GOVERNMENT GRATITUDE BY DRAGGING FARMERS TO THE COURT by Vishwas Prabhudesai, Loliem

The land for Konkan Railway in Loliem Canacona, was acquired by the Govt in early 90s and a part of compensation distributed. After almost three years. in place of giving the remaining part of the compensation, the farmers were issued notice to refund a portion of the compensation already given by bringing the price of land as low as Rs 3 per square meter by an award by the collector, thus forcing the farmers to go to Courts!
After almost 10 years when the Court gave their verdict, the Bureaucrats took the matte to HighCourts where the cases are pending. Now the Officials are boasting to take the farmers to Supreme Court if the High court verdict goes against them.
This Land acquisition by the Govt. for the Konkan railways is a genuine case of misusing the process of Law only to harass the farmers and dragging them in the lengthy Court procedures !
The Government for the BG line of Konkan Railways is a classic case of forcing/dragging the farmers to the Courts after acquiring their land at throw away price! It is a case of indifferent politicians and bureaucrats- subjecting the farmers to lengthy judicial procedures- fighting cases against the tax payer at the tax payer's money!
It is a tragedy that in some cases the party whose land was acquired has expired and the process continues for decades! A tragic picture of the justice to the common man!
As the Chairman of the Law Commission, Mr. Khalap would do a great service to the people of Goa if he could evolve some guidelines for the bureaucrats to follow in the land acquisition cases!

Canconkars desevered this type of treatment,when we were fighting against Konkan Railway canconkar did not lend thier support but instead allowed the Konkan Railway Authority to destroy their once lovely hills and gave their fertile farms & land with a greed of increasing their bank account.Beleive within another five years canacona will be in the hands of migrants.

    I am originally a Canconkar, and I agree with Raju that our Canconkars really goofed up during the Konkan Railway issue. They were really greedy and went for money and as such they rightfully deserve this. But time is still there kick out the rogues, do not elect any one from Congress, BJP and NCP to power. Put up your own candidate independent and elect him and make sure that he does not join any of the parties mentioned.

  3. This is exactly what Niz Goenkar is talking about and people are just turning blind eye to what Niz Goenkar is talking. Just like the Canconkar's a day will come when all of us will be thrown out of our houses and our own Goa and then you GREEDY GOANS WILL REALISE the gravity of the situation and it will be too late just like Canconkars.

    Sorry this comments are not relevant to above article but definitely it should be an precaution......The people of Chauri has just elected biggest chor as their councillor, he is non-other then Hemant Gracias a chor who became millionar within very short period of time, a chor who looted hundred of people, a chor who build an illegal Hotel at Tarir within CRZ zone,a chor who use to copy & pass exam during his engineering course at Dharwad,a chor who has circulated lakhs of fake currency notes with the help of Bhat from karwar,a chor who will RIP canacona municipal areas once he becomes chairman of the council.A humble request to all my Niz Goenkars from canacona never ever deal with this chor Hemant Gracias who will cheat you all of your hard earned money.Birds of feathers flok together(Chorchill & Hemantchor)

    I am sure no true Goan will ever hesitate to sacrifice for the good of Goa including sparing his precious land for any projects of national importance!
    But the issue is of the deep feeling of harassment and injustice being meted out in the deal and the indifferent attitude of the authorities while dealing with the problems of the common man!

  6. I really don't know when our Goans will realise that they are being taken for a royal ride by our illiterate-goonda-politicians.
    Congress, BJP and NCP have sold Goa to the non-Goans. Forget selling about our land, they are also selling Goan girls for the non-Goans in the form of forced prostitution and sexual favours.
    Goa and Goans are being destroyed left, right and centre and we Goans are still sleeping.
    Some of our own Goans say what those who are not living in Goa know about Goa.
    For them I would say: If a person is living in muck he would not notice the muck because he has become used to it. But a person from far will not only see the muck but would also get the putrid smell of it.
    We need to clean the muck in Goa and for that we need to clean our Goans first.
    For the sake of a few thousand rupees some of our Goans are selling their bodies and souls to the non-Goans.
    Wake up Goans and fight the invasion of non-goans into Goa.

    Do not have high hopes on politicians. You are asking favour from a dog who whines for his own crumbs. Kalap is an obsequious pet of any government in power. Goverment is not spending money from their pockets to file cases, it's our own taxpayer's money.
    Yes, there is one way of winning your battle. Get all Canconcars together, elect among you all one sincere person who will head you all. And next election vote for him. Let him do the rest after getting elected. Can You Canconcars do it?

  8. All the above commentators have said it rightly. There is no way now to cry over the spilled milk. It is all gone. The corrupt politicians have enticed them to give away their land and now abandoned and jilted them half way around no place to rest. Any amount of pestering will never help these poor farmers to once again gain their lands. It is gone with the wind. As regards to the assistance of Khalap, he is totally corrupt in all his deeds and he will never give a helping hand to any one of them. Only time will tell when Niz Goenkar will rule the State and then only they will get justice otherwise RIP.

    His so called "Market Value" sloganeering is to entice people affected to surrender their inheritance, to boost his image and political standing....and of course bank balance to secure his childrens political futures.
    I warn People in Goa who are affected and considering settling for the "MARKET VALUE" .It is a false promise.It is a Churchill family ploy to milk everyone for a percentage of sales.
    You can be guaranteed that any market value compensation will only be given (in hand and watered down), after it has been dragged through several years /decades through the Goa Judicial system.It will be contested as on previous occassions
    Please also check what are the Tax Implications.
    There will also be several Land right dispute cases in Courts regarding this matter.
    Churchill & his family are well known to blindfold people with rhetoric and silly excuses.
    I beg all Goans affected by this alignment to carefully consider all aspects...not just the monetary one.

    DO NOT TRUST CHURCHILL AND HIS POLITICAL FAMILY MEMBERS.HE WILL DESERT AND ABANDON YOU AS FAST AS HE CHANGES POLITICAL PARTY`S AND POLICIES.

    ****All previous promises of compensation have never been kept.They have all ended up in court or been paid much later without any Interest.
    The cost of pain and suffering is never included in these cases.

    Its look like you have waken up from your deep slumber to write this above article...go wash your eyes properly..and tell Goans how much land of Canacona today is possessed by people from Delhi,kerala,Punjab and Karnataka.Is it sacrifice for National importance? or is it due to greed and ignorance.Go and visit konkan Railway station at Chauri and tell me how many canconkars works for konkan Railway.Many of canconkars are involved in illegal activities and that is the reason they always elects illiterates and criminal nature persons.For them best form of Govrnment is dictatorship as they don't understand meaning of democracy.Just before munipality election I met a canacona illeterate chef(multi-cuisine cook) who told me that it is very easy to win elections by just giving two three good chicken parties in the ward and after few days I saw same chef advertising on Herald to celebrate canacona maha goonda sanjay Bandekar birthday & this type of cooks who doesn't know a,b,c of democracy should confined themselves inside cuisines so good will prevail over evil in Canacona and across Goa.

    I also agree with the point Sarafin has made.
    Vishaws...where your arguement will fail is when it has recently been confirmed that a lot of the Current Goa Ministers have purchased huge tracts of land at Mopa and surrounding areas.
    This to me is certainly is not in any National Interest.It is spurely to increase the loot and Bank Balances of the Ministers.These Ministers are all competing with each other to see who has the most wealth as that determines their power and force as individuals and as Party Members.It also acts as a tool or their re-elections.

    The land the have accquired will eventually be sold at exhorbitant rates back to the Goa Government / Public Purse / exchequer.In turn all surronding areas will also be up for sale to provide the airport with ancillary services...like storage,cargo handling,catering, aircraft servicing,Hotels and motels,airport parking and in general many other types of airport related services.
    I appreciate that Goa will need another airport at sometime in the future.However the way the Government pursues accquisitions, is to the dertiment of not only the Locals...but to all of Goa in general.
    There is currently another issue gaining momentum. That is the take over of 2 islands by the Navy.
    Once again they state it is for National security or as you say in your own words...National importance.
    However this is another corrupt issue in hand.
    India has accquired a lot of modern military hardware and electronic military Technologies.So I personally do not see why the 2 islands are required to patrol these islands to secure Goa.
    Mumbai, which is the hub of India`s economy could not be protected with all the current hardware and islands available there during 26/11.
    So my current thinking makes me agree with Sarafin`s point of view.
    However I wholly and fully agree with your 2nd paragraph in you comment.....

  13. For people of Canacona and Goans in general this is a good lesson to learn. I for one do not have any sympathy for the farmers of Canacona because they did not support the Konkan Railway re-alignment movement. They thought they could get money by selling their fields. This is a typical case of "MAKA KITEAK PODLAEN" and "TE SOGLE CHOR". This attitude is one of the reasons Goa is being distroyed. As Goans, in order to save Goa, we must always unite and fight. Since all of us are not perfect , we must sometimes overlook the mistakes committed by good leaders. Next election will soon be comming hence we must prepare and look around to find good people who should represent us in the next Assembly. We must volunteer to do propaganda and visit house to house to tell people to vote for the chosen people irrespective of the party line. And most important we should not take bribes and vote.
