CM APPOINTS DySP BOUSETTE SILVA TO PROBE CUSTODIAL DEATH

PANJIM: Following intervention by the Chief Minister, Goa police today appointed an officer of the rank of Deputy Superintendent of Police to probe alleged custodial death of a man last week.
Superintendent of Police (North) Arvind Gawas said that DSP Bousette Silva will investigate the case.
Cypriano Fernandes (39), who worked with merchant navy, was arrested by Panjim police in the first week of this month on the charge of threatening his girlfriend at knife-point.  He died at the Goa Medical College hospital on January 8.
The family members had petitioned Chief Minister Digambar Kamat this week demanding stern action against the police officers responsible for the death. Kamat had sought a report on the matter.
According to his relatives, Cypriano was assaulted by police in the jeep when he was being taken to police station, and later in the police lock-up. – PTI

This Chor Bossuet Silva who was involved in beating up the woman and her daughter in Bicholim is the choice of the CM to investigae this case shows that Criminals are rewarded to assist another criminal. What else can we expect from a corrupt official like Bossuet who is involved in so many crimes in uniform?

    I am from Cuncolim and when this Bossuet was a PSI in Cuncolim, I know one episode related to my cousin brother who is fromt he village of Assolna. My cousin wanted NOC from the Cuncolim Police Station to submit to the American embassy for the purpose of joining the ship that had American affiliation. My cousin had a false complaint of trespassing into a property against him lodged by my maternal uncle due to a property dispute. This PSI had many agents in Assolna and one of them was Selwyn who used to do hafta collection on his behalf. After realizing that my cousin comes from a affordable family, this Bossuet was demanding a bribe of 50,000 rupees to issue that certificate or NOC. He was denied the same for a month until one Dr. Jorson intervened and questioned him with legalities. Next day, the certificate was issued. After sometime, the same officer was caught red handed whilst accepting bribe and suspended. The same chor is now DySP. What a job where criminals and chors are promoted. He was also a womaniser and had several pimps to entertain him.

    This is nothing more than "criminals or a criminal investigating criminals" from the same flock.
    Their Constitution is different from that of the "Common Man".
    The killers of Cipriano,must have already visited Bossuet or sent and emissary with bags of cash or "Ghandis".If cash is short, then bags of Charas (the new currency) will have been promised.
    This inquiry should have been conducted by a civillian or layman.
    However we await the report from this criminal Bossuet.But I think most Goans will have already concluded by now as Diogo Fichardo has done,it wil be watered down .
    Shame &curses on the Corrupt Goa Police and Digamber Kamat.

    To Jovi::::I hear such stories of Corruption amongst the Police each time I am down in Goa.
    It shocks me and worse saddens me.
    When I start to imagine it was me in such a situation,it makes me angry and frustrated.
    Many young boys in Goa wish to Go abroad to help their families due to lack of decent employment in Goa.Many also go to pursue their ambitions and professions, as there are no jobs in Goa they have trained and dedicated their lives for.
    These Goan boys are made to, not only run from Pillar to post, but are made to pay huge sums of money to corrupt agents (Goa POlice Included).
    They have a dilema.Either pay up to fulfill their goals or remain in Goa and go nowhere.
    I am deeply saddened when I see and here these stories first hand.
    It is a tragedy that the Goa Police and the likes of Bossuet want money, even before the person or boys going abroad, has earned a paisa.
    If Mr Bossuet is able to read this comment, I would like him to know his actions have denied food to a struggling mother and her kids.
    I curse the idiot Bossuet.And if Bossuet has children, may they know or learn,that they have grown up from the "Blood & Sweat" of these poor Goan boys and their families.They may laugh now...but the "simple truth" will always follow them till the end of their life.

    For the information on Bicholim case as this same officer is involved, here are the updates from a concerned lawyer but not connected to this case. According to the available fact from very reliable source in Bicholim, the victim Geeta and family were taken to some remote house and personally threathened by Bosuet and another PI who asked them to SHUT completely or else face the consequences, they should not speak even to the lawyers or press. It seems no record is recorded in the station diary on this case except that they attended a complaint by Suman.

  9. Gentlemen, excuse me for my time off for the next two days. I have to re-admit my run-away patient who is now found hitting the keyboard at the internet cafe beside the cardboard box.     PANAJI, India - India's human right watchdog has ordered two police officers who dumped a disabled beggar into a garbage dump in 2009 to pay compensation to the man.

    India's National Human Rights Commission says the officers in the western beach resort state of Goa must pay $1,100 to Shelton Messier, who was dumped at a garbage disposal site on the outskirts of the state capital, Panaji, on a rainy night in June 2009.Messier, who is paralyzed in one leg, was rescued by a lawyer who happened to be passing and heard his cries.

    Later, Messier and the lawyer filed a complaint with the commission against the Goa police.

    The NHRC has judicial powers to oversee any human right violation in India. Its order was made public on Saturday.

  13. Trust this devil douchet to do justice. His terms are lots of money and girls for his pleasure. He been involed in these things in colva police station as well. This filthy creature thinks highly of himself as a capable policeman. shit would be less offensive. more later, Im recollecting.
