MYSTERY NON PDA ODP IN REGIONAL PLAN SHOCKS DEAN D CRUZ AND VILLAGERS

TARGET GOA DEC 12: As the worms crawl out from the RP2021 can a new concept of “non-PDA ODP” has emerged as the brain child of the State Level Committee (SLC). It seeks to develop villages that have been the chosen ones of big builders. The piecemeal Regional Plan seemed too good to be true. And it looked like it fooled not just Oscar Rebello, but members of the SLC too. Dean D'Cruz is in shock.
Dr Oscar Rebello actually put his paeans of praise in writing giving undue credit to the Chief Minister when the piecemeal Regional Plan was notified as far as Canacona and Pernem were concerned. Now Dean D’Cruz another task force member says changes were made of which he was unaware. At least Dr Rebello had taken himself off the Task Force, but Dean D’Cruz was an SLC (State Level Committee) member and he claims to be unaware that several villages in Bardez, Tiswadi and Mormugao were included under the Outline Development Plan (ODP).
In Tiswadi villages that have been brought under the non-PDA ODP concept are St Cruz, Merces, Chimbel, Batim, Azossim, Old Goa, Carambolim, Curca-Bambolim-Telaulim.
In Bardez, six major villages, including Reis Magos, Socorro and Salvador do Mundo, have been brought under the Porvorim ODP.
Entire Mormugao taluka looks to be considered ODP in South Goa.
Velsao-Pale-Issorcim, Cortalim-Quelossim and Cansaulim-Cuelim-Arossim (CAC) have all been merged into ODP area.
D’Cruz is reported to have told the media that he did not know that changes would be made to the Regional Plan beyond that which they had discussed earlier. He also said that he signed his endorsement to the Regional Plan of Goa 2021 Release 1 “at the last minute” since the plans were being finalized before that. He said he signed the papers at the Chief Minister’s Press briefing in good faith. He did not know about the non-ODP concept. It was simply not discussed. D’Cruz will bring up the issue at the next meeting of the SLC this week.
Other members like bureaucrat Sanjit Rodrigues and architect Rahul Deshpande are quite firm that nothing can be changed now.  The villagers of Cansaulim Arossim and Cuelin which belong to one panchayat discovered that they had been pulled into the ODP area when they had specifically demanded VP3 status.
The affected villagers said the concept of "non-PDA ODP" is an alien concept and this is the first time anyone has heard of it. Today’s gram sabha will be nothing short of a war meeting. It explains why several big projects have begun work in the villages. The non-PDA ODP must have been the plan all along to allow mega projects to come in by hook or by crook.     Dean D'cruz signing of the papers presented by CM in good faith shows that you are "SEKON BRUT" Are you not reading newspapers,Goans across Goa lost trust in Cowmuth and his corrupt Government and here we have D'cruz still beleiving in criminal Kamat who often change his statements like his undergarments.There is nothing difference between you and those Goans who vote congress chrimidors after receiving few bucks and enjoying free parties.It seems like Dean D'cruz was hypotonized by cowmuth with dinner or lunch parties to sign the Regional Plan documents.

  2. Money is cause of all evil as the saying goes, and in Goa it is digging our own graves. Heard about Israel-Philistine issue? Does it ring any bells. Are we heading in the similar direction? Will we Goans one day end up with no land of ours? Looking at the present trend, it is not difficult to predict that we, Goans, are losing our grip over Goa. For centuries we lived in peace when rest of the world had many big and small conflicts. Now that peace and harmony seems coming to and end. Thanks to the illiterate 40 Scoundrels for taking our destiny in that direction.
