MARINA SPORTS PROJECT IN SANCOALE by P. Cruz, Vasco Da Gama

Tycoon from Goa and keen water sports lover, Umaji V Chowgule, MD at Goa Yacht Haven Pvt Ltd. has plans to set up a Marina Sports project in Sancoale with the blessing of the Goa Government. Chowgule, whose family business interests range from mining to brewing the popular Arlem beer in Goa, has proposed a 300-boat marina in Sancoale village, in Mormugao Taluka, southern side/bank of the Zuari River in Goa with an investment of Rs. 100 crore.

Ocean Blue Marinas, which has set up a modern marina for the Mumbai boat show, has 15 projects in Goa, Kochi, Chennai and along the coasts of Maharashtra and Gujarat. It’s already in the process of building one in Goa, where Shroff says permission is the easiest to acquire. They have met the Minister for Sports and the Minister for Tourism (27-06-08 noonsite.htm) who both "says" they are keen to develop marinas, but they did have an audience of yachtsmen. Marina Sports is the one which has speed boat and various types of sports games for the tourist or rich people. It also has facilities like fuel stations, boat servicing, restaurant, beach recreation activities and good rooms or houses.
The area in Sancoale consists of the several Mangroves ( Kantor) all over the coast which helps prevent lot of destruction. According to the law they cannot be destroyed as these mangrove trees are highly productive and economical which also protect the shoreline from erosion and cyclonic conditions. The mangroves are angiosperms, with 45 species in India. They have special characters like viviparous germination, prop or knee roots and salt glands. These trees form a thick forest belt on the deltas, along major estuaries, and fringe the estuarine banks, as well as backwaters. The mangrove swamps are rich in the larvae of many economically important fishes, prawns, crabs and bivalves. These are the most suitable area for feeding, breeding and nursery grounds of these marine organisms and hence important for aquaculture purposes. Even the migrated birds also settled here. The first layer of red mangroves with their flexible branches and tangled roots hanging in the coastal waters absorb the first shock waves. The second layer of tall black mangroves then operates like a wall withstanding much of the sea’s fury. Mangroves in addition absorb more carbon dioxide per unit area than ocean phytoplankton, a critical factor in global warming. The mangroves have long functioned as a storehouse of materials providing food, Medicines, shelter and tools (Refer to “Save Mangroves” & “Why Save Mangroves”- for more information).
The company people try to cut down the mangroves and when the people saw that they stopped them by calling the concern authorities. They have permission and who passed the permission no one is aware (Who is the Authority & how much they received?). In the Regional Plan 2021 these mangroves are not shown and only shown are the mud flats. How the planners (The TCP/MPDA) can miss these mangroves which existed before we were born? What about the CRZ now why this is not applicable? The fisherman over there is also worried as this will take their livelihood or occupation. This area is abundant in fish that the fish will become extinct.
The problem the company had is they do not have access road from the main road (Highway) they tried to make a road from the field but the villagers came forward and stopped the road. The fields belong to communidade and there are tenants. They have NOC from the panchayat to make the road or fill the field with mud or soil. How the permission was granted when the law forbids it? From and from who they received the NOC in the Sancoale Panchayat? Who was the attorney at that time for the communidade? The proposed site is too close to the Archaeological site of the centuries old ruined Church of Our Lady of Health where the Blessed Fr. Jose Vaz wrote his Letter of Bondage to Mother Mary. No such project can be allowed within 100 mts of this holy archaeological site.
The dredging has already been started and also the survey is ongoing as they have received the permission of the concern authorities, I do not know how they received. Dredging can be prohibitively expensive affair and a controversial issue, just like Hotel Leela discovered when the government planned to dredge the river Sal in south Goa. A sustained agitation by the surrounding villagers of Assolna, Cavelossim, Velim, Betul and Ambelim saw the casino ship, which was to operate on river Sal after the dredging of the river bed, was finally towed away to the state capital, Panjim, and the government was forced to drop the controversial plan to dredge the river. The villagers are fighting under Moderator Rev. Fr. Ermito Rebello the priest of Sancoale. They have their committee and members to where some of the names are given below and also can be contacted.
I spoke to Rev. Fr. Ermito Rebello who gave me the brief about the project and the rest was informed by the members and their Convener Mr. Simon Carvalho. According to Mr. Carvalho these people are fighting against the project but the local MLA Mauvin Godhino is not helping them, even the non-goan Sarpanch Mrs. Sharda Rathod is washing her hands. As this property in which the project is coming is controversial, they require permission of Captain of Ports, MPT, PDA, Environmental Department, etc as we have to see how it is done. Mr. Carvalho also pointed out that when the Gram Sabha times comes the local MLA brings all the ghanttis from Zuarinagar and passes the motion by voice. Further each person are paid 1000 rupee note for coming there, the goans are outnumbered by non-goans the simple case. And by the way how they got election rights as they have houses but no house number from panchayat and how their names occupy in the election Rolls this has to be investigated ( I will write a separate article on that afterwards with the help of Mr. Carvalho). Even the youth who come to support the Agitation are neglected by the MLA and no help is given to them. The main problem is that they do not have a good and trustworthy Lawyer who can fight the case which is easily on their side. But who will fight? Who will pay lawyers fees and all the paper work fees? This is the only help required by the Forum.

  1. Thank you P. Cruz for bringing this things to open our eyes. We are with nizgoenkar and will not allow the tycoons and politicians to rape our Goa more. This project is not for the villagers and they will not benefit anything from that. Rise up Goans before everything is destroyed by the goons

  2. Our corrupt politicians have an agenda to strip Goa to its bone, receiving Big haftas are the norm of our Goan politicians, that is the reason they will not voice themselves against the Marina Sports and the destruction of Sancoale. There is a beauty to be treasured in the greenery of that village. I am glad the villages have objected to the filling up of the field and cutting of trees. I too would like to know who in the Sancoale Panchayat gave the NOC ?
There are newly built houses built by Goans in their own properties have been demolished by the authorities for being less than a meter of course. Here we have non-Goans who have no numbers to their houses, but are given ration cards and voting rights. This is the doing of our Corrupt Governments to create vote banks. What will Local MLA Mauvin Godhino do? Nothing to help the Goans except the Vote banks, I doubt he cares for his own religious sites. It's time to get united and kick these Guys out of politics.

  3. We stand together with our brothers and sisters in Sancoale to protect their beautiful village.

To expect anything from that traitor MLA Mauvin Godinho and your Sarpanch Sharda Rathod his chosen favourite is like hitting your heads against stone walls.

Cansaulim village too has seen how Mauvin Godinho is working with evil forces like Aboobakr Shaikh to destroy our village. We have realised that we alone can do what it takes to protect our villages.

Corrupt politicians like Mauvin Godinho have no conscience whatsoever and tehy side with outsiders be it Chowgule or Aboobakr Shaikh!

  4. Mauvin Godinho is well known for pushing various projects that are anti-people. He makes sure he gets his outside vote-banks by giving them free land, fukott Nagars and through his cousin Queeny Nagars that he then uses to attack the wishes of the Goemhars who are fighting to save their villages.

He now is backing the Chowgules to destroy the pristine village of Sancoale.

Please voice your support for the brave villagers of Cansaulim.

Fr. Ermito Rebello we stand with you and your parishioners to protect this beautiful village of Cansaulim from destruction of these greedy and corrupt group!

  5. How can we allow these people destroy our beautiful villages and heritage sites. Even our Archdiocese of Goa on the 16th of January, 2011, celebrateS the 300th year of his death.

We place our beautiful village of Sancoale in his hands and ask that our Blessed Jose Vaz intercedes for all Goans and Goa!

Blessed Jose Vaz, pray for us and for Goa!

It is shocking and downright wrong that the wishes of the villagers at the Gram Sabha are thwarted by the local MLA Mauvin Godinho bringing the outsiders from Zuarinagar and passes the motion by voice. How can he use th Goan tax payers money to this effect, it is shocking to see that these outsiders are each paid 1000 rupee note for coming there, so that the Goans are outnumbered by non-Goans!

  7. I am very happy to see new names on the blog which means there are hundreds of other Niz Goenkars and Goenkans are reading this blog.

I appeal to each and everyone to post your comments so we, NIZ GOENKARS know that you and we all are aware of what is happening in Goa. Let each one of us be the Antonette of Niz Goenkars and pass this message to each and every Goenkars, all over, around the World and create awareness and change the minds of people to Save Goa and not Shave Goa like Churchill did and is still doing. People of the constituency of Mauvin Chor, dump him, show him the door. Let him enjoy the loot from the Electricity Department and other. Dump that migrant Sharda Mishra, send her back to where she comes from.

P Cruz, thanks for the wonderful article, for waking up Goans, Cansaulimcars and me too.

  8. Migrants' Loyal Ambassador (MLA), this Mauvin Godinho, who is pretending to be a true Goan, should be shot point blank. All these 40 corrupt chors and their accomplices have undressed our once beautiful Goa and now they are trying to remove the bra and panties too and rape Goa. They will never be satisfied. When these corrupt monkeys are in full support of the migrants, who will freeze the influx? Taking the tax payers money and adopting the ghanttis for their own gain. Kudos to Mr. P. Cruz for bringing out the article. I hope our concerned officials, if they are true Goans, will open their eyes and scrap this project.

I would like to commend every old & new commentator here for the concern to the environment, they have expressed.Welcome MAHESH,NEERAJ AND AURA.
The more I read about Mauvin Godinho and his band of maurauding & pillaging thieves I get the distinct impression and clarity that he is the "DARK DESTROYER".
It seems like this idiot has got his hands in all sorts of "dirty" projects, which the Local citizens detest and reject and will not benefit from.

There is a saying "there is no smoke without fire.So obviously this idiot must be putting a lot of "effort" for finiancial and property inducements and incentives, for his personal gain.
I do not know a lot about Mauvin. But I am surely learning about all the destruction and chaos he is causing in Cansaulim,Sancole and other neighbouring places.
It seems like he is allergic to and does not like or care for greenery. He instead seems more interested in stones & Concrete jungles.
Similarly he is not interested in Cultured and civilised people...but uncivilised migrants.
The migrants are his "Rs.1000/= Bullets", that he uses to fire at the decent Goan people or legitimate protesters that come his way.
The so called Marina will only benefit the "Super Rich".Most of these will be those 40 Goa thieves called MLA`s "MEMBERS OF THE LOOTING ASSOCIATION" & the rich industrialists and the "bold and beautiful" of Bollywood, Mumbai and Delhi.
The majority of Goans will just be spectators.
Employment will be given to migrants (cheap labour). These migrants will construct little shanties(Nagars)for themselves. These migrants will then name this Nagar as "Mauvin Bab Nagar".
There will be a heavy drain of limited resources...like the currently erratic electricity /water supply.Property prices will increase substantially and beyond the reach of ordinary Goans. Garbage will be a complete nuisance. The sweet smelll of the sea will be turned into the smell of petrol, urine, shit and rotting garbage.Traffic will be congested during peak seasons with not only the boat Owners ...but Inland Indian Tourists coming to see the Marina in hoardes & bus loads. On their way out these Inland Tourists will leave all their plastic and bottles and garbage around along with red Paan spit.
Like DLP has stated...this Mauvin needs to be decimated(silenced for good). The sooner the better for all Goans that care.
    May God help us.

  10. Mr. Mathany, if you have repented for your past actions by the pressure of these chors and still want to fight for our Goa, support us and the people of Sancoale. We are with you and we will fight together against the Fishing Jetty and the Sancoale Marina. If we have support like you and others like you, we can definitely throw out these smartasses in the next elections. Are you with us????

  11. What is wrong with these people? Projects! Projects! Projects! Everywhere I can hear the word Project. Six lane Project, Housing Project, Sancoale Marina Sports project, Railway project etc. to serve whom? First of all let me ask the Donkey Politicians, what is the geographical size of Goa? They should spread the map of India on the table and compare the size of Goa to the rest of the Indian states and than dip their Donkey heads in the toilet and flush. Projects! The Indian plan is to displace Goan people from the decent settlement and create an identical part of India. Destroy the uniqueness of Goa as much as possible with the help of these worthless Politicians.

  12. Yes Da Silva... The Indian Government is jealous about the uniqueness of our Goa, because it was brought about by the Portuguese. Now that India rules, they don't to see us Goans as unique citizens of India but like the ghantiis. What else can we do, when our corrupt monkeys are hand in glove to destroy the identity of Niz Goenkars? But, we will keep on fighting until death do us part. I, for one, know our fight will restore our motherland Goa to its original uniqueness. These corrupt chors who calls themselves the sons of Goa, will not even have a place to burried here. Mark my words.
