REFUSAL OF CIPRIANO’S FAMILY TO TAKE CUSTODY OF BODY WITHOUT JUDICAIL ENQUIRY

PANJIM: Family members of Cipriano Fernandes, who allegedly died in judicial custody, have refused to take possession of his body, even as they submitted a memorandum on Wednesday to the chief minister and chief secretary calling for a judicial inquiry into the whole episode.
In the memorandum submitted today with the help of NGO Utt Goenkara, the grieving members made it very clear that they will not touch the body till justice is done.
In a memorandum submitted to Chief Minister Digambar Kamat and Chief Secretary Sanjay Srivastava, the local activist group has demanded judicial enquiry into the mysterious death of the 39-year-old Non-Resident Indian (NRI), who allegedly died in police custody on January 8.
The activists have also demanded suspension of the of the police personals, who had manhandled the deceased till the inquiry about death in custody is complete.  “We demand that the police officer concerned Sandesh Chodankar should identify those police personnel involved in the incident,” the memorandum reads.
The activists, however, could not meet the chief secretary. A meeting has been fixed with Srivastava on January 14 over the issue. Similarly, the activists would also meet Home Minister Ravi Naik over the issue.
“The eye witness (a lady friend of Cipriano) had informed us, that Cipriano was badly beaten up in the police car, when he was picked up from Porvorim on January 7 and again he was physically assaulted in police custody with a third degree treatment during the same night,” the memorandum reads.
The state police, however, claimed that he died due to fits. The activists also asked government to carry out second post-mortem of the deceased by the medical board.  “The relatives have informed us that the deceased was neither suffering from fits nor he was suffering from any illness in the recent times,” the activists said.
Cirpriano was a chef working on board an ocean-liner, a popular vocation for several hundred seafaring Goans. According to police records Cipriano was picked up after he allegedly threatened a lady friend, who had complained to the police.
“Death in police custody is a serious criminal offence which cannot be condoned at any stretch of imagination and it’s a serious blot on the state and the civil society,” the organisation said.

  1. IT is pure Murder by men in uniform. If Cipriano did die of fits, it is due to vicious blows to the brain. It is doubtful to see the CM taking any action in this or any other matter concerning Goan Citizens.
    It will be a whitewash.

  2. My sincere symphaties to the Cipriano Family. To the Female friend who lodged the complain you do have a share in this demise as well. Sitting on the bench and listening to the torture going on is not justifiable.
    To the residents of Moira and all the Citizens of GOA I appeal to you to fight for Justice. I may not know Cipriano but thats beside the point. Today its him tomorrow it could be one of Us. Justice needs to be given to his tortured /Butchered soul. May he rest in peace.
    PLEASE keep the motion going on. These Police Bastards need to be dealt with. Corruption is their sole motto.

  3. My sincere wishes and condolence to the bereaved family of Cipriano.I hope that you will keep the pressure on the Govt by not taking the body of your beloved for its final rites. PLEASE mount the pressure on the CORRUPT/CRIMINAL govt we have today.
    They will give all lame reasons to close the case.
    Shame and disgrace to the entire system if they cannot get this case investigated. In the first case for the police to allege that Ciprian was suffering from fits is a TOTAL lie and a COVER UP. For anyone to get on to a cruise ship Medical is a must and anyone with this type of illness will NEVER/EVER be taken on board.Its not like in Goa where you can pay the Doctor to get a clean certificate of health.The police are trying to cover up for the Criminal act which today has taken away an innocent soul. The Govt needs to get to the bottom and investigate this death which is a Custodial death and no way a natural death if seen from the clip aired all over the world. God Bless the family and the soul of the Deceased.

  4. @ Renoir, thanks for the touching message to the family and to all Goans. I weep on this blog every single day seeing why the same or similar things are happening in Goa. Goa Police are trained criminals, ungrateful bastards and if one happen to know the unreported events of police brutality on innocent and helpless people, one would cry. A few months ago, I happened to meet one of my od classmate who was in a weeping state. As I enquired, I was told that her husband was brought to the police station at midnight based on a complaint from one builder who has encroached their road. And the police were not allowing her to speak to her husband or let her leave the police station. As I intervened and asked questions, I was told that they are awaiting the arrival of their "SIR' PI who instructed them to detain and keep him. I asked for the station diary to look into it, there was no mention of his arrest or detainment anywhere. I was furious and started my fury on them. In two minutes time, they contacted their "Saib" who in turn must have told them something and let them go. This is the state of the Terrorist Police of Goa. They also asked them to come and meet the SAIB in the afternoon to which I advised them not to until a summoun issued. Nothing happened that day, the next day, I myself lodged a complaint on their behalf for illegal confinement, in a few days, I was sent a letter that after enquiry, it was found tht this couple were never detained. Mockery of ass Law by the criminals in uniform!!!

  6. Is this democracy and liberation the freedom fighters gave us ? Where is Nagesh Karmali hiding ? Has he become dumb, deaf and blind ? If the Portuguese were to do this, B****rd Karmali would have been dead by now. My sympathies to the breveared family. May God give you'll courage to bear this loss. Yet again a death of NIZ GOENKAR. How many more to die for Goa's liberation?

    I fully agree with everything all commentators have said.
    This is nothing short of a "COLD BLOODED" murder of Cipriano.This is brutality of the most henious nature conducted by the boys in Khaki-The Goa Police.
    It is truly shocking that when any Goan Citizen is arrestd nowadays, many are inhumanely brutalised.
    I recently also saw a video clip of a mentally disturbed man in Margao (see youtube).He too was brutalised, kicked, punched and thrown into the back of a van as if if was inhuman.This poor elderly man, suffering from mental illness, "should not" have been treated like this in a caring & civilized society.
    The bystanders did nothing either.But I understand if they did , the Police would in turn brutalise them.
    Many of you may recall a poor , disabled beggar, who was dumped on a garbage heap by the Police in Panjim.
    This sort of behaviour by the Goa Police is conducted on a daily basis.Many stories of other sufferers are not told out of fear of dire reprisals from the Police.
    The case in Bicholim recently, where a woman was beaten black & blue, over a property dispute, by Bossuet is quite similar.
    The residents of Bicholim do not wish to speak to anyone, including reporters, due to fear of reprisals from the Police.This act is called "GAGGING".This is not acceptable in a Democracy.
    Sometimes many in Goa must feel we are Democratic on paper, but in truth & in reality, we actually live, in a Dictatorship.
    The blame for this lies on the doorsteps of the Notorious Goa Police and the 40 "merchants" of loot & profit, for themselves & their families, that parade themselves at the Goa Legislature.
    Mr D Kamat has asked for a report.But even before he makes any public announcement & decision, one can be assured that he will protect the evil forces, that he is in charge of and those that protect his evils too.
    Kamat has no brinkmanship and is certainly no Statesman.
    At the earliest sign of trouble,and when Goa needs him to take a stand, he is on a flight and day trip to New Delhi.....with yet another of his silly excuses...."I am on important business".
    Kamat is no statesman of Goa...instead, he is the Goan BEGGING BOY that gets his alms & advice from New Delhi.That is where Goa is ruled from ...the Goa Desks....by non-goans.

    As a person who has seen Cipriano grow up in Moira, I categorically say that he has been grieviously assaulted in custody by the police resulting in his sad demise. Cipriano was not without faults but to have been done to death is something that I or my party shall not condone. Full and proper judicial inquiry is hereby demanded so that the culprits, in this case the police, must be brought to book. I am in touch with Mr. Shetye, the Deputy Collector of Panjim who is investigating. I refute the statement given by the Superintendent of Police, North, Mr. Arvind Gawas. The fits that Cipriano allegedly suffered is sole due to the severe torture and beating. I have known/seen Cipriano moving with a lot of cash on his person. The cash is missing and upto Rs. 40,000/- will have to be accounted for by the police which c9d83cash was on his person during the fracass.

  10. I remember once the CID department raided one Matka bookie from Massordem Valpoi, Gurudas Gawas who runs a carrom shop in the premises of the Church shops of Valpoi. The police personnel snatched Rs. 4000/- from his pocket and never showed them on the panchanama and I am a witness to this as I saw this with my own eyes. Only thing is I do not know the names of the policeman. They had come from Panaji.

    To GUTU::: This again is another well known type of crime The Goa Police commit.
    Just yesterday I read on another comment here how the Goa Police, demand HAFTA and free omlettes from the GADAWLLAS.
    Many of these Omlette sellers (and other hawkers too) are uneducated.
    They eek & sweat out a living, to put food and basic neccessities on the table, for their poor wives and children.
    These Poor Gadawallas do not understand their full basic human and Democratic rights.
    Many times there is no one to defend them.
    When they see the Police adn in fear they see it as a "MASTER" & "SERVANT" relationship.
    IN actual truth in all civilized societies, the Police are paid by the taxpayers or Public exchequer to serve the public. They (The POLICE) when in uniform, are the SERVANTS of the GENERAL public.
    However in Goa today,AND WITH THE EXPRESS BLESSINGS OF THAT UNEDUCATED CHIMPANZEE looklike Ravi Naik, and his Goa State circus Chief (or thief) Trainer, Digu KAMAT,the democratic and true roles of Goa Police,are reversed.
    During my trips to Goa, I have seen the "high handedness" of Goa Police.
    Sitting in their publicly funded Jeeps, they roam around Goa,like sunglass wearing bandits & thugs in Sierra Leonne and other parts of AFRICA.
    When one compares Goa Police to modern Police forces around the world, they look like fattened big bellied or pregnant Goan PIGS, about to deliver a litter.

    This is tantamount to the Goa Police stealing food from the table of the wife and children of this poor Gaddawalla, who works hard to feed his family.

  16. This is cold blood murder! An man is put to death all because of a problem with his girlfriend. Child rapist are aquitted, hardened criminals slip away from police custody , murders and smugglers are law makers, and here we have a poor guy who had no criminal background put to death. And who are these thugs in uniform trying to fool,Cipriano Fernandes was a seaman, he would never be working on board should he ever had a serious health concern.

  17. Saw the brutual beating in the video and just was sick to my stomach to see how our Goa police have become a law unto themselves. This is worse than what we hear happening in some fascist regimes. The Home Ministry is answerable for the actions of the Goa Police along with the Goa Government. They are answerable to the people for all their actions.

We (Goans) need to save Goa from the 40 Top criminals who should be Killed (Shot at First sight)Goans Collectively need to give Supari and get a couple of the 40 top Guys shot dead THEN YOU SEE THE DIFFERENCE.....the remaining 38 will be shitting Bricks in their pants.I am a very practical person(You can call me what ever u may like to) nothing is going to happen lets get to reality some one has to take Law in their own hands and then only could there be a difference.   20. I agree with Maggi. One gets sick to watch the police brutality. I the Indian leaders go on foreign visits with high noses boasting about Indias democracy an progress. However will this country ever live on example? India only copies and competes with the west in unnessary technology, high end games and wateful events that never benifits the poor and middle class. In the west a mentally infirmed person will be treated with compassion if he / she was causing a public nusance, a minor complaints like this will be sorted in a civil decent mannor and in case of threats a restrain order will be issued. In fact most times criminals find comfort with the police and turn in them selves as they know that they will not be brutalised. When will they ever learn.
