GOA PUBLIC SERVICE GUARANTEE BILL TO STOP CORRUPTION IN THE STATE

PANJIM: The proposed Goa Public Services Guarantee Bill is likely to be similar to the Right to Information Act on many counts and the government officials would have to provide the service within a specified number of days, which will be notified later, failing which they could attract penalty.
According to the information available, the government would appoint designated officers to provide services to the people within the stipulated time, which would be announced later, once the Bill is passed and brought into force.
The government would constitute the State Public Service Delivery Commission through a notification and the Commission would consist of eminent persons for implementing the new Bill and achieving its objectives.
The government would also name the first and second appellate authorities who would have same powers that are vested in civil courts, trying a suit under civil procedure code, to dispose off the appeals from the people and redress their grievances.
The time for providing services would begin from the time an application is made to the designated officer or a subordinate to the officer, who is authorised to receive the application for providing services that have been notified by the government.
The designated officer can reject the application but would have to record the reasons in writing and intimate the same to the applicant.
In case of rejection of application, the applicant has the right to file an appeal before the first appellate authority and also appeal before the second appellate authority to redress his grievances. The Bill and the initiatives taken by the government to promote e-governance are aimed at not only providing efficient and fast services to the people but also at rooting out malpractices and corruption from the state administration, said a top level official in the state administration.

  1. This might have a chance to succeed.But it needs to be seen if it will work in practice. It is time small time administrators are strictly monitored.MAny of them are also known to command huge bribes to get peoples work done.
    The Panchayat,TCP , Block DEvelopment officer shols allbe made accountable for the duties the perform to the Public.
    At present many are known to delay work,so as to benefit from Bribes.
    Colva Panchayat and Majorda Panchayats are hot beds of Corruption and bribery.They make the general Public dance over trivial requests.I know about these 2 PAnchayats as many of my friends in Goa have told me so.
    There used to be a price for everything.Getting a N.O.C is possibly the biggest money maker for the Panchayats,TCP and BDO.Many times Lakhs of Rupees have to be paid to get these Certificates.....and all because of some fictitious problem , invented by these agencies.
    The Majorda-Utorda-Calata sarpanch needs all the bribes she can get to feed her alcoholic demands.She is known locally as an alcoholic or Bebdea as per my friends.She has also been schooled in bribery by Mickky Pacheco.
    If she is threatned, she runs to the Gangster Boy of Betalbatim, Miccky.
