TROUBLE REARING UP FOR PANJIM POLICE FOR CUSTODIAL DEATH

PANJIM: Panjim police personnel could find themselves in some serious trouble if charges of custodial death of Moira resident Cipriano Fernandes made by his friends and NGO Utt Goenkara are proven.
Jatin Naik of Utt Goenkara alleged that Fernandes, 38, was arrested by Panjim police at Porvorim from his aunt's residence on January 7, 2011 at around 10pm. "Police informed Cipriano's cousin the next day at 3pm that he was arrested. Later at 7pm, the cousin was told that Cipriano has been released and admitted to Goa Medical College (GMC) as he was suffering from fits (convulsions). Then again, he was informed by police at 9pm on January 9 that Cipriano died at 5pm on that day. He was asked to collect the dead body," Naik said.
Panjim PI Sandesh Chodankar said he cannot comment on the matter as it is being inquired into by the sub-divisional magistrate (SDM). "We have requested the SDM to inquire into the case. Therefore, it will not be appropriate to comment on the matter," Chodankar said. SDM Sabaji Shetye said, "We have started an inquiry into the case. Postmortem of the body has been conducted by GMC. The report of the postmortem has been reserved until we get the report of pathology and viscera. While the pathology tests will be conducted by GMC, the viscera has been sent outside Goa for tests," Shetye said. Fernandes' friend Oswald Cordeiro said, "Cipriano was working on a cruise boat and was to leave Goa on January 19 to join work. He and his girlfriend had some altercation and he was arrested over it by the police from his aunt's place in Porvorim. He was beaten up in the jeep itself while being taken to the police station and police did not allow him to be treated when he requested. The next day his cousin went to pick him up at the police station but he was told that the investigating officer was not present. (TNN)

  1. Usual Police brutality as I mentioned earlier, some of the Gua Pulis personnels are criminals in uniform. The whole police force of Goa should be shunted out or removed and effecient officers with calibre should be recruited. Along with Robbery Naik, the HM, the Gua Pulis are also highly corrupt like their master. Gua Pulis are drug dealers and what not.

  2. Few days ago the police beat up two women to near death, now they actually beat up another person to death. Great news for Goans we now have killers in police uniform. What next mass murder of Goans by men in uniforms?

  3. All our Law Minister and LAW officers do is start an enquiry. Is there any result? NO. The reason being the very people who intiate the enquiry are nothing but a bunch of drug dealers/criminals/crooks themselves.
    The death of Ciprinao is an eye opener (there sure have been so many eyeopeners for us anyway) on the brutality the police use.
    PLEASE lets keep this pressure on. Lets not let it die dowm untill the police who BUTCHERED Cipriano to death are made to pay the price.

The continuation of Great gambler cum motorcycle Pilot as Home Minister of Goa is most dangerous.How can SP Arwind Gawas say that this is not a "custody death" when the medical report nor of that Magistrate not yet received? His statement shows that he is protecting the criminals in Police Uniforms.Once the doctor report is confirmed his death due to Police brutalites,SP Arwind Gawas should also suspended and booked as accomply of this crime for his childess and criminal statement.When he was incharge of Cuncolim Police Station as Sub-Inspector Arwind Gawas was acting like criminal by forcefully looting aam aadmi.

  5. I beg with every reader of this article to pen a few lines against Police brutality and show solidarity with the victims. It could be you, me or any of our family members tomorrow. This is a sad event. Death in the hands of the police with their brutality. They should be arrested and given to the International Criminal Court to investigate and prosecute these criminals in police uniform.

    Arvind Gawas is the nephew of a Police Constable and if I am not mistaken his father also was a police constable just like Mahesh Gaonkar was the son of GOBER a police constable. Arvind is an unheard corrupt image of police department, a womaniser. He as a PSI had been on a rampage of looting. In Cuncolim he was getting everything free including prostitutes.

  8. Why not skin this Arvind Gawas first? Suspend him first and then conduct the inquiry. The name ARWIND GAWAS itself shows that he is a KURWADDI from a remote area. We have all rubbish people who joined the police department by bribing their way and the result is as seen today custodial deaths. But I do not think anyone should press this case. Has anyone heard any policeman punished for their crimes none Nerlon Albuquerqe is back on duty after dismissal. People and NGO's do not bang your head against the stone it will hurt you. The only thing is Goans should kill these policeman when they retire

Another Goon cum criminal in Police Uniform is missing in action for a long time that is DYSP Govekar, a terror in the eyes of public.Arwind and Govekar use to loot,harass,close criminal cases while they were working in S.Goa.The people of North Goa should teach a fitting lesson to this first class Bastard of Goa Police by cutting his balls.Most probably the PI & other involved in the custody death of Cipriano must have hand over hefty hafta to criminal Arwin Gawas to save them from this crime.These criminals will even buy Doctors and SDM Sabaji Shetye who is corrupt.This same Shetye use to take bribes from couples willing to marry urgently when he was heading Civil Registrate Office of Mapusa so what one expect from this criminal Magistrate.Give Gandhi Notes and shut the mouths is the policy of present bureaucrates.

DYSP Goverkar when heading the Verna Police Station closed a murder case of one Jose from Dignem-Verna as suicide case.He was murdered by his brothers and one of them is a priest in the middle of night due to constant trouble by the victim who was habitual alcholic.DYSP CHOR GOVEKAR still today don't have answer how a victim will kill himself by stabbing a long kitchen knife on back of himself.This are our Goa Police who don't even have little common sense to investigate cases of serious nature.

  14. I watched the video clipping posted above and it speaks everything about the brutality and cover-ups being done by the Police Department in the GMC. Such atrocities will never be blown up and with the help of the corrupt police force, the culprit will get a cover-up with glory for his exploitation and the case will be forgotten in due course. This is the present system in Goa Government.

    Dear Mr Menino, I am originally from Bicholim but presently working far off from my place. I will contact my relatives and if they are willing will send you the information. As I spoke to my family days ago, they told me that there is teror created by the present police force in Bicholim specially shutting the voices of the people those raised against illegal mining and menance of trucks.

    This whole case must be seen as MURDER by the Goa Police.
    Many lovers have tiffs / troubles.
    Butthis case along wit that in Bicholim has goen too far.
    I pray justice will be done and be seen to be done.But I have lost hope for the moment.
    It seems like the Police are more adept at creating and perpetuating crimes rather than preventing it.
    Our Temples,Churches etc are being robbed on a day to day or week to week basis.
    So what are the Police doing about it....Nothing as there is no money for them in such a crime.
    I would appeal to the good citizens of Bicholim to comment here on Niz-Goenkar , using a fictitious name (for their security) to let us know the reality on the ground through an agent.
    The more Goa gets to know , The better a cause to remove the cancer amongst the Police Force.

  18. Mr N Fernandes, the people of Bicholim are afraid to annoy Ranes on one side, Ravi Naik on the other side and Dhavalikar brothers on the third side. Bicholim police station is one strong with the blessing of these politicians sorrounding it. The police are covered under political immunity. The poor Geeta family must be dare scared to show their face outside and talk to anyone. Many will agree with me that no one will come forward.
    My latest updates are that a private clinic in Mapusa refused to take Geeta and her mother for treatment citing no space or beds. This much I can provide and I am hailing from Porvorim. No access to anyone in Bicholim. Remember, that's one rich police station with mining activity, miners are protected with huge inputs in the police station, poor people are made to shut their lips.

  20. Most of the Goa police are corrupt & in efficient in carrying out their official duties. What they excel in are at collecting, haftas, extortions, brutally supressing women, hiding evidence & other illegal activitues in connivance with criminals & politicians. Goans have lost faith in them& often think twice before approaching them. They bungle most crime investigations & their attitude is like thewy are Gods blessing to goans. Their only technique is brute force.
