PANJIM: After the recent controversory of setting up a Private trust to form an International Arbitration Centre in Goa, former Union Law Minister and current Chairman of the Goa Law Commission Mr. Ramakant Khalap now finds himself embroiled in an alleged major land scam.
Former Union Law Minister Mr. Ramakant Khalap has today been accused by Adv. Aires Rodrigues of misusing his position as Chairman of Goa Law Commission to facilitate his son to grab prime land belonging to the Comunidade of Assagao.
The Comunidades of Goa are a unique and age-old collective pattern of land-ownership.
Adv. Aires Rodrigues has alleged that the Goa Law Commission Chairman’s youngest son Mr. Ashwin Khalap was using his father’s position and political clout to construct on an agricultural tenanted land belonging to the Comunidade of Assagao.
Adv. Rodrigues has stated that the current construction is on a plot of land a comunidade tenant Mr. Mahadev Sitaram Simepuruskar illegally and fraudulently transferred to Mr. Ashwin Khalap.
Adv. Rodrigues has stated that the construction which is currently underway in part of survey No 158/8 is proposed to be extended to the entire survey No.
Adv. Rodrigues has alleged that Mr. Ashwin Khalap was planning to illegally grab a total of over 15, 000 sq metres belonging to Assagao Comunidade.
Adv. Rodrigues has also alleged that Mr. Khalap’s project which has started with the construction of the proposed seven luxurious villas is projected to end up as a five star resort.
Adv. Rodrigues has stated that agricultural tenanted Comunidade land cannot be transferred as there is a prohibition imposed by the Goa Land Use Regulation Act and the Goa Agricultural Tenancy act. Adv. Rodrigues has further stated that the agricultural land being used for non agricultural use is also not allowed and prohibited by law.
Adv. Rodrigues has stated that it was an irony that Mr. Ramakant Khalap who was publicly professing to amend Goa’s land laws to benefit the State had himself privately conspired to help his son illegally grab prime Comunidade land. Adv. Rodrigues has demanded that the authorities immediately initiate action under Article 371 of the Code of Comunidade to summarily evict Mr. Ashwin Khalap from the Assagao Comunidade land bearing survey no 158/8 and has also demanded that the development activity be stopped forthwith.
Adv. Rodrigues has also demanded a thorough probe into this entire land scam involving illegal transfer of comunidade land and that those involved be punished in accordance with law.
After looting Mapusa-Urban bank this marathiwada joined Congress to save himself from prosecuation as well to indulge in illegal activities.Aires don't leave this bastard easily see that he along with his entire family lands up to the place they belong that is "Aguada Jail".

I say child here, as it is their futures that are also being decimated.
While Goans are struggling on a daily basis, these evil men + women (like Jenifer Monseratte /Mummy/Nelly/Valanka etc? are busy stealing / looting / plundering.
Recently another Excise official was investigated by the CBI and has now been charged for obtaining or having dis-proportionate assets.Earning just 1.4 lakhs salary per year , he has managed to accquire over Rs80+ lakhs in just 3 years.How?????
In addition he has purchased properties / Flats in his wifes name and expensive 4 wheel drive cars and trailers.
Mr Kamat is unlikely to condemn such activity.He will purely state "let the legal process take it`s due course.Sure Mr Digu Kamat can make a statement without reference to this case, condemning such actions and assuring to take stern action.
However I think D Kamat is more interested in preparing his speeches for opening ceremonies.
Crimes of such a nature in the USA and UK and even China are condemned by the Prime Minister /Presidents.The Chinese would have executed such evil individuals.
I sometimes ask my self...Is Digamber Kamat of any use as a Chief Minister or is he, purely a puppet of the Congress Party.?
MY best instinct leads me to think that, Kamat too is corrupt and in the bargain protects such people.Birds of the feather flock together.
I am wondering when the Freedom Fighters, such as Naguesh Karmaili and supporters of these FF`s like Yogesh Marathe ( who objected to commentators here criticising and showing disrespect to the FF`s),will begin to "PURIFY " Goa of such evil men & women.
The Portuguese no longer rule Goa and so do not need to be told or held accountable for this.
But the FF`s must be told (50 horrible years later)that their actions have led to this and their "non action" and silence,makes no contribution at all.
So at this point all I can deduce is that The Freedom Fighters and a supporter of theirs Yogesh Marathe can only bark at wooden sailing ships and are impotent and frigid at everything else.
This is another chor from the North. He is the crumb eater of traitor Bandodkar. Not only his son but also his daughter’s in-laws have done the same thing by grabbing land from one the the neighbour who were residing in Bombay. When the house collapsed they built the boundary wall and claim that it is their property. This poor family ran from pillar to pillar, but no justice was reinstated to them?

I wish would give them the justice they would give them in China, as they are destroying the interests of our people. These rouges are actually traitors, and like in any 'democracy' the price for treason is death!!! When will our people say 'Enough is Enough? Only 'Special Status' can save us.
