The Varca residence of Urban Development Minister Joaquim Alemao is the much-sought after place these days. Probable candidates for the ensuing civic polls and their cronies are making a beeline to Alemao’s residence to lobby hard in respect of municipal ward reservations for the OBC and ST communities.
While prospective candidates belonging to the OBC and STs are lobbying for reservation of certain wards for their communities, there are equally others from the general category, who come to impress upon the minister against reservation of certain wards.
That anxiety is writ large on the faces of many a prospective candidate is understandable given that they are unaware of the criteria to be adopted by the government while reserving the wards for the OBC or STs. In fact, candidates, including sitting councillors, who have decided to contest the polls scheduled on October 31, continue to keep their fingers crossed over ward reservation.
Officially, the Urban Development Minister says that ward reservation will be taken up by September end only after receiving reports from the chief officers of municipal bodies on the percentage of OBC and ST population within the jurisdiction of the civic bodies. “The Chief Officers have been issued directions to complete the study and study the report before September end to facilitate the Director of Municipal Administration to reserved the wards for the OBCs and the STs”, Alemao said.
This is the first time that OBCs and STs will enjoy reservations for the municipal elections, the minister and the government in power will hold the key to decide the fate of the ward reservations this time. “This is one reason why the prospective candidates are making a queue to Varca to seek the minister’s blessings on reservation of certain wards”, remarked a source in the know.
The government has already decided to reserve four wards for the OBCs and two for the STs in A class Municipal bodies. In the case of B class Civic bodies, two OBCs wards and one ST will be reserved for the ensuing polls.
