It has been noticed that many schools and colleges collect huge sums of money through donations from parents at admission time, while also charging high fees. This practice is rampant not only in professional colleges like Engineering and Medicine, but of late even in schools at the primary level.
Section 13 of Right To Education Act 2009 states that no school or person should while admitting a child, collect any capitation fees. Yet such instances have been increasing every year, with no one checking on it. It seems that no one has registered any complaint on this issue with the Department of Education. Parents take pride in sending their wards to prestigious schools even if the donation amount is high.
While banning donations, the government should make it mandatory for schools to disclose their fee structure, facilities and other details on their prospectus and website. It is time the Department of Education deals with educational institutions with an iron hand.
I have a doubt that part of the donation collected by educational Institutions should definately go to the Minister of Education and it's subordinates otherwise it would have been different by taking action against these institutions who indulge in taking bribes in the name of donations.
ReplyDeleteNot only that , some parents have too much pride in them by sending their wards to prestigeous city schools even though it is heavy burden on their monthly finacial pattern. I know some parents who's income is just not even enough to carry on months expense and yet children are admitted in high paying private city schools. This is mentality of some our Goan parents, because their neighbour is doing so we should do. This is nothing but a show off pride.
It is no doubt menace but there are many instances where it becomes necessary to raise money because the grants recieved from the Govt are very much inadequate. The criteria followed to give grants is grossly in consistent.
ReplyDeleteStudent at time ranscak the lassrooms break lights fans, and the toilet fixtures , windows, switches. All these have to be constantly replaced.
Another glaring inconsistency in that there are no maintainance grants for vocational students. This is itself an discriminatory. Those institutions having godfathers receive more grants even when they under-perform.
But yes some do make it their bussiness.
That's a good insight bab Willy, our own people have spoilt the system as well...
ReplyDeleteEducation in Goa is another profitable business or else look at the institutions run by Kare's and Timblo's. In Goa, education is for sale to the highest bidder. What else can you expect when we have someone as Education Minister who is totally illiterate? Would you employ someone as your security guard with no limbs? Think! Think! Think! This is the same example of having Monserrate as Education Minister with no basic education. What a joke!!!
ReplyDeleteOur politicians have set a trend of taking money for everything they do, therefore every institute in Goa see nothing wrong in taking money for favors bestored.
ReplyDeleteThis situation of taking Donations has been "agravated" further by our Governments faulty, disastrous, ill planned ,arrogant policies not to fund the English medium schools at primary level, thus giving the so called " Top Schools" to very lucratively run their money making buisness, for sure the Policy makers too have a share in this money.I am glad the parents and the parents alone fought this battle to get the MOI as English and I hope with this in place things will change for the better.
ReplyDeleteGoverment not only be serious about asking of Donation by the schools, But also to be very serious and strick in monitoring or sending the SchooL Inspectors friquently to check the teaching of the teachers in the class Or install cameras ,
ReplyDeleteGoverment must increase or recruit more School Inspectors.
