RAVI NAIK UNDER THE FRIGHT OF LOSING MINISTERIAL BERTH GIVES A NOD TO CBI INVESTIGATION IN POLICE DRUG NEXUS

PANJIM: By a fright of losing his portfolio and power, the Home Minister, Mr Ravi Naik has sought to silence his detractors after turning down all the pressures by the public and the opposition, by giving approval to the file for initiating an enquiry by the Central Bureau of Investigation into the alleged police-drug dealer nexus in the state so as to clear his name into the alleged controversy.
Highly placed sources in the state administration said that the file was cleared by the Home Minister almost three months ago and has been sent to the office of the Chief Minister, Mr Digambar Kamat to be sent to the central authorities. Some people believe that this is a lie and a pretence to scavenge his remaining face up.
According to another highly placed source in the administration, on condition of anonymity said that even lately Ravi did all that he could to avoid CBI enquiry. But of lately he saw the pressure mounting and was afraid of losing his portfolio so decided to go ahead with it. The source also said that most of the evidence must have been erased with the help of the previous investigating officer DSP Chandrakant Salgaonkar.
It is also the whisper of the state that the Chief Minister Digambar Kamat is in hands in glove with the home minister. People are also talking about both of them sharing the spoils of the drug trade. One question asked by the public is will Roy Naik along with the erring policeman will ever be brought to justice? Now at this stage it seems that the CBI can do very little about the case with most of the evidence gone.
The state government would route the file through proper channel to the Union home ministry and after the necessary formalities were completed the CBI was expected to take over the investigations into the case, in which several police officers are allegedly involved, said highly placed sources in the state administration.
The sources further said that Mr Naik was stung by attempts to tarnish his clean image by constant charges against him and his son and wanted to not only clear his name and that of his son but also to set an example that he had nothing to hide.
The Goa bench of the Bombay High Court had on Tuesday issued notices to the state government, and other investigative agencies for alleged lapses into the police-drug dealer nexus probe. The notices were served based on a petition filed by the Congress party’s student wing, the Nationalist Students Union of India, which had sought an enquiry by the CBI.
The issue of drugs came to fore last year after a popular website showed claims by Israeli drug dealer Yaniv Benaim alias Atala, boasting of his links with the state police officers. He was subsequently arrested and after obtaining bail he jumped it but was recently caught in Peru. The state police have since sought his extradition.
Similarly, another drug dealer David Driham alias Dudu, was also caught on tape claiming to have links with the state police following which demands have been made for a CBI enquiry.
Earlier in the day, the Home Minister told the members of the Goa Pradesh Congress Committee, in the presence of All-India Congress Committee general-secretary, Mr B K Hariprasad that some politicians, especially those from the coastal areas (including a few from the Congress party), have been demanding action against him for stopping the “protection money” which they used to collect from the drug dealers in the state.
He claimed that after he took over as Home Minister he has ensured that strict action be taken against those engaged in drug dealing as a result of which the police have been cracking down on drug dealers. And because of this crackdown the earnings of the politicians dried up as the drug dealers could not give them money prompting them to demand his removal.
As regards to alleged involvement of his son (Mr Roy Naik) in the drug trafficking, he denied the charge saying that just because his son’s first name was the same as two other alleged drug dealers, his adversaries have been trying to show involvement of his son to build up pressure on the Congress leadership to seek his removal as Home Minister.
The state police authorities had suspended police sub-inspector, Mr Sunil Gudlar for his alleged involvement in peddling drugs, after receipt of an enquiry report from the deputy superintendent of police (crime branch), Mr Shamba Sawant. Seven other police officials arrested in an earlier case are already under suspension.
Subsequently the government formed a special investigating team to probe the case pertaining to police-drug trafficker nexus. The SIT is headed by Mr Om Prakash Kurtarkar (superintendent of police) and comprises of Mr Mohan Naik, the deputy superintendent of police, and Mr Pravin Vast, police inspector.
Mr Gudlar was caught in a sting operation, which was telecast on local and national channels, done by Ms Ayala, sister of a drug trafficker David Driham alias Dudu, wherein he was seen allegedly selling drugs and demanding money on behalf of his superiors. Mr Gudlar was considered close to Mr Venu Bansal, former SP in-charge of anti-narcotics cell, who has since been transferred out of the state. It has also to be noted that the SIT comprises of the local Police.

  1. What will be left for CBI to investigate the case? Chandrakant Salgaonkar has already sabotaged the case and done away with the evidence as per the directions of Ravi Naik and Digambar Cowmuth.
Whether it is fright or no fright Ravi Naik must be sacked out of the cabinet and even the Cowmuth should be out. Just imagine a 5th class fail Home Minister protecting the drug dealers and has in his own house his son who is a drug dealer out poisoning the children of Goa and creating addicts so that they can go on looting and looting.
Enough is enough all the chors must step down and first and foremost of all Motorcycle Pilot Ravi Naik

  2. The time is up Ravi stand down and face the music, dance to the tune if the honest Goan citizens. You have hidden your sins long enough under the blanket if the CM and have dirtied Goa’s Name. There are other ministers too that have danced to their own tunes; they should now face the music of the citizens of Goa.

  5. How many cases handed to CBI in Goa stand in the court of law? Not even one! The crime branch has already said that the white ants have destroyed the confiscated drugs but does the crime branch have a video footage of the effected area where white ants destroyed the drugs? No! As such when every evidence was destroyed by criminal Chandrankant Salgoankar what for CBI probe is required now! Another question why did it take four months for student group to approach High Court to demand CBI probe into the drugs nexus, it is clear that by now the crime branch wipe out all evidene, they also close the mouth of Sweden model (no news of her for long time) with Gandhi notes (Converted to EURO/USD) as well gave safe passage to Atala to escape and even gave enough time for the arrested cops and other cops involved in drugs nexus to hide their wealth. The Judges, the Police, Goa Journalists, Home Minister, student group are all are hand in gloves to destroy the evidence with regards to drugs nexus. It is understood one of present editor of O Herald is still under the pay roll of drugs mafia. It is also alleged that Justice Britto received huge amount of drugs money to give bail to Ashish Shirodkar which eventually forced the norcotic court to give bail to Atala and rest of cops in that nexus. Remember friend Judge Britto is close man of Chorchill Brothers and Corrupt Congress Party.ONLY ARREST OF CHANDRAKANT SALGOANKAR WILL HELP TO FINISH THIS DRUGS NEXUS IN OUR STATE OTHERWISE IT WILL CONTINUE TILL THE WARFARE STARTED WITHIN THEM TO SHARE THE LOOTS.

This uneducated monkey, Ravi Matka Naik has come up with a new theory. He has stated that his son Roy is not involved in Drugs. He has stated that his son`s name is being mentioned, as there are several other "ROYS" peddling drugs. I now wonder, how many other POLITICANS, have sons called "ROY" and "ROY NAIK". Perhaps when Lucky Farmhouse and ATALA mentioned "SON OF A POLITICIAN"...they were refering to some other Politician. Now who could this other Politician, with a "S.O.B", be called ROY? Here is the excerpt from GOANEWSONLINE::: "As regards to alleged involvement of his son (Mr Roy Naik) in the drug trafficking, he denied the charge saying that just because his son’s first name was the same as two other alleged drug dealers, his adversaries have been trying to show involvement of his son to build up pressure on the Congress leadership to seek his removal as Home Minister." This is a clear cut case of deception by Ravi Naik, which he continously perpetrates and has the blessings of Digu Kamat. I am sure that Atmaran Deshpande and his Police Force,(investigating Niz-Goenkar) must have fallen of their chair laughing out loudly. It seems all drug pushers in Goa must be called Roy and all are sons of Politicians. What a strange co-incidence eh!! What excuse next Ravi Naik? As Home Minister, prove your usefullness and please name and identify the other Roys.Your corrupt and murderous Police Force must know this.Chandrakant Salgaonkar,Ashish Shirodkar must know this Roy.Gudlar also must know this Roy.The Shacks in BAGA, Calangute, Colva(KENTUCKEE) must know this Roy. Why not pass the case to CBI if your son ROY was not involved. You have nothing to fear.

  7. @ N. Fernandes... I know Roy and Ravi will deny everything. I challenge Roy to deny that he didn't snatch Sapna from Sameer Mullah from Ponda when Sameer came to Dubai to work and Sapna was studying in college. When Sameer came to know that Sapna (a khoja girl) was forcibly taken by Roy to a hotel, he lost his head. Tell Roy to deny this!

  8. I do not need to elaborate on the business of a motor cycle pilot has to undertake for this profession. He knows how to transport prostitutes to the prospective client. A sincere and God fearing pilot will never entertained such offensive dealings, he will see that he earns his daily bread through sincere ways. So how are we suppose to believe that this Chor Ravi pilot has any good feelings towards good people? He has been elected to the Assembly through sear luck and pouring all the looted money. His talented mind of prostitution will only linger towards using his ability for collecting more and more money through all the corrupt ways. It is a pity that Goan voters have elected him and promoted him to this stature. He should not have deserve it but money has brought him to this position. They saying goes “like father like son” so his son will also proceed in the similar way, it is nothing new.

  9. Even after so much pressure from the public he had refused to hand over the case to CBI because he was busy cleaning his cupboards. Now that he has cleared the skeletons he has given the NOD just like donkeys do. It is the same sly nod that he used to give the pros and cusms from his mobike seat.

  10. Will someone in the police tell me how the white ants behaved after taking drugs so much that getting addicted they consumed the whole lot? Did they invite their relativews and neighbours for the loot? Balooney! You take us for kids, believing your fairy tales, morons.

  11. GSIC directs DGP to inquire, penalize delinquent cops
    TNN, Jan 24, 2011, 12.35am IST

PANAJI: "Police are the protectors of the society and a shield against evil doers. Their life, like Caeser's wife, should be above suspicion."

Thus spake a recent order of the Goa State Information Commission (GSIC) against Goa police, who seem to be drawing much flak recently.

GSIC has directed the director general of police to conduct an inquiry into who in the police department provided certain documents to senior cops to defend themselves in the State Police Complaints Authority (SPCA) while the same documents were denied to a citizen. The citizen had asked for the documents under the Right to Information Act (RTI).

The GSIC order has directed the DGP to find out "how the documents reached the officers concerned and to fix responsibility for the same and initiate action against the delinquent officer/officials including lodging of FIR and/or be suitably penalized as per law. The inquiry to be completed as early as possible preferably within three months." GSIC has posted the matter for compliance on April 28, 2011.

The order follows an appeal by Joao C Pereira of Acsona, Utorda, Salcete, against SP Mangaldas Dessai of crime branch, Dona Paula. Dessai is also the public information officer (PIO) of crime branch.

Pereira had filed several applications under RTI before the crime branch PIO seeking information, certified copies, inspection of files pertaining to investigation of Cr No. 328/07. Pereira complained that Dessai deliberately denied the information to him on almost every application by invoking certain provisions of the RTI Act. Besides, Dessai said that the report under Section 173 of CrPC is yet to be submitted to the court on Cr No. 327/07, 328/07 and 241/07 respectively. Pereira further complained that Dessai also denied information to his friend who sought information on Cr No. 327/07.

Pereira's contention is that Dessai denied him the information because the accused mentioned in Cr No. 327/07, 328/07 and 241/07 are all police officers viz, DySP S R Golteker, now-retired ASI Mohan Kulkarni, head constable Sarita Parseker, PI Harish Madkaiker and ex-constable Premanand Hamrosker for "serious offences committed by them of forgery, cheating, destroying of records etc to protect the rape accused."

Pereira submitted that he and Natividade Fernandes have filed complaints before SPCA against high ranking police officers involved in preparing enquiry reports and investigations on their complaints. The police officials are Arvind Gawas, then SP headquarters, Shekhar Prabhudessai, then SP(South), Golteker, DySP Deu Banauliker and Madkaikar which are registered in the SPCA "for preparing false, bogus, enquiry, reports and records" and that the trial of the complaint is in progress.

Pereira was "shocked and surprised to see that the documents related to criminal investigation" which were denied to him by Dessai had reached "third parties and the accused police officers" from Dessai's office which is under investigation of Cr No. 327/07, 328/07 and 241/07. The documents were produced by the police officers before SPCA and even exhibited and cross-examined by Pereira.

In his defence, Dessai prayed that the complaint be dismissed and said Pereira was trying to scuttle the process of prosecution and that he had an unblemished track record as a police officer.

GSIC is puzzled over how documents denied to Pereira reached the concerned police officers. In his order, state chief information commissioner M S Keny wrote, "To my mind all this needs proper inquiry. Truth must come out. Faith in police must not be shaken."

Considering that the officers in the dock are seniors, the commissioner has directed the DGP himself to conduct the inquiry.
