NOTICE TO VARIOUS PARTIES TO RECOVER RS 13 CRORE OF POWER REBATE

PANJIM: The government, within next 30 days will issue notices to various parties for recovery of Rs 13crore given towards power rebate, during the tenure of the former power minister, Mr Mauvin Godinho.  The Power Minister, Mr Aleixo Sequeira on Friday told the House that the interest would be charged on the default in payment on demand. “I am soon initiating the process of recovery of the power subsidy,” he added, pointing out that a related notification has already been issued.
Replying to a related question from the leader of the opposition, Mr Manohar Parrikar, the Power Minister said the Supreme Court had pronounced the two state government notifications in the controversial power rebate scheme ab initio null and void because proper procedures were not followed as per the business rules of the government.  “The notifications were not submitted to the cabinet but passed at the ministerial level,” he noted.
Answering another question from the Mandrem MLA, Mr Laxmikant Parsekar, the Power Minister said that a related criminal case is presently before the Supreme Court and is being heard.  It was also informed that 25 per cent power rebate was paid as per the notification dated August 1, 1996 and stopped as per another notification dated July 24, 1998.
