RTI REVEALS: WITH 3 CHARGESHEETS RAMAKANT KHALAP APPOINTED HEAD OF GOA LAW COMMISSION.

PANJIM: Information obtained under the Right to Information Act has now revealed that on 20th January 2009, the day former Union Law Minister, Mr. Ramakant Khalap was appointed as the Chairman of the Goa Law Commission, there were 3 bank corruption related charge sheets pending against him.

Information furnished to Adv. Aires Rodrigues under the RTI Act by Under Secretary Home, Mr.V.P.Dangui has revealed that the 3 charge-sheets were filed against Ramakant Khalap and others under Sections 409, 465, 418, 420 read with sections 109 and 120-B of the Indian Penal Code, pertaining to the intention to defraud and causing loss of crores of rupees to the Mapusa Urban Cooperative Bank of Goa.
A copy of the file notings furnished to Adv. Aires Rodrigues also reveals that the State Government by an application dated 17th April 2007 had tried to withdraw the cases against Mr.Ramakant Khalap and others. However, the Trial Court dismissed the government application by an order dated 26th June 2007.
The notings further show that the government later preferred an appeal before the Sessions Court. But the Sessions Court also by an order dated 16th November 2007 declined to allow withdrawal of cases against Mr.Ramakant Khalap and others stating that the Special Public Prosecutor had failed to satisfy the court that the withdrawal of the cases was in public interest.
The notings also show that later in view of the advice given by Advocate General Mr. Subodh Kantak it was decided to move the High Court to seek withdrawal of the cases against Mr. Ramakant Khalap and others.
On 8th August 2008 the file was sent to Advocate General Mr. Subodh Kantak to move the High Court against the decision of the Sessions Court refusing to allow the government to withdraw the cases against Mr. Ramakant Khalap and others
The file notings however strangely show that the file was returned by the Advocate General only on 20th Dec 2010 after over two years stating that on a petition filed by Mr. Ramakant Khalap and others themselves, the High Court by a judgment dated 28th July 2009 had allowed the petition filed by Mr.Ramakant Khalap and others seeking the government withdrawal of the cases filed against them.
Adv. Aires Rodrigues has today stated that it was very clear from the records that on 20th January 2009 when Mr. Ramakant Khalap was appointed Chairman of the Goa Law Commission, he had 3 corruption related charge sheets pending against him under Section 420 of IPC amongst other sections.
Adv. Rodrigues has expressed surprise that when the government acts so meticulously to check the background of even a peon being appointed by the government, it chose to turn a blind eye while appointing a person charge sheeted in three corruption related cases to a very high position as Chairman of the Goa Law Commission.
Adv. Rodrigues has stated that it was now very clear that the appointment of Mr. Ramakant Khalap was devoid of merits, against laid down procedures and protocol but out of political compulsions to rehabilitate Mr. Ramakant Khalap with cabinet status by appointing him as Chairman of the Goa Law Commission.

I have wrote before how this Marathiwado betrayed MGP and joined Congress to save himself from cases pertaining to Mapusa Urban Bank.Congress is house of criminals,a roof of protection for criminals.Wakeup Goans who are blindly voting the wicked hand of Congress before they start digging graves for Goans to entertain non-Goans.
    Aires find out who was the bloody Judge of High Court who entertain the petition of Khalap & rest to withdraw corruption cases against themselve.Is this not mockery of justice on part of criminal Judge?

    Ramakant Khalap is the biggest dog of Marathwaddas. He wanted Marathi as the official Language of Goa and he supported the traitor Bandodkar for the merger of Goa with Maharashtra. I remember very well he used to actively take part in making a propaganda that Goa would get everything it needs if merged with Maharashtra
