APPROVAL LIKELY FOR GIVING GRANTS TO ENGLISH MEDIUM SCHOOLS

PANJIM: It is almost certain that the Congress high command was likely to give its approval for giving grants to the English-medium primary schools in the state and a formal directive to the state government on the issue of medium of instruction was expected to be issued by Wednesday.
Highly placed sources in the Congress and the state government said that all the options have been thoroughly discussed by the state as well as central leaders of the party and a decision has already been arrived at. The “final” decision on the issue would be conveyed to the Chief Minister, Mr Digambar Kamat, after the same was approved by the party president, Ms Sonia Gandhi.
The sources further said that it has been agreed by all in the Congress that grants would be also released to all the government aided primary schools desirous of teaching students through English, while other top-end private schools could also be eligible for grants if they approach the government for the same.
Stating that it has been agreed during discussions that the government should put a condition to all the schools seeking grants for teaching primary section through English medium, the sources said that the condition would be to teach either Konkani or Marathi as a compulsory subject at that level.
The AICC secretary in-charge of Goa desk, Mr P Sudhakar Reddy said the decision was expected to be announced by Wednesday after approval of Ms Gandhi. He said that issue has been discussed threadbare at the party level but declined to go into the details of the discussions.
The final decision on the issue would have to be taken by the state government and a cabinet meeting would be held soon after the Congress high command announces its decision.
“The state cabinet would have to finally decide on the issue,” said the sources in the Congress party adding that the central leadership would only convey what was the best option for the state based on its findings during the deliberations

    What double speak is this? - Para 2 says "the 'final' decision on the issue would be conveyed to the Chief Minister after the same was approved by the party president". Para 6 says: "The final decision on the issue would have to be taken by the state government ...". The last para says: "The state cabinet would have to finally decide on the issue".

    It was known all along that the decision was to be taken by the State cabinet. But the indecisive cabinet cannot take a decision. Do we go back to square one? Or is the cabinet to take the final decision as a formality, since the same final decision has been taken by the party president?
