MISSING FILE: COMPLAINT FILED AGAINST FORMER UNION LAW MINISTER RAMAKANT KHALAP

PANJIM: A complaint of theft and criminal conspiracy has been today filed by Adv. Aires Rodrigues at the Porvorim Police Station against the controversial Chairman of the Goa Law Commission Mr. Ramakant Khalap.
Along with Mr. Ramakant Khalap the complaint also names Goa Government’s Under Secretary Law Mr. N.P.Signapurker in connection with the missing file pertaining to the formation of the Goa Law Commission headed by Mr. Ramakant Khalap. Mr. Khalap is a former Union Law Minister and also a former Deputy Chief Minister of Goa.
Adv. Aires Rodrigues has in his complaint to the police stated he has reason to suspect that the theft of the file from the Secretariat at Porvorim may have been done by Mr. N.P Signapurker in conspiracy with Mr. Ramakant Khalap, Chairman of the Goa Law Commission.
Adv. Rodrigues has alleged that the file which is missing for over two months was made to disappear to avoid the contents of the file being made public under the RTI Act.
Adv. Rodrigues has in his complaint expressed surprise that the file was not traceable on 20th October 2010, the very day he had sought information under RTI Act about the Goa Law Commission headed by Mr. Ramakant Khalap.
Adv. Rodrigues in his complaint has further stated that it was very apparent that the said file has been dishonestly removed or stolen from the Law department with a view to keep it away from the public gaze, in view of information sought under the RTI Act.
Adv. Rodrigues has stated that committing a theft, and entering into a criminal conspiracy to commit a theft are cognizable offences punishable under Sections 379 and 380 read with Section 120-B of the Indian Penal Code.
Urging the Porvorim police to investigate into the case, Adv. Aires Rodrigues has demanded that the culprits behind the missing file be brought to book and punished in accordance with law.
Adv. Rodrigues has also requested the police to investigate the case on a priority as it concerns a very serious offence pertaining to the theft of a government file

  1. Mr Rodrigues there are many important files in Goa missing today. Birth certificates are non traceable or a non-Goan becomes that person, If one does not pay bribes for any Government work then those files too have gone missing. It's about time these people are brought to book.
