the Goans that every Tom, Dick and Harry tries to fool us nowadays. The biggest fraud and crook in Goa who is trying to fool Goans is the most idiotic and someone who can be called a dirt bag is Digamber Kamat the most idiotic Chief Minister of Goa.
This blind Digambar is playing with the law and the sentiments of the people. G. P. Naik, the dog of the faithful will be retiring on the 31st and has elevated to the present position after licking shoes from an ordinary Surveyor. This is to fool the people. Suspending GP Naik is an eyewash as he is the faithful dog of Digambar who has elevated him to today's position being faithful from an ordinary Surveyor. He is already 62 years after extra two deputed years.
This man Naik was supposed to retire two years back. How can he be working up to 62? There is a law that increased the age of retirement by two years. Then why four years for one man?
Niz Goenkar correspondent checked on the details minutely and it was learnt after enquiries that this episode to suspend Naik is a premeditated and well planned move by Digamber Kamat. The duo met two days back and Naik agreed with Kamat who is not fit to be called the chief minister of Goa and they both secretly planned that Naik (himself) should be suspended so that the image of the corrupt and lousy chief minister of Goa, Digambar Kamat be elevated before the people of Goa.
NG has also learnt that it was Digambar Kamat’s plan just to fool the Balli people that he is going to suspend the other crook called G. P. Naik just to satisfy and fool the people of Balli and Naik was told by Kamat that his salary would continue till he is reinstated from suspension. Which means the pet dog of the Thief of Goa Digambar Kamat will get extra extension in service till he is reinstated.
What a clever idea by Digambar Kamat. This crook Digambar Kamat has been playing with the Goans all along. But there is a feeling that people of Goa have not learnt lessons and are blind in trusting this crook Digambar Kamat.
This hairless, baldy Kamat has been fooling Goans for a long time. G. P. Naik served an additional term at the mercy of the corrupt and crooked chief minster of Goa Digambar Kamat.
Our correspondent visited the areas and interviewed the people and the sentiment is that the Goa government run by the stupid Digambar Kamat is useless and not of the Goans.
POLICE are inefficient and did not turn up at the site of trouble and are now declaring the villagers and tribals as "DRUNK" without testing the level of alcohol with Alcometer. PANCHAYATS - A HOTBED TO CORRUPTION by Willie M. Severes, Majorda, Dubai

Panchayats and municipalities are supposed to run for the welfare of the common people without political interference. But politicians have used money and muscle power to corrupt the system, so that they can gain total control and power to fulfill their selfish political ambitions.
Today it is those who are unemployed and uneducated come forward to offer themselves for panchayat elections. Some are school drop-outs, whereas some have little knowledge of putting their signature on paper when they get elected. The villagers elect corrupt candidates, so that they don’t have to go through the official channels to get their jobs done. Sarpanchas and panchas are then bribed to get a house or building plan approved, and also to construct their houses without obtaining the required permissions. Sarpanchas from the coastal areas have strong ties with the starred hotels, thus getting their share of bribes delivered at their doorstep. Recently, a South Goa sarpanch was accused of renewing the construction license of a resort by violating the provisions contained in the rules in force.
Street lighting, garbage problems, bad roads, inadequate power supply are the most common problems villagers are facing these days. But, Sarpanchas and panchas are now seen tailgating our plastic politicians and demagogs that they don’t have time to listen to these grievances of the villagers. Groups are created between the panchayat members. This is why we see so many no-confidence motions these days.
Development in the village seems only a remote possibility nowadays. The present day panchayats are full of illegalities,contrary to its very purpose. Honest citizens are suffering a lot, whereas sarpanchas and panchas make hay while the sun shines. It is high time the Director of panchayats should look into this and use the powers that have been assigned to him by the government.

THE PLACE WHERE THE WEAPON USED TO KILL RAIMUNDO WAS THROWN

SWINDON: In further continuance of the details on the murder of Raimundo Pereira in Swindon, Niz Goenkar has further investigated the matter. Niz Goenkar visited the scene of offence and the scene where the Police of Swindon found the weapon used to kill Raimundo by Edino Carvalho.
More on the story, NG has learnt that after the murder of Raimundo, Edino threw away the weapon he used in committing the offence in to nearby bushes. The he casually started walking away from the scene of offence, with all blood stains on his person. The Swindon police were very quick in overtaking him and handcuffing him before being driven away to the Police station of Swindon.
The Swindon police had a hard days work in searching out the weapon used to kill Raimundo. The whole area was cordoned off during the search throughout the day. The police slogged with their hands themselves and cut off the thick bushes and finally managed to locate the weapon which had blood on it.
The two pictures will show the place where the weapon was thrown away by Edino before walking away from the scene of crime that he committed so ruthelessly.
So could there be more to this murder than the eye meets? NG is working on this story to get more detail news of the case as to what made Edino go to this extent of committing the murder of Raimundo. NG will bring out the facts and the other side of the story when it will get in touch with the family of the accused Edino.

DGP WRITES TO CS TO HAND OVER BALLI DEATHS INVESTIGATION TO CBI

PANJIM: DGP Aditya Arya has written to the chief secretary on Saturday, requesting the government to hand over all the cases related to the May 25 Balli riots, where two tribal youths were charred to death, to the CBI.  A highly placed source in the department said that the DGP decided to write to the government, requesting them to hand over the cases to CBI as the United Tribals Associations Alliance (UTAA) has alleged that police along with some anti-social elements from the area are involved in the murder of two tribal youths.
"Despite the police maintaining restraint as demanded by the government, at the end there is an effort from some quarters to put the entire blame on the police. Under these circumstances, it was felt by the police top brass to hand over the cases to CBI for a fair and just inquiry," said police sources.
The police had transferred all six cases related to the Balli violence to the Crime branch with immediate effect on Friday. An order signed by IGP Sundari Nanda stated that all the six cases - five registered at Cuncolim police station and one at Konkan Railway police-- have been transferred to crime branch with immediate effect for ''speedy investigation'' and that the SP (South) hand over documents and evidence gathered so far.
"There was a meeting of senior police officials on Saturday during which it was felt that as Crime branch is a part of Goa police and the UTAA activists are making allegation against the police, it would be fair that the cases be handed over to CBI without any delay," sources added.
When contacted, SP A V Deshpande said, "The police department is open to CBI investigations and we have no reservations if they take over the investigations."
Even UTAA has been demanding a CBI inquiry. UTAA said the two tribal youths, Mangesh Gaonkar and Dilip Velip were deliberately "murdered" and have also demanded from the chief secretary S Srivastava that the government launch a judicial inquiry into the Balli incident and also suspension of the police officers, who colluded with the anti-social elements that launched a "planned assault" on the agitating tribals. Velip also said that moves are afoot to destroy evidence and lamented that 48 hours after the incident, the government is treating the Balli riot very "casually".

JOAQUIM ALEMAO LASHES AT CCP ON GARBAGE STINK IN PANJIM

PANJIM: Refusing to accept the blame for the garbage fiasco in Panjim, urban development minister Joaquim Alemao thrust the blame on the Corporation of the City of Panjim (CCP). Alemao explained by saying the CCP has not used the funds allotted by his ministry to it for putting up infrastructure at Bainguinim and near KTC bus stand.
"The CCP had been provided funds to acquire a site at Bainguinim, which has been in its possession for two years," Alemao said. The government also allocated funds for the construction of a compound wall around the site which was released more than a year ago, he added.
The urban development minister said that the land near Heera petrol pump-near the Panjim bus stand-was also handed over to the CCP after acquisition and funds were provided for a sorting station for garbage. "The CCP has not used the site till date," he said.
CCP mayor Yatin Parekh had blamed the government for not showing political will and not providing funds in tackling the garbage problem, especially for setting up a state-of-the-art treatment plant at Taleigao. Education minister Atanasio 'Babush' Monserrate had also criticized the government for extending a helping hand in setting up infrastructure in Bainguinim. "We don't need funds, but we need the government's protection to set up a site for scientific treatment there," he said.
Alemao said it was every municipal body's responsibility to gather, treat and dispose of the garbage in its own area as per the Municipal Solid Waste Management Rules. "The government's role is to provide funds for acquiring land, construction of sanitary landfill sites, garbage treatment plans and infrastructure for garbage-related activities," Alemao said.
The CCP has not appointed a consultant to draw up estimates for setting up a landfill site and treatment plant at Taleigao, despite assurances during a meeting with the chief minister. "It is the CCP's responsibility to manage the site and appoint a consultant," he said.
Reiterating that the CCP has not submitted any proposal for the Taleigao site, Alemao said that funds to the tune of 87 lakh for the construction of the compound wall at Taleigao have already been sanctioned. The government had also provided funds for acquiring land and the construction of a landfill site at La Marvel Colony, Dona Paula, he added.
During his tenure, he said he had sanctioned 55 crore to councils for land acquisition, setting up of landfill sites or purchase of machinery, claiming that as compared to just two-Vasco and Margao-all 14 municipalities have their own landfill sites and most have initiated action on setting up garbage treatment plants.

GOA POLICE OPPOSED LATHI CHARGE IN BALLI INCIDENT: ATMARAM DESHPANDE

PANJIM: Goa police had at first opposed the South Goa collector's decision to lathi charge the tribals agitating at Balli that led to violence and subsequent death of two tribal members, whose charred bodies were found inside a building.
Admitting this, police spokesperson SP A V Deshpande said, "At that particular time, circumstances were not conducive to conduct lathi charge and some amount of restraint was required and this was communicated by the police to the South Goa collector. But as the crowd was pelting stones, the collector had no option but to order lathi charge."
The police lathi charge was responded by fierce volley of stones and the police had to flee from the spot. Sources said that the collector in his report to the government has also mentioned that the police ran away from the spot when the tribals retaliated to the lathi charge and he himself had to take shelter in a shop.
SP Deshpande admitted that the 150-odd policemen posted at Balli were inadequate to take over the crowd of 5,000-odd tribals who had gathered at the spot. "The terrain is such that the agitators were on an upper ground and they were pelting stones on the police who were on a lower ground. The agitators were armed with stones and dandas. The first person to be attacked was SP Tony Fernandes," SP Deshpande said.
Due to this police personnel, who were posted there to ensure law and order, fled from the spot. "Police left and reached Cuncolim police station to regroup. It took some time for them to regroup and reach Balli junction, during which the burning incident happened and the locals retaliated," admitted SP Deshpande.
The police said that violence was not pre-planned but things went out of control, as the tribal leaders failed to control the agitators.
However, SP Deshpande admitted that "It appears that they had pre-planned to block the road and had placed cut trees on the road." He also alleged that the agitators had plans to to blow up one major link bridge on national highways which was averted. Though he admitted that the blocking of the road was pre-planned, he claimed that there was no intelligence failure on the part of the police as they had information that United Tribals Associations Alliance (UTAA) was having an awareness programme to educate the tribals of their constitutional rights. "Things turned violent as majority of them were drunk and not interested in listening to their leaders. The leaders should have been in much more control of their people, especially since the government had agreed to most of their demands", said Deshpande.
Police said that after the incident, the tribals have been hostile to the police and are not coming forward to help the police in the investigations. "They feel that the police have initiated the lathi charge. But we had to resort to lathi charge under magistrate's order. Till lathi charge was ordered, police was showing restraint, which was the order of the day and we didn't use any unwarranted force. Infact we were at the receiving end," added SP Deshpande.

The corporators should stop politicizing the garbage issue and allow the crisis to be handled by the concerned engineer Mr. Sachin Ambe and the corporator being co-opted to handle garbage Mrs. Patricia Pinto. Mayor Parekh and his corporators should get down to fulfilling their promises rather than trying to shoot missiles at Panjim from Taleigao. Their gimmicks will not work. The citizens of Panjim are astute, smart and educated. They will no longer be taken for a ride and expect nothing less than a clean, transparent and corruption free administration at the Corporation of City of Panjim.

FATHER NEWTON RODRIGUES HAS LIED TO THE COURT ALLEGES AIRES

PANJIM: The former Parish Priest of Ribandar Fr. Newton Rodrigues who failed to appear in Court in connection with the 2004 Ribandar Church case had in a letter dated 7th March 2011 sent from Canada to the Panjim Judicial Magistrate’s Court claimed that he was not keeping well for over a month because of extremely cold climatic conditions in Canada and so was unable to attend the Court.
Fr Newton Rodrigues in his letter to the court had further stated that it was not possible for him to come down to Goa at an early date as he would be busy with church related work and that other witnesses in the case be first summoned and examined.
Fr. Newton Rodrigues in yet another letter dated May 5th 2011 wrote to the court that he is not able to return to Goa at this time and asked the court to advise him if there is anything else he can do in the matter.
Panjim Judicial Magistrate First Class had on 21st January this year issued summons directing Fr. Newton Rodrigues to be present in courton 1st of March. The summons was faxed to Fr. Newton Rodrigues on the same day and a copy was also sent by courier to St. Bernadette Church at Calgary in Canada where Fr Newton Rodrigues is currently the Pastor. Panjim JMFC Ms Sarika Phaldesai has now directed Fr. Newton Rodrigues to be present in court on 9th June.
The prosecution in the 2004 Ribandar Church case may suffer a sever jolt with Fr. Newton Rodrigues failing to appear in court to depose. It was on Fr. Newton Rodrigues’s complaint that Adv. Aires Rodrigues and 14 other Ribandar residents were charge sheeted for entering the church and disturbing a church committee meeting. Fr. Newton Rodrigues being the complainant his evidence is vital to the prosecution case.
Adv. Aires Rodrigues has today stated that Fr. Newton Rodrigues in his letters to the Court had lied and was trying all tactics to avoid appearing in court.
Adv. Rodrigues has stated that in February this year Father Newton Rodrigues was very much in Goa and had even attended a function at the Calangute Church on 5th February to mark the first mass by a newly ordained priest Fr. Roque Fernandes. Adv. Rodrigues has stated that Father Newton Rodrigues in February was also seen several times at a Margao dental clinic run by Dr. Armando Silva and that Father Newton Rodrigues had also celebrated the silver jubliee of his priesthood at the Seraulim Church near Colva.
Stating that nobody is above the law, Adv. Rodrigues has demamded that Father Newton Rodrigues be brought on warrant back to Goa to pay the price of filing a false and malicious case against 15 Ribandar residents just to save himself from the charges of having alleged molested a 13 year old Ribandar girl.

AN EVER “ASSURING” DIGAMBAR KAMAT “ASSURES” TRIBALS TO SUSPEND THE DISTRICT COLLECTOR

PANJIM: Goa Chief Minister Digambar Kamat on Saturday assured tribal leaders here of suspending the district collector and initiating a judicial probe into the killings of two tribal leaders in Balli village. The United Tribal Association Alliance (UTAA) chief Prakash Velip said Kamat agreed to three of their major demands including suspension of south Goa district collector G P Naik and of initiating a judicial probe into Balli violence in which two tribal leaders were killed.
Kamat, accompanied by the state tribal welfare minister Filip Nery Rodrigues, today paid visit to the leaders at Azad Maidan here and assured them of arresting the accused, responsible for murdering Manguesh Gaonkar and Dilip Velip, within 24 hours.
Charred bodies of Gaonkar and Velip were recovered from the premises of a cashew factory in Balli village on May 26. The tribals had refused to take custody of the bodies demanding immediate arrest of the culprits.  The tribals were protesting for implementation of reservation meant for them in the government jobs in the state and extending more powers to the Scheduled Tribes (ST) Commission.
The chief minister also said that the video footage of the spot procured from various channels will be used to track down the accused.  Goa government has so far filed six different cases in connection with the violence at Balli village.
Earlier, the judicial enquiry ordered by the Goa government was rejected by the tribals saying they had no faith in the government.  UTAA insisted on a judicial enquiry by a retired high court judge into the incident in which the culprits allegedly attacked the tribals and also set ablaze two of their leaders, Velip said. – PTI

GOA POLICE ACCUSES TRIBALS OF BEING “DRUNK” DURING DEMONSTRATION

PANJIM: Goa Police on Saturday claimed that the tribals who were demonstrating at Balli village in the state on Wednesday in support of demands such as implementation of reservations in jobs, were "drunk", which led to the fracas between them, the locals and the police.  They also claimed that police were not present on the spot when two tribal leaders were burnt alive during the violence on May 25.
Police spokesperson Atmaram Deshpande said today that "(tribal) crowds were drunk and in the process of getting drunk. You could get from their body language that they were drunk.
It was evident that the leaders had lost control over the crowd."
Police have filed six cases related to the violence, including an attempt to murder BJP legislator Ramesh Tawadkar and the murder of the two tribal leaders. Crime branch would handle the cases. It appears that the cases given to crime branch will be handled by a professional expert Chandrakant Salgaoncar
The agitation was being carried out under the banner of United Tribals Associations Alliance (UTAA). It turned violent when local groups beat up the tribals, allegedly in presence of police.
Seventeen policemen, including superintendent of police, Tony Fernandes, were injured in stone-pelting. Reacting to the incidents of that day for the first time, police spokesperson said that policemen were outnumbered, and had to back out.
An age old custom by the Goa police of collecting some stones in the police stations and saying that the mob attacked the police and injured them seems to be still in fashion in the present times  "As the policemen went back to Cuncolim police station, Balli locals retaliated against the tribals," he said. Police were not present when two tribal leaders were burnt to death, he claimed.
Explaining why adequate force was not present, he said the event was supposed to be a token strike, to make tribals aware of their rights. "We had even given permission to hold awareness campaign. No one imagined that the crowd would turn violent."
Ruling out intelligence failure, Deshpande said, "Tribals had planned the attack." However, the spokesperson could not explain the failure to mobilise more force later.
Deshpande said that bodies of both the tribal leaders were still in the morgue of Goa Medical College and Hospital, as the relatives had not come to identify them. “One body is charred beyond recognition, so we want to conduct DNA test to ascertain the identity," he said.

MAGESTERIAL ENQUIRY ORDERED INTO BALLI INCIDENT

PANJIM: The magisterial enquiry ordered by the Goa government into the death of two tribal youngsters has come a cropper with not a single civilian coming forward so far to depose before the authorities, a top official said on Saturday.
North Goa District Collector Mihir Vardhan, who is heading the enquiry, said he had visited Balli, a village located 50 km from Panjim, where tribal activists Mangesh Borkar and Dilip Velip were allegedly killed and thrown into a burning storeroom.
"I was in Balli on Friday for an inspection and for recording of statements. But no one came forward from the public to explain Wednesday's event. I am hoping that people will come today and narrate what they saw at least today (Saturday). They need not fear anyone," Vardhan said.
The enquiry officer has already called for all media houses to submit video tapes and photographs of Wednesday's conflict, which followed a daylong protest by nearly 10,000 tribals, who were demanding that the Goa government implement tribal rights, which includes reservation in government jobs.
Prakash Velip, convenor of United Tribals Association Alliance (UTAA), said the magisterial enquiry was a sham and would serve no purpose.  "The CBI (Central Bureau of Investigation) should probe the deaths of Mangesh and Dilip. Nothing short of it would do," Velip said.
The Bharatiya Janata Party (BJP)-led opposition has already said that Vardhan, though a capable officer, was prone to succumbing to pressure from the ruling politicians.  "He is a good officer. But he will not be able to conduct an enquiry when he is under pressure from politicians. A High Court judge should probe the killing," Leader of Opposition Manohar Parrikar said. – IANS

GOA’S TOURISM BOASTS OF 273 CHARTER FLIGHTS TO GOA THIS YEAR

PANJIM: For the current tourist season which is drawing to a close, Goa received 273 charter flights more than the previous season, totalling nearly 900 flights with more than 50 % of the total charter tourists coming from Eastern Europe - Khazakistan and Russia. Announcing the statistics of charter tourism for the current season, the government on Friday said that a total of 899 charter flights carrying 1,71,178 travellers from 12 international destinations have landed into Goa since the start of the tourist season in October 2010.
This is a marked rise from the 626 charter flights that flew into Goa in the previous tourist season with 1,37,790 passengers onboard, director of tourism Swapnil Naik said. The season saw charter flights from UK, Russia, Poland, Germany, Norway, Kazakhstan, Finland, Denmark, Switzerland, France, Netherlands and Iran fly into Goa. Statistics show that more than 50% of the total number of charter flights arriving into Goa originated from Eastern Europe, mainly Russia and Kazakhstan.
In all 435 flights arrived from Russia and 20 from Kazakhastan from a total of 899 flights. Ralph de Souza, spokesperson for the Travel and Tourism Association of Goa (TTAG) said, "There is no doubt that Goa's popularity is increasing across the globe. This tourist season, the state has seen a large increase in tourists from countries like Ukraine, Kazakhstan, Belarus and Russia." Officials, however, said this is not to indicate that English tourists are very few. Goa continues to attract a steady stream of visitors from the UK. Officials said that a total of 261 charter flights carrying 57,848 travellers arrived into Goa from UK. De Souza said travellers arriving from Russia and other Eastern European countries arrive into the state mainly through the charter route. He further said that "Goa has consistently received a high number of British travellers, especially long staying guests.
However, tourists arriving from the (East European) region are significantly higher than these numbers because many arrive via Mumbai as the connectivity of flights is better." Overall, the arrivals of charter flights were high in December and January which is normally the case. 167 flights came in December 2010 and 187 flights in January 2011. TTAG spokesperson said, "Goa is the only holiday destination in India which has enjoyed the highest number of repeat tourists, especially from UK and parts of Western Europe.
Foreign tourists arriving into Goa stay for an average period of two weeks including short and long term stays, not less." Tourism officials said that over the last year Goa has embarked on "a 360 degrees targeted campaign, proactively pitching Goa as a holiday destination," to the European countries, Scandinavia, Russia, and the east, including Japan.Commenting on the season, director tourism said, "Each year we have either been on par or are doing better than the previous years. We are pleased that we will be closing the tourist season on a healthy note and are extremely optimistic about the coming tourist season as well."
