CHURCHILL CALLS FOR AN OPINION POLL TO DECIDE MOI

MARGAO: The PWD Minister, Mr Churchill Alemao’s call for an opinion poll to decide the contentious issue of medium of instruction has detractors as well as supporters -- some outright reject the demand while others favour to give it a chance.
Mr Uday Bhembre, one of Goa’s elder statesmen, rubbishes the idea. "This is total rubbish (opinion poll). The medium of instruction is not to be decided by people by raising hands or even by the MLAs. It is a matter to be decided by experts," he says, arguing, "The choice of parents ends with the choice of board and school. Their choice has limits. For example they have no choice on who is the headmaster or who is the teacher. The parent also cannot say which subject should be taught to the children as you are bound by the curriculum."
But Mr Dinar Barros, a PTA member and one of those in the forefront of the movement pushing for parent’s choice in the medium of instruction, disagrees.
"It is a good thing as long as it is not rigged. Today if you take a poll parents should be made to decide, especially parents who have minor children. Only they will be eligible to vote," he says.
However, Mr Bhembre is not so forgiving terming this as appearing to be "an election issue or a game of one-upmanship with Mickky," referring to Mr Alemao’s bête noir and Benaulim MLA, Mr Francisco Xavier Pacheco.
"An opinion poll is held only in extreme matters. There has been only one instance in the sixty-three years of the Independence of the country… and he wants it on this issue. Absolutely not," Mr Bhembre says, dismissively.
But Mr Barros is of the opinion that government has to make arrangements to impart education in whatever language the parents want, even as Mr Bhembre says, "It has been decided at international level by UNESCO and at national level by Kothari Commission and national education policy. The government also says that it should be done in local language. This is just like curriculum. This is to be decided by experts and not even by headmasters. Similarly the medium also too is a matter to be decided by the experts."
Mr Prashant Naik, an activist since his student days, feels that the demand for a poll is a big joke, though he is ready to take up the challenge: "In India opinion polls are rarely conducted. To decide about Goa it was a rare issue. I don’t justify a poll and if he (Mr Alemao) wants it then there is no problem."
He also raises a relevant point: "Once the government has decided status quo then he (Mr Alemao) has no right to talk. If he wants to talk then he should leave the government."
"Many politicians misguide the people. For example on the Mopa issue he (Mr Alemao) was always saying that he does not want Mopa. But ultimately it is coming. If anybody wants to differ with the government then he should quit the government and then differ with it," Mr Naik says.
But Mr Barros feels that Mr Alemao is with the parents. "He (Mr Alemao) is solidly behind us. Because the government is not giving in, he must have probably felt that we should have a ballot. If you have an opinion poll, parents should also give in writing what they want for their child from next June. There is a rule saying that children should be taught in mother tongue unless parents give in writing. Churchill’s opinion poll can be linked to the parents’ choice," he says.
Dr Savia Veigas, who has a school of her own, has no opinion on the opinion poll but feels that "the problem is not the medium of instruction. Everybody is barking up the wrong tree. Parents don’t care for their mother tongue. They do not take pride in Konkani. Goans need to take pride in their language. For example in Maharashtra Marathi is there. That is why the language is strong there."
She feels that Konkani needs to be looked after and the whole system needs to be pruned and tuned, adding "I feel that government should promote writings in Konkani… And why but allow the medium of instruction in English?" - NT

    Churchill do not make a mockery of the words "opinion poll", as a minister you should have fought tooth and nail for English Medium. Do you have the guts to do it? If there is an opinion poll make sure only the true Goans are to vote and make decisions, not your extended family the Non-Goans.

  2. The sheer strenght at every meeting is enough grounds to know what the parents want for their children. I am sure the Ministers know what that means. Why have a opinion poll ? In the past show of strength has been shown by people , but may i ask which minister went by the public demand? Promises are being made just the way several were made and currently to keep Dabolim as the International airport, but how long will this promise last. Ministers have takem hudge chunks of the tax payers money to shut their mouth on sensitive issues and made the people the fools. History has proved this time & again. Its now for us to descide and make the call, and not to let the illeterate people sitting up their descide our future which they have messed up big time.

    Dr. Savia Viegas is worried because she is the owner of one of the English private school and if the Govt. extend the grant to English medium she might loose her business or even have to close down the school for lack of student and that is why she takes a pride in saying "Parents don't care for mother tongue".
    About Chorchill, everybody know his gimmick, due to elections are fast approaching he has to take parents side to win election for self and his leitao daughter otherwise he is doomed.

  4. It is high time that Chorchill should have "Opinion Poll" in Goa to know how much people hate the Alemao family. I hope Chorchill should not die a death like Braz Alemao after begging on the streets. Though Braz did not duped people and robbed them, he died a miserable death in advance for the sins of his cunning sons and grand daughter Pig Lips shit eater.

    What does Churchill understand about opinion poll, we are supposed to be leaving in a democratic country where the demands of the citizens have to be met. Our main demand the resignation of all the ministers.If at all an opinion poll is required it must be to decide if Goans need Mopa Airport.

    Can uneducated M.L.A.s decide the future of our children?
    Can Lawyers turned politicians have knowledge of education. Have they become politicians to serve the people or because they were killing flies in their profession? And are now drawing Goan taxpayer's money fraudulently in politics?
    Can Opinion poll be conclusive with more than 50% Ghantis on electoral roll? Will it be the opinion of Goans?
    When a Supreme Court Bench has unanimously passed an Order in 2008, upholding Karnataka High Court's Order that parents have a right to chose the medium of instruction for their children, who are these illiterates and uncivilised to give their opinion? Or for that matter even these lawyers turned politicians?

    I do not agree that the medium of instruction is to be decided by experts. Nor do I agree that the choice of parents ends with the choice of school. Experts may say that primary education in the mother tongue "is the best", that does not prevent parents from wanting to educate their children through the medium of English from the primary level onwards. Because for them, this "is the best".

    But parents have not decided on the medium of instruction. Parents are not asking that English should be one of the mediums of instruction. English IS one of the mediums of instruction. What parents have been asking is that government grants-in-aid should also be extended to primary schools with English as the medium of instruction.

    I understand that, according to the Constitution, all education up to the age of 14 must be free. Irrespective of the medium of instruction. The Official Language Act also provides that government shall not, in granting aid, discriminate against any educational institution on the ground of language. Extension of grants-in-aid only to vernacular schools and not to the English medium schools, therefore, goes AGAINST the Act and the Constitution.

  8. Chorchill supporting/fighting for English as MOI or even for Govt Grants to English Medium School is surprising. One will remember who has actually supported in their move to introduce Konkani as MOI first of all and extended Govt Grants to this effect during PDF Govt. At that time Chorchill was even a CM for 14 days only to make way for Proto Barbosa to resign as Speaker and come and join the Rebels who formed PDF Govt. after overthrowing the Congress Govt. Chorchill is one of them and now he is fighting against his own decision? Surprising isn't it!
    Beware! the bigest trickster is out again to make his shaky position (in Navelim) strong, as every one knows he is best at playing with Peoples emotion, just like how Micky Pacheco said recently, he picks the most emotional issue of People uses it at election campaign pretend as if he is all for People fight, win the election and dump the people. Chorchill did it to Navelkars. He came with "Mopa never" and "Dabolim forever", People supported him in Save Goa Party against the Congress and won the elections. He then started blackmailing CM Digambar with both a.m. issues in addition to Support to Aquem Baixo People fighting to save their agricultural fields which Digambar is trying to take by force and give free to Rawonfond illegal shops/kiosks owners who are to be rehabilitated after displacement of these shops/kiosks coming on way of Road extension after the Ravonfond bridge towards road going to Margao. Digambar has a stake there as all these shops/kiosks ownes are migrants and his vote bank. Chorchill promissed the people of Aquem Baixo to support and fight their cause against the CM. CM seeing the brigands threat to his Govt immediately offered him the PWD portfolio and that became the end of Chorchill fighting for the causes of People. He has betrayed the people who trusted in him, he has deceived the people who had hopes in him and thus he has proved that he infact is a bigest traitor. He now never talk over these issues anymore instead he is hand in hand with CM and others Chors who are sharing the loot at Mopa and Dabolim Airport extension/development.
    As regards his opinion-poll suggestion? it has to be first of all on Mopa Airport, let us test if he has his B.... at right place

  9. Churchil is never to be trusted. He changes his colour just like a chamelion. This man is a liability to the goans. He seems to support the cause of konkani, some goans might not be aware that when the roads were blocked by the public he was quitely undertaking his smuggling activity.

    Gurudas Lotlikar the only thing Churchill understands is filling his potbelly coffers with immoral money, tomorrow if the Karnataka government gives him a few lakhs he will turn the tables against Goans. He and his illiterate colleagues in the Goan Government have been doing for years.
