NOTICE TO THE POLICE FROM SPCA IN RE CUSTODIAL DEATH OF CIPRIANO

PANJIM: The State Police Complaints Authority (SPCA) on Thursday took suo moto cognizance of newspaper reports alleging custodial death of Moira resident Cipriano Fernandes in Panjim police station and issued a notice to SP (north) Arvind Gawas to respond in the matter by Monday.
An SPCA official said, "We have taken suo moto cognizance of newspaper reports and issued notice to the SP."
Meanwhile, sources said that under pressure from the family and NGO Utt Goenkara demanding a judicial probe, the police brass asked Gawas to appoint a gazetted officer to inquire into the matter. Gawas has asked Panjim SDPO Deu Banaulikar to look into the departmental and procedural lapses that led to the allegation of custodial death of Cipriano.

  1. Strange as it sounds ONLY due to "pressure" and Public outcry the SPCA took cognizance of this Custodial Death In police custody. Why does a Citizen have to beg for Justice? Is justice only meant for the affluent few or for those who have the money to buy it???
    The clip of Cipriano which is on you tube clearly shows all evidence to his custodial death.The complainant her self has said it LOUD & CLEAR that Cipriano was beaten while she was made to sit in the waiting room (Thats when the innocent soul was butchered to death). Claims by the police that he had fits is a Cover up. Working on the Cruise ship myself I know how the Medical screening works.If Cipriano was a sick patient there was no way in his wildest dreams that he would have ever worked on a Passenger liner as a chef.Cruise liners have a strict medical code.
    I have no good wishes for those who are responsible for his death and even to the girl who lodged the Police complain ( you are a share holder to Cipriano's demise, you will carry the guilt for the rest of your life)May for generations your families be doomed.
    May Ciprian's soul haunt those responsible in his untimely death UNTILL it GETS DUE JUSTICE.
    PLEASE people of Moira do not give up the fight. PLEASE keep going to get justice for Ciprianos Tortured soul.

    These police must be charged with third degree murder.
    They pre-planned to officially kill him. That is why they illegally went to a house without a Court warrant at an hour past sunset. Arrested him without a warrant, assaulted him in full public view. Robbed him of his valuables and possession.
    Possibly tried to extract more money, didn't work out, then panicked. Tried to cover up, by saying he got fits, and took to hospital.
    THE DEAD DO NOT LIE!

  3. It takes a lot to get the attention of the SPCA, a healthy person is dead and they still did not wake up. There is no accountability for the police or the ministers in goa. They think they are above the law. Human rights make no sense to them, infact never did. No action has been initiated against any criminal police, despite their abundance of arrogance, which futher emboldens them to commit atrocities. They should be dismissed from service, convicted for crimes and sentenced to long jail terms. Only then can goans be safe from these lumpen goa police. To catch a criminal or carry out an investigation, oh no, dont ask, they lack these skills and simply fudge them. why they cant even catch the drug pushers in their own department! They are nothing but parasites feeding on the weak in society. The family of Cipriano, as also the mother & daughter duo also victims of police brutalities should get justice.
