IS THE EXPENDITURE ON GOVERNORS JUSTIFIED? by Adv. Aires Rodrigues, Ribandar

The time has come to rethink whether we really can afford such astronomical spending being incurred on State Governors. In Goa, a whopping 135 staff take care of Governor Dr. S.S Sidhu and the Raj Bhavan. This does not include the heavy security paraphernalia around him including his Z+ security.
The unwarranted expenditure on Governors is an absolute waste of taxpayers’ money. It has become a ceremonial post. Governors have become non-functional and all they do is enjoy their last few years in public life at the cost of the State exchequer.
Mr. N.D Tiwari had to resign in December 2009 as Andhra Pradesh Governor in the wake of allegations of sexual misconduct. He is now scheduled to appear in Delhi High Court on 1st June to give his blood sample in connection with a paternity suit filed against him.
Goa however has witnessed an exceptionally good Governor with Lt. General J.F.R. Jacob in office from April 1998 to November 1999. The State was under President’s rule during the first half of 1999. During that period Governor Jacob ruled with a team of only two advisors Alban Couto and M.N. Buch. Lt. General Jacob made the secretariat accessible to ordinary citizens and paid surprise visits to bus stands, local hospitals and Government offices. There was a total crackdown on corruption.
