PANJIM: The director of civil supplies and consumer affairs, Mr Gurudas Pilernkar has informed that over 80,000 ration cards have been lying unclaimed in the offices of mamlatdars in different talukas of the state.
The director said that they have not taken any decision on declaring their status – whether the cards are bogus or their validity needs to be cancelled. -- as the Supreme Court-imposed deadline for the mamlatdars to check fake cards is October 18.
Mr Pilernkar recalled that on September 28, 2010 a press note was issued in pursuant to the letter dispatched by the Union ministry of consumer affairs, food and public distribution asking all the bogus cardholders to surrender the fake cards forth with, within two weeks of publication of the announcement. The government communiqué warned the bogus cardholders of criminal prosecution.
Stating that so far no fake cards have been received by the mamlatdars, Mr Pilernkar said. “I would be in a better position to tell (about the fake ration cards in Goa) once the detail reports come to me from all the mamlatdars after the deadline expires.”
On August 12, 2010 the Supreme Court issued instructions to all the taluka mamlatdars to check bogus cards by October 14 and submit reports on the status of cards on October 18.
The ration cards which have been lying unclaimed in the offices of mamaltdars may be treated as bogus.
The director said the civil supplies department is authorised to carry out drives to unearth and seize bogus cards from October 18, which entails visits to houses of ration card holders. The department is mandated to file criminal offence against the persons with whom bogus cards are found. But no criminal cases would be filed against those persons who have surrendered fake cards on or before the expiry of the deadline.
In all there are 3.50 lakh cards for the population of 15.70 lakh. Out of this Above Poverty Line cardholders are 329484, Below Poverty Line (12907), Anna Yojana (14517) and Annapurna cardholders are 389.
Giving the breakup of talukawise ration cardholders, the director informed that in Pernem we have 13463 ration cardholders, Bardez (60359), Sattari (11766), Bicholim (21737), Tiswadi (43932), Ponda (34703), Salcete (69707), Mormugao (36187), Canacona (8699), Quepem (16553) and Sanguem (12378). (NT)
I doubt many of these 80,000 cards belong to Goans as many seem to be Bogus.

ReplyDeleteGuys, did you read about full proof security for narkasura, in herald? I wonder if there is such a thing as half proof secutity too, or did they mean FOOL PROOF?
The figure given here seems like fake & fraudelent cards being issued.

The ration card system stinks of corruption.
I wonder how many of these cards were issued to migrants who are non-entitled & do not qualifiy for these cards.
It would be interesting to see how many cards were issued on the authority of MLA`s.
Based on the knowledge from various sources,Mr Chief Minister,Mr Ravi Naik and the MLA of Murmugoa must be top-dogs in authorising these cards to preserve and increase their vote bank and guaranteed election.
Seems like a lot of these migrants ,who applied for these cards,must have returned to their original villages.
I cannot see them coming to Goa (via Konkan Rogues Railways) every now & then to collect their measley portion of a bag of "rice,sugar and wheat".It is not finiancially viable.
The Panchayats must take some blame too as they are the ones who initially register the applications (I am sure), so that they can get more allocation of the basic foods (rice,sugar,wheat)to dish out and eventually pocket the rest.
Let us see what theCivil Service Drive unearths.
But Goans can rest assured...no prosecutions will take place.These are called "save public face" or "appease the public" investigations.
80 thousand cards is not a joke. Definitely these have to be of the migrant ghantis. Our buffaloe Cowmuth, Smuggler Chorchill and Matka bookie Ravi Naik must have ordered the authorities to give them. Matka Naik has filled Ponda with ghantis, Cowmuth has filled them up in Margao and Smuggler has done that in various parts of Salcete.
ReplyDeleteN. Fernandes you are perfectly right about this issue. These must be the cards of the Ghantis returned back to their homeland India and never returned. Like Shyam said they have filled up all the ghantis here. I personally feel that all these three Cowmuth, Matka Bookie alias Motorcycle Pilot and the Smuggler should he hanged to the tree in the Margao Garden and one in the Ponda Bazar

ReplyDeleteTo Shyam Sawant::Salcette has the highes number of applications..69707.They are top of the League.Chorchill must have authorised many as he will need these migrants for the Raheja Project and the Highway expansion.
I am quite sure Chorchill also alows his properties to be used to temporarily house these migrants (during construction) for a hefty (rental)fee.As you must know by now Shyam...Chorchill needs all the money he can get for his trips to Valiankani and to pay the Local Priests to give creedence & to felicitate his daughters entry into Politics.
And as you must know too...Adv.Anacleto Viegas believes all Politicians are "benevolent".I await the day that these Politicians will be "philantrophic".
I admire wild animals...they more often share their kill.However these Wild Goa Politicians selfishly hoarde their loot.
Ration cards are issued by people like Aleixo Sequira, Ranes, Mauvinhos and the alikes for the sake of vote bank. The mentioned names has got a bigger ghanti vote bank based on the ration cards. The king of them all s the Cowmuth.
