PANJIM: Congress candidate Vishwajeet Rane Thursday won the Valpoi legislative assembly by-poll, defeating his Bharatiya Janata Party (BJP) opponent by a margin of over 8,000 votes. Rane, a cabinet minister in the Congress-led coalition government in Goa, got 11,642 votes while BJP's Santosh Haldankar received only 3,237 votes.
The by-poll, held Oct 18, was necessitated after Rane, who was an independent legislator, joined the Congress a couple of months back. Thursday's victory took the Congress tally in the 40-member Goa legislative assembly to 20, while the BJP has 14 legislators, Nationalist Congress Party three legislators, and others three. - IANS

When there are only two parties one has to win. I doubt the all the margin of 8,000 voters had taken any money. As I understand it they just don't like the BJP as it has not ensured Goans of religious harmony.
