MEDIUM OF INSTRUCTION AT A GLANCE by Pratap Naik

Directorate of Education, Panjim has published two books, namely, List of Recognised Educational Institutions in Goa 2009-2010 and Educational Statistics at a Glance 2009-2010. In these two important and useful books one could get a lot of information regarding the medium of instruction, number of students and data related to the primary schools (Std I to IV) and high schools. In Goa there are 315 Non-Government (private) primary schools.
Out of these 130 are English medium primary schools. Most of them are run by the Hindu community! In these English medium schools 50,272 students are studying. In 46 Non-Government Marathi medium schools 15,512 students are found. Most of these Marathi medium schools are owned by Hindus. Out of the 139 Non-Government Konkani medium schools 127 belong to Christian management, 6 to Hindu management, 1 to the Muslim Community and 5 belong to mixed management (owned by people of different religions). In these Konkani medium schools 61,256 students have enrolled. There are 3 Urdu medium private schools with students’ strength 644.
Out of the 937 Government primary schools in Goa, 887 schools offer Marathi as the medium of instruction! And 61,270 students are studying in these schools. In contrast to this there are only 67 government schools offer Konkani as the medium of instruction! 3,912 students only have enrolled in these schools. In 15 Kannada medium government schools 3,498 students are found. In 24 Urdu medium government schools 2,840 students are studying. There are 4 Hindi medium government schools with 690 students. There is only one Telugu medium Government school in Goa with 52 students. There are no State Government English medium primary schools in Goa. However there are 5 Central Government English medium primary schools with 3,060 students!
From the above statistics one could sum up as follows. There are 135 English medium primary schools in Goa with 80,332 students. In 933 Marathi medium primary schools 76,782 students have enrolled. There are 206 Konkani medium schools with 65,168 students.
Konkani is claimed to be the mother tongue of Goans. If this is true, the question arises why there are 933 Marathi medium primary schools compared to 206 Konkani medium schools. In Goa for the academic year 1994-1995 there were 238 Konkani, 1030 Marathi and 46 English medium primary schools. The highest numbers of Konkani medium primary schools 244 were in the academic year 1995-1996. Since then the number of Marathi and Konkani medium schools have considerably reduced and there is a sharp rise in English medium schools. The growth of reduction is far great for Konkani medium schools. Konkani medium schools so far have survived because of the support of the Church. Christian community was not in favour of Konkani as the medium of instruction. It was forced upon them by the school managements to avail grants to pay the government pay scale to their teachers. In a good number of these so called Konkani medium primary schools, English continues to be the medium of instruction! All the English medium primary schools in Goa are unaided.
In Goa Konkani is the official language of the State. Yet, there is not a single Konkani medium high school (Std V to X)! However, there are 16 Marathi, 6 Kannada and 4 Urdu medium high schools are found in Goa. From these one could conclude that in Goa parents do not prefer Konkani as the medium of instruction. Devanagari protagonists of Konkani have done nothing to promote Konkani as the medium of instruction in the government schools and in Hindu management schools. They want to continue their hegemony over the Christians and Bahujan Samaj of Hindu community by insisting “Mother tongue” as the medium of instruction, without defining what is the “Mother tongue” of Goans. In Goa, common places like bus stands and market places one hears more English, Hindi or Kannada languages compared to Marathi. Except the Bhat community and recent Maharashtrian settlers in Goa, native Goans have learnt Marathi through education. If Marathi could be considered as the regional language of Goa, then English has the greater right to claim as the important and popular regional language in Goa. Those who shout at the top of their voice “Mother tongue” should be the medium of primary education, run most of the Marathi and English medium primary schools and send their children and grand children to these schools! They themselves are the product of Marathi or English medium primary education. They preach to others what they do not practice! Parents and those who love and care for the children of Goa should unite and fight these forces of “Mother tongue” chauvinists and “patriotic” culturists.

    Here comes the proof (887 Marathi govt. schools and only 67 of Konkani) that all these previous and present Government in Goa, all want to destroy Goa by their policy of "No English, Konkani in Marathi script as well as pronunciation, and full steam for Marathi." Their dreams of making Goa part of Maharashtra is still in their minds. If the Opinion Poll was won by Goans then majority of the schools should have been in Konkani and not in total contrast of having almost 15 times more Marathi schools. We need to demand to either shut down these abnormal number of Marathi schools who employ Maharashtrians as teachers; or have equal number of Konkani and English Govt. Schools.

    Well defined Mr. Pratap Naik. These bygots who creates noise in the name of MOI are nothing but mere hypocrates. Like Shashikala Kakodkar, she lost her credibility along with rest of the followers. People don't need their opinion and suggestion, Is MGP is doing anything for the cause of Konkani?. Then why are they concern about it.

  3. This is how Goans are fooled by successive governments by promoting Marathi by the back door. Statehood was given to Goa only on the basis of Konkani language so why is Goa govenment promoting Marathi school primary schools. Is Marathi the mother tongue of Goans ? Can you see the true colours of Digambar. Its saffron. (BJP). Our arseholes Christian Salcette MLA's are supporting him. Chorchill is the biggest trator of modern times. He and his family are out to destroy Goa as long as they can loot. Salcete people please elect educated persons for the next election which is due soon. That's our only hope.

    Regarding our NRI conveyor, As a respectable person and representative being a Goan was a dissapointment to disagree with English a moi, this is the present situation among us how can we achieve a goal if our own brothers do not support. Please inform him to keep silent better than opening his mouth.

F.O.R.C.E, please take note of the Stats our Bab Pratap Naik has just brought forth, if this is truly verifiable, then in the next meeting that F.O.R.C.E conducts these facts have to be shown to the entire Parents / Teachers association and at the same time slapped on the faces of these hypocrites, these facts have to be shown and known to every True Goan, this here is the real Picture, our beloved Government gives more Grants to Marathi Schools then to Schools attended by our Children… Nice… what’s next, they’ll make it Mandatory for every Goan Youth to marry a Maharashtrain?

    Here are some other facts in support of English.
    There are more Books in English on every subject... Literature,Philosophy,science & technology,astronomy,astrology,novels,comics,computer sciences,space techolologies than in Marathi.
    There are more English Films, TV programmes, Documentaries et than in Marathi.
    There are more English speaking people in the world than Marathi.
    There are more well paid jobs for English educated persons than Marathi educated ones all over the world.In comparison to English, Marathi will only exist in .000001% of Jobs around the world.
    All countries in the world have signage in English...train stations,airports,seaports etc.Marathi only exists in Maharastra and a little in Goa.
    There are more computer games ( Nintendo,Playstation,Wi etc in English.I think hardly any exist in Marathi.
    Speaking English improves your social attributes around the world and allows one to intergrate well.Marathi will only do this in Maharastra.
    There are more English Newspapers in India than Marathi.
    The English Dictionary has far more words than a Marathi one (if one exists).
    Theses are just a few advantages of English over Marathi.Marathi is too narrow,English is wider.

    Protagonists of Konkani through the Devanagri script as the medium of instruction in Government aided primary schools seem to be hand in glove with the protagonists of Marathi as the MOI. After all, they share the same platform.

    Further, they claim that they want the mother tongue to be the MOI, but we have aided schools of many tongues. Which of these tongues is the mother tongue of Goans? And if the mother tongue is one, why are four tongues being extended grants-in-aid? Or is it a case of speaking through a forked tongue?

    If, barring Konkani - the mother tongue of Goans, according to me - the other languages, namely, Marathi, Kannada and Urdu, which are also entitled for grants, are "regional languages" of Goa, then the unpatriotic protagonists of "regional languages" as mother tongue, should also accept English as a regional language with equal right for grants. In fact, English should have a greater right to be eligible for grants-in-aid.

    And if the saying that "where there are four Goans there are five opinions" is true, then where there are four Goans, speaking in the "mother tongue" Konkani, Marathi, Kannada and Urdu, there should be five languages, with English added to the other four.

    Konkani in roman script is my demand, my grand parents, my parents and my children have and are reading Konkani in roman script. English is what my parents taught me and alienated me from Marathi.Goa belong to Goans and not Maharashtra we fought during the opinion poll to be separate and that should have been the end of Marathi. Goans need to fight for Goa's needs.
