GOA’S GOLD DEPOSIT IS WORTH 1,20,000 CRORES

PANJIM: Almost 6,000 metric tonne of secondary gold deposits worth about Rs 1,20,000 crore lie just 60 metres below the ground spread over 40,000 hectares of land in North Goa, noted Goan microbiologist Nandkumar Kamat claimed in an announcement on Monday.

This find could put India on top of the gold producing nations of the world in the next five years, if the Geological Survey of India and the central government follows the lead and does prospective digging. This find assumes significance because it is biologically refined and almost 98% pure gold, says Kamat. Currently, South Africa with 36,000 metric tons of gold reserve base and 6,000 metric tonne of reserve accounts around 40-50% of the world reserves, according to the US Geological Survey, Mineral Commodity Summaries, January 2007. The remaining 50% of gold reserves are shared by the rest of the 192 countries.

As on date, India stands at number 51 among the gold producing nations with a produce of 2,362 kg (2.362 metric tonne) of gold per year.

The entire reserve of India is only 200 metric tonne. But this find could turn around the fortunes for the country over the next five years, Kamat said.  As per the 2007 US Geological Survey, Mineral Commodity Summaries, 2007, China, has become the largest producer of gold with an annual production of 290 metric tonne of gold

GOVERNOR WANTS IMMUNITY UNDER ARTICLE 361 FOR HIS ABSOLUTION

PANJIM: Goa Governor Dr S S Sidhu today sought immunity under Article 361 of the Indian constitution to absolve himself from the case filed against him with the State Information Commission for not submitting a reply under Right to Information (RTI) Act.

"The Governor enjoys the privilege extended to him under Article 361 of the Indian Constitution (Protection of President and Governors) and has exercised it," Carlose Fereira, legal counsel to the Governor, told reporters after appearing before the Commission this morning.

According to Article 361, "The President, or the Governor or Rajpramukh of a State, shall not be answerable to any court for the exercise and performance of the powers and duties of his office or for any act done or purporting to be done by him in the exercise and performance of those powers and duties."

In the order dated December 22, State Information Commissioner Motilal Keny had asked Governor and his Special Secretary N Radhakrishnan to personally appear before the Commission today at 1030 hours.

While the Governor, who is currently hosting President Pratibha Patil, did not remain present for the hearing, his Special Secretary appeared before the bench.

The complaint against Governor and his special secretary was filed by Goa-based social activist Aires Rodrigues.  Fereira said that Governor should not be the party to the current case against him in the Commission as he has not signed the order vis-a-vis information under the RTI Act.

Governor's Special Secretary in a reply before the commission has said that Governor is not a public authority and hence he cannot be covered under RTI.

The next date for hearing is fixed on January 21, 2011.

Rodrigues, by an application on November 29, had sought from Raj Bhavan under the Right to Information Act details of action taken on the complaints made by him to the Governor of Goa against the Advocate General of Goa.

Rodrigues had also sought copies of noting sheets and correspondence pertaining to the processing of his complaints against the Advocate General.

Radhakrishnan had declined to furnish the information, stating that information under RTI Act could not be furnished as the Governor of Goa is not a Public Authority and that an affidavit to this effect has been filed before the Bombay High Court. – PTI

RTI COMPLAINT AGAINST GOA GOVERNOR: ARGUMENTS ON 21ST JAN

PANJIM: The Goa State Chief Information Commissioner Mr. Motilal Kenny today adjourned to 21st Jan for arguments the complaint filed by Adv. Aires Rodrigues against Goa’s Governor Dr. S.S.Sidhu for non- complying with the Right to Information Act.

At the hearing today Adv. Carlos Ferreira appeared on behalf of Governor Sidhu while the Special Secretary to the Governor Dr. N.Radhakrishnan who was present was represented by Adv. Mahesh Sonak.

Every Governor is always assisted and guided by the Advocate General of the State on all legal issues. Surprisingly today Governor Sidhu chose to be represented by a private advocate while by passing State Advocate General Subodh Kantak.

Adv Carlos Ferreira today submitted before the Commission that the Governor of Goa could not be made a party to the complaint as he enjoyed constitutional immunity as a Governor.

Strongly opposing this Adv. Aires Rodrigues submitted that the Governor had to a party to the case as he has to explain to the Commission as to how he is not a “Public Authority”.

Adv. Rodrigues drew the Commission’s attention that even the President of India as a “Public Authority” was complying with the RTI Act.

The Governor should have led by example in complying with the RTI Act, submitted Adv. Rodrigues

In his petition before the State Information Commission Adv. Aires Rodrigues has stated that the office of the Governor is a constitutional post within the definition of “Public authority” under section 2 (h) (a) of the RTI Act.

Adv. Rodrigues has stated that as the Governor has been notified as a public authority he was bound to furnish the information sought and that the refusal was contrary to the RTI Act, unreasonable, malafide and without reasonable cause.

Adv. Rodrigues has in his petition also sought that the Governor of Goa be penalized in terms of section 20 of the RTI Act for not furnishing the information sought.

Adv. Aires Rodrigues by an application dated 29th November had sought from Raj Bhavan under the Right to Information Act details of action taken on the complaints made by him to the Governor of Goa against Advocate General of Goa Mr. Subodh Kantak. Adv. Rodrigues had also sought copies of noting sheets and correspondence pertaining to the processing of his complaints against the Advocate General.

In a letter to Adv. Aires Rodrigues dated 30th November, Special Secretary to Governor, Dr. N.Radhakrishnan declined to furnish the information, stating that information under RTI Act could not be furnished as the Governor of Goa is not a Public Authority.

25 YEAR OLD YOUTH ARRESTED FOR ATTACK ON HIS GIRLFRIEND AT PALI - VALPOI

VALPOI: Valpoi police on Monday arrested a 25-year-old youth from Pali on charges of assaulting and attempt to murder a 22-year-old woman from Pali, Thane in Satari Taluka. According to Valpoi Police, Sanjay Gaonker has been remanded to five days police custody.

The villagers of Pali Thane told Niz Goenkar that the duo had been in love for quite sometime and of lately Sanjay was distancing himself from her. Upon asked to marry her Sanjay refused and denied of being in love with Shakuntala.

On Wednesday, at about 5:00 pm, Sanjay Gaonker lay in waiting as Shakuntala was coming from the fields and hit her on the head with a stone. She was immediately shifted to the CHC Valpoi and later on sent to Goa Medical College at Bambolim in serious condition. A case has been registered against Sanjay for assaulting Shakuntala with a stone there by causing grievous injury to her head.

Sanjay was arrested on Monday 3rd January after absconding for four days. Shakuntala’s father, Ganesh, had filed police complaint stating that Sanjay had assaulted Shakuntala while she was returning from her field on Wednesday evening. Police were on the lookout for accused.

According to police, the accused had fled from the scene and was staying in Belgaum for few days. However, after the accused returned to back, Valpoi police PI Shivram Vaigankar arrested him and is in the police custody

GOA’S 15 PERCENT LAND MASS CONTAINS SECONDARY GOLD DEPOSITS

PANJIM: It has been discovered that fifteen per cent of the land mass of Goa contains secondary gold deposits and the area is predominantly in the north part of the state.  This was revealed by Dr Nandakumar Kamat, assistant professor at the Department of Botany of Goa University and principal investigator, GU-RNSB-Mineral Biotechnology, in a press briefing, on Monday.

Dr Kamat stated that during their research they discovered that Goa has unique bacterioforms (gold deposited by action of metal tolerant micro-organisms).  “Bacterioform is a gold which is naturally formed by bacteria. It is for the first time in India and Asia, there is a report on bactorioform gold. Also many of its forms are not found anywhere else,” he added.

According to him, the estimated gold concentration is1-2g/MT and estimated gold deposits — maximum, 6000 MT-minimum 3000 MT and the estimated market value of it would be ` 600-1200 billions.

He further said that this is the first report of placer gold in Tilloid and first report of microbiogenesis of gold under lateritic strata. “This discovery would be useful for understanding past climate changes and sedimentation processes,” he confirmed.

He also hinted that there is a possibility of finding zirconium, hafnium, uranium and thorium deposits. Elaborating more on the discovery, Dr Kamat said that it took them 12 years and he is considering it as a chance discovery.

“These bactorioforms are found in the Sanvordem rock formation, which is 2.5 billion years old. These gold deposits are below the sea level” he added. When asked about the mining of land for gold, he mentioned that it would be a cumbersome task as one would need to dig in 60 meters deep, which could be an expensive affair.

His aim through this discovery is to make people aware of the gold deposits in Goa and to maintain this strategic reserve.

Dr Kamat has sent a note of the said discovery to the Chief Minister and Minister of Mines, in order to form a technical committee for carrying out systematic geo-prospecting and geochemical studies by drilling and analyzing deep subsurface core samples and create an atlas of gold deposits of Goa.

INDIAN PRESIDENT ARRIVES IN GOA

PANJIM: The President of India, Ms Pratibha Devisingh Patil accompanied by her husband, Dr Devisingh Shekhawat, her daughter, Ms Jyoti Rathore and granddaughter, Ms Vedika Rathore arrived in the state on a four-day visit to the state from New Delhi on Monday.

She was received by the Governor, Dr Shivinder Singh Sidhu, the Chief Minister, Mr Digambar Kamat, the Speaker, Mr Pratapsingh Rane, the Chief Secretary, Mr Sanjay Kumar Shrivastava, the DGP, Mr Bhim Sain Bassi, the Flag Officer Commanding Goa Naval Area Rear Admiral Sudhir Pillai, and Commandant 2STC, Brigadier K S Chauhan.

After the reception at the naval enclave of the Dabolim airport here, the President proceeded to the Raj Bhavan in a motorcade. The President would stay in the state till January 6.  The President would be visiting Benaulim on January 4. The Governor would host a dinner in her honour on January 5. The President would leave Goa for Pune in the evening on January 6.

The President passed her time at the Raj Bhavan and its lawns upon her arrival in Goa on Monday, said the sources adding that she was seen mostly in the company of her family members.

Meanwhile, strict security measures were put in place by the state police and the NSG in view of the visit of the President and the entry to Raj Bhavan was restricted. The traffic was halted to allow the President’s motorcade to pass. (NT)

STEPS TAKEN TO REDUCE ACCIDENT BY TRANSPORT DEPARTMENT

PANJIM: The Transport Minister, Mr Ramkrishna Dhavalikar, on Monday, said that the transport department is focusing on reducing road accidents and is taking necessary steps in this direction.  Speaking informally to this daily, Mr Dhavalikar said annually there are around 250 deaths on the roads due to accidents, which is a matter of concern, adding over the years, creating awareness has gone a long way in reducing the number of deaths. He further said the number of deaths has reduced from around 350 annually to around 250 in the last few years, however, more is needed to be done.

The Transport Minister said that the government has spent around Rs 2.5 crore in purchasing road safety equipment like indicators etc for accident prone areas besides taking up corrective measures along the Margao-Panjim route. As part of the efforts to make the roads safer, along with the PWD, the department has started constructions of bus bays along the route, irrespective of whether the four-laning project is going ahead or not, he said.

When asked if events like Road Safety Week are mere formalities, he said, programmes like Road Safety Week attain significance in creating awareness, which will take time to yield results. Earlier in the day, Mr Dhavalikar inaugurated the 22nd Road Safety Week at a simple function at the Club Gasper Dias in the presence of the transport director, Mr Arun Dessai, managing director of KTC, Mr Venancio Furtado and others.

Speaking on the occasion, Mr Dhavalikar stressed the need to educate all school students on road safety and traffic rules, so that they in turn can educate atleast five other persons on safety aspects to avoid accidents and save many precious lives.  The theme of the celebration for this year is ‘Road Safety is Mission Not Intermission.’

The Transport Minister said road safety awareness should not be restricted to mere one week, but it should be held throughout the year with emphasis on maintaining traffic discipline.

“We need good roads for proper safety,” he said informing that there are 7.5 lakh registered vehicles for 15 lakh population in Goa, which means one vehicle for every two persons. He further said the state government has already formed State Road Safety Council, and the members to the council will be appointed shortly. - (NT)

WILL GOA GOVERNOR SIDHU ATTEND THE RTI CASE AGAINST HIM ?

PANJIM: All eyes will be on whether Goa’s Governor Dr. S.S.Sidhu remains present before the Goa State Information Commission on 4th January for the hearing of the RTI case filed against him.

With President of India Pratibha Patil currently on a holiday at the Goa Raj Bhavan, Governor Dr. Sidhu may skip attending the hearing. It will have to be seen whether he deputes Advocate General Subodh Kantak to represent him or will opt for a private lawyer.

81 year old Dr. Sidhu is India’s first Governor to be summoned. The State Information Commission has the same powers as a Court in summoning and enforcing the attendance of any person.

Goa State Information Commission has issued notice to Governor Sidhu directing him to personally appear before the commission on 4th January at 10.30 am in connection with the complaint filed against him by Adv. Aires Rodrigues for non- complying with the Right to Information Act. The Commission has also directed the Special Secretary to the Governor Dr. N.Radhakrishnan to remain present.

Adv. Aires Rodrigues has filed the case against Governor Sidhu after Goa Raj Bhavan took a stand that the Governor is not a “Public Authority” and does not come within the purview of the RTI Act

After being summoned by the State Information Commission Governor Sidhu has reportedly not sought the legal advice of State Advocate General Mr. Subodh Kantak on the issue.

Every Governor is assisted and guided by the Advocate General of the State on all legal issues. But in a virtual rebuff to Advocate General Subodh Kantak his legal opinion has not been sought by Governor Sidhu.

It may be recalled that former Governor Mr. S.C.Jamir had appointed a Special Legal Advisor at Raj Bhavan despite Mr. Subodh Kantak being the Advocate General.

Subodh Kantak has been accused by Adv. Aires Rodrigues of being India’s highest paid Advocate General having been paid over five crores in the last five years.

GOA MEDICAL COLLEGE CANCELS TWO MBBS EXAM PAPERS DUE TO LEAKAGE

PANJIM: The Goa Medical College (GMC) has ordered a probe after two MBBS question papers were leaked prior to the exams, forcing their cancellation.  Speaking to a news agency on Monday, GMC dean VN Jindal said the report on the leakage of the Medicine paper I and II for the 100-odd third year students submitted to his office within 48 hours.

"This is a very serious matter. The papers have been cancelled. I am also meeting the Goa University vice chancellor in connection with the leakage," Jindal said. He also said there was no possibility of all the papers leaking to the students.

"The Medicine I paper was scheduled yesterday (Sunday). The Medicine II paper was scheduled today (Monday)," Jindal said, adding that the third year MBBS written examinations spread over seven subjects. He also said that the papers would be reset and the examinations re-conducted.

Jindal said that 14 question sets were randomly prepared out of which three were submitted to the Goa University, as a matter of protocol.

"Out of the set of three, one set is randomly selected and sent back to the dean's office. The same set is then sent to the chief examination supervisor one hour before the exams," a GMC official said. "We cannot take any immediate decisions, because more than one institution is involved in the examination process," Jindal said. – IANS

GOA UNIVERITY ACTS AFTER MBBS EXAM PAPER LEAKS

PANJIM: The Goa University Monday cancelled two papers of the final year MBBS following leakage of question papers. Goa Medical College Dean, V Jindal told reporters here that the papers of General Medicine-I and General Medicine-II, were leaked to students prior to the exam.

He said General Medicine-I exam was held yesterday, while the second one was scheduled today. The Dean said that the University has initiated a high-level inquiry into the leakage. Around 100 students were to answer the paper today, he said, adding the exams have been re-scheduled and the next date would be announced soon. – PTI

GLOBAL GOANS by A. Veronica Fernandes, Kuwait.

When Goa was forcibly annexed by Bharat on 19th December 1961 it was done by Nehru’s Government without taking into consideration the opinion of Goa based Goans though some Goans in the garb of Freedom Fighters were making big noise to drive away Portuguese from Goan soil. All the freedom fighters wanted Portuguese should leave from Goa but all the freedom fighters were not of the opinion to allow Goa to be a part of “Pochpochit”and “Choranchem” Bharat.

I spoke to many Goan freedom fighters asking their view on their decision on Goa after Portuguese left Goa. They only wanted help from “Bharat Serkar” to drive away Portuguese from Goa and retain Goa for Goans independent of Bharati jurisdiction, just like what Bharat did for Bangladesh. Secondly all the freedom fighters were not genuine freedom fighters, many of them were criminals and robbers for this reason Goan Freedom Fighters are still not enjoying good respect in society. Besides many of them were communal, they wanted Goa to be a Hindu Raj. Now since Goa is magnetised to Bharat I am sure it will be impossible for independent minded Goans to detach Goa from Bharat unless there is a Tsunami type of calamity or Earthquake in which case many of the Indian states will lose their identities and geographical location and resurfaced as something else at somewhere else.

Many of our Goans are making a big noise in favour of independent Goa. These are mainly oldy Goans who are disgusted with the corrupt Bharati ruling system in Goa. The number of such oldies is diminishing and the current generation of Goans are not much interested in Goa. Their view is this “Bhor Ga Potta ani Sor Ga Dissa”, Goa and Goan identity go to hell for them. By sticking to the statement ‘Something is better than nothing’, at least staunch Goa lover Goans worked extremely hard and avoided Goa from getting into extinction when we Goa lover Goans won the Opinion Poll. Our enemies by all means want to degrade us the genuine Goans and to defeat their purpose we had to fight for Konkani language recognition to get Separate Statehood for Goa. During this time we had to fight a solid battle and finally we won and got separate Statehood, though proper justice for Romi Konkani was not done because our enemy was and still is within us who played the dirty tricks against Romi script Konkani.

KONKANI movement in Seventies and in Eighties got solid support and booster from Gulf Goans only, especially Kuwait Goans, among global Goans. These Goans were Indian Passport holders, they were not dual Passport holders having a choice to settle in the West with the backing of their second Passports, that is the Portuguese Passports. If it was not for Kuwait Goans in particular Konkani movement in Goa would never receive the booster it received. We sent lakhs and lakhs of Rupees for this cause from Kuwait to our brothers and sisters in Goa to fight for the cause of Konkani. But during that critical period what was regretting was the silence of global Goans from coming to the aid of Konkani movement in Goa. In the absence of Internet facilities, I as a correspondent of Goa Today Monthly Magazine, exhaustively highlighted this critical issue for our global Goans who were keeping in touch with Goa thru Goa Today Magazine. But the Global Goans were deaf to my pleas and appeals. Their contribution in any form to this cause was NIL, if I am not mistaken. For this reason I have no trust in them for protecting Goa from getting further degoanised. They are lost to Goa.

During the last so many years I hear the words Global Goans, these Goans are now making a big noise in favour of Goa. But are these Global Goans capable of doing something for Goa or just because they got opportunity of free of charge Internet that they are making noise in the name of global Goans? Do these global Goans faithful to their land Goa? Most of the global Goans settled in the West have sold their land and properties for very high price not only to non-Goans but more than that for our enemies. In my neighbourhood one global Goan and holder of Portuguese Passport settled in UK with his wife and 2 children even sold his old type of Goan Toilet – Kumao – for a Ghantti Mason for 50 thousand rupees, this Ghantti went a step further and constructed a big room by demolishing that Kumao, of course illegally, forcibly annexing more area from the poor Goan neighbour.

If Goa is getting degoanised at fast pace it is mainly because of the global Goans who are on high spree of selling their ancestral land, properties and houses to non-Goans and our enemies. When I hear the big noise made by global Goans in support of Goa, I feel like laughing at their love for Goa. By acquiring foreign passport and settling down in the West one will never be able to love Goa genuinely. The global Goan conventions are become a big joke foisted on ignorant Goans suffering from ancestral inferiority complex for his own selfish ends by Eduardo Faleiro, the commissioner of NRI. What this NRI forum can achieve? It is become just like a Lions or Jaycee Club. NRI Forum under Eduardo Faleiro is a big joke and some of the NRI awardees including from Kuwait are also become a big joke when they were undeservingly awarded NRI Awards by corrupt and ignorant Eduardo Faleiro who does not know anything what is happening among Goans in Kuwait. Recently Global Goan Convention was organised in Kuwait – I was not officially invited – hence I refrained from going there. Some global Goans it seems were enquiring why I am not there. This global Goan convention was organised by one of the many Goan Associations mushrooming in Kuwait. This Association is not the representative of Goans in Kuwait and nobody has given a mandate to this Association to represent Kuwait Goans either.

What has been achieved for Goa it was done only by Gulf Goans mainly the Kuwait Goans where none of the Kuwait NRI awardees contributed. Eduardo Faleiro and his NRI Forum are big “Chor”,they have robbed the NRI Awards from deserving Goans by giving the same to some undeserving Goans whose contributions in the service of Goans are NIL. Can you imagine a Goan doctor who is just a “Mutrologist” and also a “kalcho porcho potto” in Kuwait receiving a NRI Award when there are better Goans whose contribution in the community service is much more? Can you imagine a Sexologist, a Chor who was involved in fund scandal of the community receiving a NRI award? Worst part of this whole scenario is this that these undeserving awardees have no marbles to turn down politely these awards saying “we are not worthy of these NRI Awards”. These are shameless Goans who are friends of shameless Eduardo Faleiro.

Hello, Eduardo Faleiro, NRI Forum under your supervision is a big joke. Since its inception NRI Forum has not achieved anything substantial for expatriate Goans especially for those Goans who are returning back to settle down in Goa.

During the next election this topic of NRI Forum will be raised openly to tell the public how the Goa Government is wasting public money after this Forum. I am assured all the help by the Non-Congress Parties to make this as an election issue for them to fight the Congress Party of Sonia Gandhi. NRI Forum is nothing but just like Tips to the waiter. NRI Forum is formed by Goa Government only as a charity to Eduardo Faleiro for him to float alive otherwise he will be drowned into the sea. But this charity at whose cost? At Public cost?

LAW COMMISISON CHAIRMAN’S VEHICLE CRUISED 42, 652 KMS

PANJIM: The Honda City official vehicle GA – 03-G – 9999 assigned to the Chairman of the Goa Law Commission Mr. Ramakant Khalap traveled 42,652 kms for the period from 30th April 2009 to 26th November 2010. The other vehicle assigned to the office of Law Commission traveled 15,819 kms for the period from 5th May 2009 to 26th November 2010.

This has been revealed in the information furnished to Adv. Aires Rodrigues by the Law department under the Right to Information Act. The fuel and servicing charges of these two vehicles has cost the Goa government Rs 2,54,699.

Adv. Rodrigues has also been informed that the Goa Government spent Rs 1,47,384 on the trips made outside Goa by Chairman of Law Commission Mr. Ramakant Khalap from September 2009 to June 2010. This includes four trips to Delhi, two to Mumbai and one to Pune. Of the four trips to Delhi two were via Mumbai.

The Chairman of the Law Commission by virtue of the cabinet rank given to him appointed eight personal staff. The salary of these staff along with Law Commission Chairman Mr. Ramakant Khalap’s salary has cost the tax payer Rs 26,99,596

The Law department has also informed Adv. Rodrigues that a further Rs 6,60,350 was spent by way of office expenses incurred by the Goa Law Commission. In addition to this a total of Rs 4,41,000 was paid to the two commission members Adv. Cleofato Coutinho and Adv. Mario Pinto Almeida by way of sitting fees.

Adv. Rodrigues has stated that it has to be ascertained how much of the 42,652 kms run by Mr. Ramakant Khalap’s car was related to his political work and to his work as Chairman of the Mapusa Urban Cooperative Bank of Goa.

Regarding Mr. Ramakant Khalap’s trips to Mumbai and Delhi, Adv. Rodrigues has stated that it has to be seen whether any of these trips and other expenses incurred by the Commission were in connection with the formation of the private trust “Goa Organisation for Law Finance and Education” for the setting up an international Arbitration centre in Goa.

Adv. Rodrigues has stated that these activities being beyond the mandate of the Goa Law Commission all the expenditure and any other that is not related to the Law Commission agenda should be recovered by the Goa Government from Mr. Ramakant Khalap.

Adv. Rodrigues has stated that Rs 6,60,350 spent by way of office expenses is very high given that the Law Commission has had no rent to pay as it was functioning in government premises.

The entire expenses of Rs 42, 03, 029 incurred on the Goa Law Commission for the period from April 2009 to November 2010 needs to be probed, stated Adv. Aires Rodrigues

MP SHANTARAM NAIK ON “SAFFRON TERROR” ROW AGAIN

PANJIM: Goa Congress MP Shantaram Naik on Sunday said "descendants of the killers of Mahatma Gandhi" have now become terrorists.

Addressing a squad of trainees from six different states for the camp organized by Nehru Yuva Kendra in South Goa, Naik also said that certain anti-social elements have persuaded ‘sadhus’ and ‘sadhvis’ to intensify terrorism in the country.

“Certain forces with the only aim to spread terrorism in the country have roped in ‘sadhus’ and ‘sadhvis’ and some defense personnel. This ulterior motive is to cause havoc,” he said.

Naik said that these outfits keep their political agenda under veil even as they hold public meetings and small gatherings in the name of religion or physical exercise. “Nothing can destroy our country peace…Our unity and integrity has remained intact,” he said.

The MP in December 2009 had kicked up the storm in Rajya Sabha by suggesting that some rape victims invite trouble by socializing with strangers. Earlier, a party worker had even darted a food packet full of biryani rice at him during election campaign. – IBNS

YEAR 2010: GSCW SETTLES ONLY 30 CASES OUT OF 222

PANJIM: The change in guard at Goa State Commission for Women does not seems to have made much difference for the body with hardly 30 cases out of 222 cases registered with them reaching their logical end for the year that went by.

The commission is hearing 181 cases including crucial inter-state sexual trade case involving a high profile beauty and massage parlour owner in the State. Commission headed by Ezilda Sapeco was supposed to play a major role in weeding out the inter-State racket but the inquiry seems to have lost the steam mid-way. It was only after Nagaland Women Commission’s letter to its Goa counterpart that the body initiated parallel inquiry. In October, many girls from Nagaland and Mizoram were rescued during a raid on Lotus Beauty Parlour at Porvorim.

GSCW is yet to furnish its report on the incident. Five persons including parlour owner Mahalaxmi Mishra were arrested. The investigation by police and Women’s Commission seems to have hit the rock-bottom.

On the women’s front although Nadia Torrado death case kept making headlines after alleged involvement of then tourism minister Mickky Pacheco, the commission didn’t investigate the same.

Crime Branch has not managed to file a chargesheet even six months after the case. But the use of Ratol by Nadia gave rise to another similar case. At Bicholim, a minor girl was fed with Ratol paste by her relatives after abducting her. The commission had intervened in the matter but it is yet to make the findings of the case public.

The commission has failed to make its mark although there was change in the chairperson. “There are so many cases in a day…we have to look into each case…special attention has to be given,” Sapeco stated. Sapeco said that the change in lifestyle has resulted in several domestic cases being piled up with the commission.

“Many young girls are ditched by their husbands. Most cases are of newly wedded couples wherein they get married but the NRI husbands dump their respective wives within few days of marriage. However there are cases wherein wives are not interested to return back to their husbands,” she said.

The commission initiates counselling initially as a part of reconciliation. But when things go really bad, the matter is sent to the court or resolved in a way that would keep the dignity of both the aggrieved parties.

“There are also cases wherein both parties patch up. Even in case of couples, those who hate each other end up giving birth to a child,” she quipped. Although the affairs of protective home at Merces remained a matter of concern, the commission has failed to give much needed attention to it. In the year 2011, it is to be seen whether the commission manages to pull up its sleeves or continues with its earlier track record.
