CUSTODIAL DEATH REPORT SUBMITTED TO THE DIG

PANJIM: Special gazetted officer probing into the procedural lapses by the police in the custodial death of a Non Resident Goan Cipriano Fernandes today submitted the report to North Goa Superintendent of Police Arvind Gawas.  The sealed report was forwarded to the disciplinary authority Deputy Inspector General of Police Ravindra Yadav to decide on any action against the police.
Sources say that the report points out procedural lapses by the Panjim police. There was however no official confirmation on the contents of the report. “We will inform the media soon after DIG examines the report,” police spokesperson Atmaram Deshpande told reporters today evening.
Goa police, last week appointed a senior gazetted officer – DySP Bousette Silva to look into the procedural lapses and whether there was misconduct on the part of the police after Cypriano’s arrest.
Four policemen, including Inspector Sandesh Chodankar, sub inspectors Radesh Ramnathkar and Vijay Chodankar and hawaldar Sandip Shirvaikar have come under the scanner in the case.
The 38-year-old seafarer was on his two-month long vacation at his home town in Goa when he was picked by the Panjim police on January 7 evening.
The NRI was arrested under section 151 CrPC after his woman friend complained against him of threatening her with a knife at her Caranzalem house. Cipriano succumbed on January 9 morning at Goa Medical College and Hospital (GMCH) with family members holding Panjim police responsible for his killing.
They claimed that Cipriano was not taken for medical test after the arrest.
GMCH has meanwhile submitted the final cause of death of Cipriano in a sealed envelop to the Sub Divisional Magistrate (SDM) today evening. SDM Sabaji Shetye however claimed that he did not study the report till late night.
