DEMANDING JUSTICE FOR CIPRIANO FERNANDES TORTURED TO DEATH BY GOA POLICE by A. Veronica Fernandes, Kuwait

Recently in Kuwait there was an incident taken place at one of the prisons where one Kuwaiti was tortured to death by the Kuwait police security personnel while extorting confession from him. Immediately this news flared up like wild fire, influential Kuwaitis and MP’s raised this issue forcefully. Following the public outcry, the local Interior (Home) Minister was made to resign and infact he resigned gracefully since the crime issue comes under the department headed by him.
Now further investigation is underway to find out the exact cause of his death and to punish the guilty as per the available information.
In Goa last month one Christian Goan Cipriano by name on suspicion of minor offence was tortured to death in Panjim Police Prison by the Non-Christian Goa based policemen. The offence on which Cipriano was arrested did not warrant such a torturing. Even during the Portuguese regime in Goa worst of offenders were not treated the way Cipriano was treated. This is the curse of forced Jai Hnd on Goans. Though it was proved beyond any doubt that Cipriano’s death was due to the torturing by the Policemen yet Goa Government, Goa Police Department and Home Minister Ravi Naik still trying to escape from owning responsibility. It is surprising that Ravi Naik as the Home Minster of Goa is still sticking to his portfolio and not submitting his resignation as it was done in Kuwait by the Kuwait’s Interior Minister exactly in the similar incident. Since its independence from British Protectorate 50 years back Kuwaiti rulers, administrators and Government made Kuwait as excellent place for the locals to live while during the last 49 years after Portuguese exit from Goa, our Government, Ghantti Administrators and Ghantti anti-Goan police peronnel made Goa the worst place for Goans to live. And shamelessly we still say we are the best and our State is the best in India.
Our Goa State is the worst administered State in India. Our Goa State is robbed and plundered by the Goan Ministers, MLA’s and their children and we as Goans shamelessly feel proud of our politicians. The ruling party politicians especially the Ministers are so backwards and idiots that we came to know during the last televised Assembly session that lasted for a week. Overwhelming Goans are ignorant of running a democratic set of Government. Indian democracy was imposed on Goans by the rascal Nehru and his Congress Party 49 years back. Still we are not ready to practice genuine democracy for this reason we elect rogues, plunderers, criminals, goons, rapists and law breakers as our representatives.
Coming back to our Christian Goan Cipriano who was tortured to death by the Non-Christian Policemen from Panjim Police Station, justice has not been done to him. This justice we will never get from the current corrupt Goa Government headed by the corrupt Chief Minister and double corrupt Home Minister Ravi Naik who still is acting as shameless. In order to get justice for Cipriano, all those Goans desiring to make Goa as corruption – free, must raise their voices in unison by coming out on to the streets of Goa making bigger noise on this topic. While doing this demonstrations justice seeker Goas must make their voice heard to Panjim Police Station by demonstrating in front of Panjim Police Station. More than that the justice seeker Goans must take a Morcha to the residential places of the Police Personnel responsible to torture Cipriano. The Goan youth seeking justice must join together and gherao the Policemen who killed Cipriano wherever these criminal policemen go. Even their family members should be gheraoed and their children should be put into shame. This will be one peaceful method to seek justice for Cipriano and prevent in future such crimes by our Policmen.
If we do not act now then in near future there will be innumerable Ciprianos dying in Goan Police Stations under the torture of criminal policemen. In Goa we don’t hace humane and decent policemen, many of them are barbarians treating under trial prisoners as cows and goats, these policemen are worst than the burchers. The one department in Goa that needs correction is the Police Department. Common people in Goa must act now on their own instead of relying on Goa Government and Goan politicians. Goa Government has failed us; our elected representatives have failed us. It is time for us the common men to do what our elected representatives cannot do. Otherwise it can be as it is said in one Konkani proverb "AIZ MAKAM - FALEAM TUKAM".

  1. Yes, cipriano must get justice. Its been more than a month and the police personnel responsible for the muderer are just suspended, they must be jailed. Atmaram deshpande's sermon for action after proof not withstanding. this is just an eyewash for us. Once the outcry dies down, they will be reinstated else where. Any other civilian would have been in jail since the day of the crime.
    The instigator for this crime is assumed to be the Christian mla monster rat. I kindly request you to omit the religious bias, as criminals are criminals whether Christian or non Christian.

  2. Laws are Laws in Gulf countries. You cant compare them to laws in a corrupt country like India. Criminals like rapists and drug lords roam freely in Goa courtesy to our greedy politicians and policeman. There is no room for law in GOA.

    And how can you say Christian Goan tortured to death by a Non-Christian? Most of the corrupt politicians in GOA are christians like the Pacheco's, Monserrate's, Sequeira's and the deadly Alemao's. These b**t**ds are elected and pampered by our very christian goans, just for the greed of money offered and favours done to them. Isn't it a shame to do all this and call ourselves devout christians? The rich have the money to get things turned around in their favour after wrong doings with a hand from their politico godfathers.

In most civilized economies politicians once caught or for that matter even accused in some crime, quit their chair with their heads down in total disgrace.In Goa are politicians, criminals even after being caught and exposed are so thick skinned to the reality that instead of bowing down and going through the back door, have the decency of walking through the main front door. That's the reality prevailing today. In simple words they are nothing but utter Shameless rags!
    The perpetrators of the crime today in Cipriano's case, are nothing but shameless rags.They have no dignity left in them to be called beings in this civilized world. Its now over a month ( 08th Jan-2011) that Cipriano was done to death by the very people who are kept to uphold the law and order , unfortunately these are the very people who are nothing but criminals in Uniform. Upto date no one has taken full responsibility for the death of this soul, Inspite of post mortem reports and witnesses clearly pointing out the culprits, but rather its a ball game being played by just passing the blame from one pole to the other.
    Today it may have been Cipriano, God alone knows how many Ciprianos have been done to death by these men in uniform in the past.No one will know, no one will ever admitt. We need to keep this fight on to get justice to this now Voice less soul. Yesterday it was Ciprino, lets not forget tomorrow it could be one of us. We cannot let this be repeated .Life is precious and let no one have the right to take it away from you , other then your creator.
    The Ministry under whose purview this crime has occurred should have long quit his post as this is a utter failure in his administration if not, there should have been an immediate action taken against those criminals in uniform. All this goes to prove beyond any logical doubt how good a Governance we have in place which is refered to as " Aam Admi" .
    May this cause for Cipriano meet Justice.

  4. This is a case when we can now prove that the crime has been done by the Police. Might be in future if such crimes reoccur we will have no proof (cause they will try to leave no proof). Here everything is crystal clear. If we don't nail the criminals in this case then we will have no better opportunity in future. We must grab this opportunity for a better tomorrow.

    Hi Peter::: using religion,or ones religious belief, to describe an act of criminality by a person should not be used candidly as it foists bigotry and religious animosity.Criminals exist in all religious persuasions.
    Goa is secular and such descriptions can only be detrimental to religious harmony.
    The author , as much as he writes well, is very often biased.He should refrain from bigotry and a belief, that there is a "PURE" social or human set-up
    Not long back the author suggested only Kuwait Goans saved Goa or are able to save Goa.
    That to me is far fetched and ridiculous.

    When it comes to Goa Police and the Judiciary...rest assured it is "JUNGLE LAW" that is applied.
    The innocent get caged and the convicted go scot free.If you are a convicted Policeman, you get a certificate of Honour and a Medal.
    I am never sure how Ravi Naik is still an MLA.No doubt, along with Digu Kamat &Churchill, these guys are all conspirators.The all are inter -dependent on each other.
    In due course the LAw and the evidence will be reconstructed in favour of the Police.All charges against the Police will also be watered down or doen in such a corrupt way, that it will ensure an accquital

    Shame on this rascal-beast-bas..trd Home Minister Pilot Ravi. I want to ask him, supposing if one of his kith and kin had suffered the same fate as that of Cipriano, would he dragged the case like what he is doing with this poor Cipriano?. Answer is NO, he would have definately punished these man in uniform by dismissing them whereas they are not even arrested. Why are you playing with someone who is already tortured and murdered by Police force?. As Home Minister it is your duty to carry out fair investigation and round up the case as early as possible. But he will not do easily because, these very same Police have helped him to wipe out the evidence in the case invloving his Son-Drug mafia and now it is his duty to protect them from the clutches of law. Since, it has been already proved with the submission of report by SDM that the death occured at the hands of murderous Policeman than what is he trying to prove by initiating SIT investigation?. Where is Human right?. and why don't court get involve in this type of cases?. Thus guy will not live to see how his children and grand-children will suffer specially for denying someone his/her justice. Justice delayed-Justice denied.

  11. One man self immolated and died in Tunisia and the whole country erupted and destroyed the man who thought he was above all.
    Cipriano's death in custody could be the awakening Goa needed. Believe me you, as rightly said if we do not fight this case then tomorrow might be you me or anyone from our families.

  14. some time back some cream of goan police were hiding in a casino when press men were to question their presence on casino. their leader IGP kishan kumar told that visit to the casino is like visit to temple or a church.actually the police were searching for venues to sell the confiscated/ seized drugs from the court and if caught they have a answer -the white ants ate the drugs and some was eaten by rats and cockroaches.

    b) some time back when the PSI Gudlur was shown selling drug to dudu's sister, he is presumed to be following orders of his superiors venuu bansal and according to this investigating police this is a prasad that the psi was distributing.

    c) when it is widely known that scarlet was killed by home ministers son , the police to protect their leader (home minister) are after the blood of samson and placildo

    d) when atala drug trade was linked to home minister son roy naik, the police quietly allowed atala to escape India.now that all crucial evidence is destroyed , home minister is saying that it is roy fernandes who is drug dealer.

    e) now when the police have murdered cipriano, and there are witnesses too, the police have brought and created in many investigating agencies just to delay and frustrate the justice seekers.for the police killing cipriano in police station is like killing a mosquito.

    f) fed up with thousand of robberies in margao and the police least bothered to investigate and punish the thieves many people decided not to register police complaint cause it was of no use because the stolen item were shared with the policemen and the policemen were hand in gloves with the thieves.while some people decided to catch the thieves by themselves and cut his head off.this are the thing that people will do when we have such black wolves among our police force and a cruel home minister.

    h) also one police men was acting as a driver along with Nepali to transport drugs to belgaum when he was actually posted for duty a fatorpa zatra.the police men have got so much confidence to do such illegal activities that they will not get caught because their leader the home minister is giving them training to do such activities.

    God only help us and give us mind and intelligence to elect good leaders
