PANJIM: A Division bench of the Supreme Court comprising of Justice Altamas Kabir and Justice Cyriac Joseph today directed that notice be issued to Goa’s Health Minister Mr. Vishwajit Rane in the Special Leave Petition filed by Adv. Aires Rodrigues in the threat to kill case. The Supreme also directed that notice be issued to the Government of Goa.
For the Health Minister Mr. Vishwajit Rane it has been the two court notices this month. The Bombay High Court at Goa on 1st Dec issued notice to the Health Minister Mr. Vishwajit Rane for having blocked the road access of a Senior citizen neighbour at Dona Paula and now the Supreme Court notice in the threat to kill case.
The Supreme Court today heard the petition filed by Adv. Aires Rodrigues challenging the Bombay High Court order which had quashed the charge sheet against Goa's Health Minister Mr. Vishwajit Rane in the threat to kill case.
A Division bench of the Bombay High Court at Goa comprising of Justice A.S. Oka and Justice F.M. Reis on 21st July this year while quashing the charge sheet against Health Minister Mr. Vishwajit Rane had held that an offence under Sec 506 ( threat to kill) of Indian Penal Code was non-cognizable.
Adv. Aires Rodrigues has in his petition before the Supreme Court challenged that decision of the High Court which had held that the Goa government had no powers to issue a notification making Sec 506 cognizable.
Incidentally Sec 506 was made cognizable by a notification issued by the Goa Government in 1973 when Mr. Pratapsingh Rane, father of Mr. Vishwajit Rane was the Law Minister. Over the years hundreds of persons have been charge sheeted and prosecuted under that section.
However when the Old Goa Police charge sheeted Health Minister Mr. Vishwajit Rane under Sec 506, the Goa Government suddenly took a stand that the section is non-cognizable. A controversial proposal was hurriedly moved on 30th June last year by Advocate General of Goa Mr. Subodh Kantak to instruct all Public Prosecutors to withdraw all cases filed by the police under Sec 506 of I.P.C as the section was non-cognizable.
The 73 page charge sheet was filed by the Old Goa Police against Health Minister Mr. Vishwajit under sec 506 of Indian Penal Code for allegedly having threatened on 31st July 2007 to kill Adv. Aires Rodrigues. The Old Goa Police in their charge sheet against Mr. Vishwajit Rane named nine witnesses including his own wife Mrs. Divya Rane.

Taking advantage of an elderly and fragile 70 year old man, in connection with the Compound wall case, is a travesty of humanity.
I hope he (Viswa- shit, will be punished for his actions.

All responsible and right thinking citizens have the liberty to praise as well condemn any deeds committed by their elected representative. In my opinion whenever Aires had rightfully condemned the Health Minister for acts of omission and commission the owner of this blog Mr. Menino de Valpoi had always praised his, so called BABA for his services for needy and neglected. Wake up lest you may lose everything even the entrance to your home in Valpoi as Viswajit has begun constructing compound walls with no accesses.

As moderator you have all the right to accept or reject any or all. But allow truth to prevail and have good journalism ethics. It is nothing personal to feel about. Let me take this opportunity to commend your true spirit for the many works you do thru this blog and the You Tube which I suscribe.To make you known I read all the Goan blogs but seldom make comments. Even Herald publications have many times stopped the "Comments" section for inappropiate language used. And I am not interested in mud slinging which you may have thought.
