THREE COPS SUSPENDED FOR CIPRIANO’S CUSTODIAL DEATH

PANJIM: Three police officials, including a senior inspector, were Tuesday suspended following a departmental enquiry into a custodial death involving a non-resident Indian (NRI) chef earlier this month.
Police Inspector Sandesh Chodankar, Sub-Inspector Radesh Ramnathkar and Head Constable Sandip Shirvaikar were suspended after the enquiry found them guilty of 'procedural lapses', a police spokesperson said.
Cipriano Fernandes, 39-year-old chef, died in police custody Jan 7 after being allegedly beaten up by the police, first in a police jeep and then at the police station.
While the police initially claimed that Fernandes had died of natural causes, an autopsy confirmed six severe injuries on his body.  The state government then initiated a probe headed by a gazetted officer into the incident.
Cosme Fernandes, a kin of the dead chef, had refused to claim the body from the government morgue until the guilty policemen were brought to book. - IANS

  1. It appears now that the people of Goa have to fight for their rights without which they will never see justice in the fair/transperant way.
    If it was not for the Voice of the people another soul would have just gone six feet under, and the police would have been carrying on their mission of killing innocent people.
    How come if the police all this time were doing their job and investigation the right way , today they are suspended ?
    To the people of Goa, lets keep the presure on.
    Lets ensure that Cipriano gets due justice.

    It is hight time that Goa Police are taught a good F--K-NG lesson.
    Goa Police today are similar to terrorists.They terrorise and frighten Goan Citizens with dire consequences,when they are at fault.
    This is just one case that has been highlighted.But I can assure everyone , it happens nearly everyday.
    If you are a poor man,you suffer more.You get beaten and trashed to within a a whisker of your life.
    If you happen to be rich,then you get fleeced for all the money you can part with.
    Goa Police also have a tendency to fabricate or make up or as we say "frame up" cases, so as to benefit from monetary rewards (HAFTA).This again happens nearly every day.
    If Goa Police are challenged, then they opt for violent means to acheive their objectives.
    The NSUI President was meeted such a fate.
    Today people like Mr Shetye who has filed a case against Ravi Naik to pass the case to the CBI, has received threats...from 3 higher-up Goa Police.I hope those Police men will also be suspended and better still sacked.
    Goa does not need such "instutionalised Terrorists".That is what the Police Instution is.
    I think Goans are slowly now begining to feel angry with the behavious of Goa Police ,that many of them are now taking matters into their own hands.This happened recently in Colva, where Police were thrashed and their Police van stoned.
    The brave articles here on NIZ GOENKAR are making waves in Goa and empowering citizens to act.
    This is why Goa Police, along with that ugly monkey Ravi Naik, are afraid of Niz GOENKAR.He is panicking and having sleepless nights.Very soon he will have no hair left on his head.And very soon he (Ravi) will be spending a lot of time at the APOLLO Hospital too.
    A FRIEND OF MINE RECENTLY TOLD ME THAT NIZ-GOENKAR has become the TALK OF THE TOWN and is being discussed on the streets, bars and cafes.
    I hope some of the readers and commentators will let us know and relate /describe their expreiences of NIz
    -Goenkar on the streets,bars,and cafes,colleges etc of Goa and the spread of it.
    This would help me understand the penetration of NG in GOA.
    So I hope as many of you will be able to let me know your experiences.

  3. it is about time the citizens of Goa have fight to implement the "will of the people". The GMC along with the police wants to cover up every crime committed against Goans. As I had said before these police should have been suspended soon after the incident. Let's hope justice will be served in this case.
    Also another case seems to have died a death is the "Geeta and her Mother" who were mercilessly beaten by the police and hospitalised, we want to see those perpetrators brought to justice.

    One neighbour tells the other neighbour, I know the police and the politician, I'll call them up and get you beaten, if you act smart. The neighbour tells him so what, I know NZ. End of transmission.
    Not all are fortunate to have the net , the net is not only enough, one needs a computer, the computer is not enough, one needs the knowledge to write, knowledge is not only enough one needs the time, if one loves Goa, then one should have the time.
    The Government offices, be the Police, be the panchayat, Babushes wife thinks she is the QUEEN of Taleigao, be the Mamladar office, be PWD office, each one think they are above the law, without bribe you can't enter or talk. Only RTI with the 10 rupee stamp has worked. (that too requires one or two months)

Seems like coverup to protect criminal cops from murder charges.In Goa Suspension is used to protect the tainted cops instead of punishing as we have seen in many cases who once aam aadmi & press persons memory fadeout these criminal cops could be seen back in action to loot people & indulge in criminal acts as in the case of biggest criminal of Goa Police Jivbha Dalvi & Nerlon.

  6. What about the doctor who gave a false report that Cipriano had no grevious injuries. He should be questioned as to under who's orders he gave a false report. The whole damn system needs to be cleansed. John Pereira

    It is only when people point out and rise, action has been initiated for wrong doing of these criminal Police force. Police dept. suppose to be respective and faithful govt. Institute has become criminal Instituition. The gap between Police and public is widening due to lack of faith in Police.There is wide gap between these two communities. Instead of building good rapo with public these police themselves tries to terrorise and create fear among the masses.
    Cipriano's case may be drop in the ocean. Just imagine if Cipriano was ordinary poor citizen from village anybody would have had courage to raise the issue?. I don't think so. There may be so many such cases among poor Goan's that goes un-reported due to fear and pressure tactic used by these police force.
    This is the reason why Portuguese rule was far better than what we see toaday in every day life. One can imagine these so called self redeem Freedom Frighters where also criminal during Portuguese time and went on to become FF of modern criminal and corrupt Govt. I am sure they are also share holders of loot and bribes.
    Self proclaimed FF If you have courage and gut's come out of hiding and give a lead to fight these corrupt and criminal system.

The criminal Goan police force are known to be used to commit all sorts of atrocities, harrassment against Goans including throwing them out of their homes in the Mining areas, by the real estate and hotel lobbies filing flas charges whetn they oppose illegalities.

    The freedom fighters are a pathetic bunch of jokers who instead of standing up against the crime and corruption are going after piddly stuff and just out to create problems for Goans.

  10. All those who killed Cipriano should be put behind bars. Those who tried to destroy the evidence should also be prosecuted and send to Tihar jail. Why Suspension and leave them free to threathen the witnesses? Shit system in police department. Arrest them and send to jail.
