PANJIM: Sandesh Chodankar, the suspended police inspector, has in his deposition before the judicial magistrate first class, Ms Shabnam Shaikh, stated that the doctors who conducted post-mortem examination on the body of Cipriano Fernandes, who allegedly died in police custody, had vested interest and their findings were heavily loaded with bias against the police for reasons extraneous to medical science and the records of the case, even as he said that the death of Cipriano was due to “natural” cause.
The suspended police official also stated before the JMFC that Dr Silvano Sapeco, who headed the two-member panel of forensic science department that conducted the post-mortem examination, has gone on changing the version as to the fact and opinion given as expert and that his findings were contrary to other doctors from the Goa Medical College, where the deceased was treated before his death.
Chodankar also stated that other GMC doctors stated that there were no external injuries on the body of Cipriano and that his CT scan report was suggestive of cerebral infarct. He also brought to the notice of the court that a consultant, Dr Ramnath Neurekar, of medicine department stated that it was a case of seizure with acute stroke. He also stated that a doctor from neurosurgery also in his report had ruled out head injuries.
Chodankar also brought to the notice of the judicial magistrate that Dr Sapeco had in his first report stated that all the seven injuries found on the body of the deceased were simple in nature but in his deposition before the Goa Police Complaint Authority stated that injuries number 6 and 7 were individually and collectively fatal in the ordinary course of nature, thereby improvising his earlier stand, which he added amounted to fabrication of false evidence.
He also said that medical records made available to him following his application under RTI Act have revealed that certain papers given to him were manipulated with ulterior motives not only rendering doubt about the genuineness of the hospital records, but also about the transparency and impartiality which was expected in the records submitted to the judicial authorities as evidence.
The police official who has since been suspended has stated in view of the facts mentioned by him the opinion given by Dr Sapeco as to the alleged connection between the injuries and the cause of death was not only unscientific, baseless, erroneous, false and prima facie manipulated but could result into miscarriage of justice.
As regards to the allegations made by Keneth Silveira, he said that they appeared to have been made out of “enmity” following his arrest by the police in a car damaging case.
PI Chondankar is suffering from mental illness. It's upto the DRUGGISTS CHARAS NAIK to give him a strong dose for the hallucination. If the court gives the verdict on his favour then the people of Goa should stone him to death. End of the story.
ReplyDeleteThere was a total lapse in the procedures that needed to be followed in the late hours in which Cipriano was arrested and detained and eventualy tortured to death.There is no two ways about it.If Kenneth Silveira had an enemity as claimed by Chodenkar in his deposition before the Magistrate, what enemity did the female friend have against Chodenkar ? She too has clearly stated that Cipriano was beaten up in police custody while she was sitting outside.Infact she has stated that Ciprinao was being beaten from the time he was loaded on into the vehicle which ultimately was his final journey.

I do not think Goans of all persuasions will fall for this trick.This is a clear curt case of Brutality and murder.
Assuming that Cipriano was to die naturally on that fateful day, chosen by God ,then the Police officer Chodenkar should be responsible and charged for "AGGRAVATED MURDER".Aggravated Murder is the speeding up of death.

I hope all Goans will not allow this murder of Cipriano to be watered down for the benefit of Goa Police those who have been implicated.
The claim that Cipriano died of natural causes as stated by Chodenkar and his accomplices is based on the ever changing verdivt of another well known "Goan Fruitcake" and CLOWN, called Sapeco.Sapeco has made serious mistakes in the death of Scarlett Keeling.IN the morning he has one verdict. In the afternoon another cause and by evening the morning & afternoon verdicts get replaced yet again.I am begining to wonder if Sapeco is some sort of a Bogus Coroner.It seems like this Doctor of death and doom must surely be easily bought for a few Rupees.I wonder if the Morning price of bribery is different from the afternoon and thereafter the evening price.
Another stupid clam by Chodenkar is that Mr Kenneth Slivera developed an enemity over a Traffic offence.
I am sure everyone known that enemity is a prolonged and not short term difference between people.It has a Timeline.
If the Goa Police think that everyone is their enemy, then this is what they have earned by their disgraceful and extremely corrupt behaviour towards the Public in Goa.
It is time that Ravi Naik and his entourage of crooked cops are thrown out or better still jailed.
They are committing serious crimes against humanity.It is not just Goans , but Foreigners and Indian Tourists too that suffer by their corrupt regime.
Every opportunity is a money making opportunity for Goa POLICE.Their assets are disproprtianete to their earnngs.This is a well known fact and I doubt any Goan will dispute it.
It there is a Goan,any Goan, that disputes this fact, let him stand up as a MAN and explain otherwise.
Shame on Goa Police and this madman Chodenkar.He has plainly abetted & aggravated the murder of Cipriano.
To me he is no longer slimy. He is just squealing like a rat who's caught in a trap. Let him do, because all what he squeals is recorded as evidence.
ReplyDeleteIf doctors could make 100 % correct diagnoses with all facilities available in this world; there would be no need for post-postmortems. It is therefore a final diagnoses compared to clinical diagnoses for the judiciary.
An injury to the skin, is always a simple injury unless one is skinned alive. What has happened below the injured skin and deeper inside cannot be seen directly. It can only be inferred through X-rays, etc.; which has a reasonable margin of error.
Cipriano would have not died naturally on that fateful day. There are no medical records of illness that could be serious to cause death. On the contrary, there is medical fitness, along with all possible bodily investigations done by panel of doctors who have certified him FIT to work offshore on shipping vessels.
Let this Gua Pulis realise this time that there is a vast difference between 'A stink' and 'A perfume'.
This tune changes every time, last was when the police tried to blame the hospital staff for mishandling cipriano and causing his death. now he want to square it on Sapeco's wrong prognosis of the cadaver. well this slimy guy is trying to slither away from justice. two people have already witnessed against the police brutality and the ex PI want to show himself as a victim of kenneths revenge. these lame excuses really suck!!!!

Anonymous the VIII ::: There is no doubt in my mind that Cipriano was badly brutalised.I am sure the Police that were involved took great sadistic and voyeuristic pleasure from torturing him.I am sure amongst them all, it was a laughing matter seeing a poor helpless guy Cipriano writhe in extreme pain and agony.And as you stated he was fully fit to be working on a Ship, where a lot of demands are placed on the human body.
ReplyDeleteThe Goa Police are well known to inflict pain on some individuals when arrested.This never comes to the Public`s attention as more often the accused are gagged.They are threatned with dire consequences for themselves and their families if they blurt out the real truth.
Kenneth Silveria was offered Rs50 lacs to distort the truth to save the skins of the Police involved in this henious crime. His refusal to accept this money has now made him an enemy of Mr Chodankar.
Once again I believe Chodankar is now using all the adjectives available in his dictionary and those of his advisors, to save his skin.
Lies after lies is what Gua Police are good for. Politicians and the police should be tied to the bullock cart and whipped to death.
